This paper studies Japanese engineering contractors in the colonized Korea (then Joseon). Japanese engineering contractors made profits and grew by contributing to the maintenance of infrastructure through receiving the subcontract of public construction works under the protection of the Japanese Government General of Korea. However, it is clarified that they unified with the Japanese Government General of Korea to exclude the Korean contractors from bid, to hire Korean workers at such low wages that cannot even be put on the statistical figures, and to unjustly give burden on Korean landowners by distributing the profits of construction expenses with Japanese landowners at the irrigation association business.
This paper is composed as follows. Chapter 1 deals with the generation and growth of engineering contractors in Japan of the Meiji period and the advancement into Korea (then Joseon) before 1910. Chapter 2 deals with what interests the Japanese Government General of Korea gave to Japanese engineering contractors, and Chapter 3 deals with the contents and issues of activities of Japanese engineering contractors for pursuit of profits.
In Japan right after the Meiji Restoration, the civil engineering technologies of the West were introduced, and a number of civil engineering construction works were conducted focusing on railroad constructions. In addition, when the general bid was introduced because of the enactment of the Accounting Act, the new participation became easier and many contractors emerged. Moreover, many contractors came to Korea (then Joseon) where the railroad constructions were started since around 1900. Korean contractors also emerged, but, the situation changed because of the military power of Japan at the Russo-Japanese War, and Korean contractors were disabled from making a successful bid and perished gradually.
Since the Japanese annexation of Korea until the liberation of Korea, the sum of expenses related to civil engineering accounted for about 20% of the fiscal outlays of the Japanese Government General of Korea though with some differences between years. Of the sum of fiscal outlays of 1910 through 1939 of about 5.57 billion yen, the expenses related to civil engineering accounted for 1.07 billion yen. The Japanese Government General of Korea allowed only Japanese contractors to bid, created the technical chief system, in which contractors must prepare the site overseer, to prevent Korean contractors from newly participating, and adopted the private contract and the selective bidding through a royal order for the general bid, which is a principle of the Accounting Act, not to be needed. In 1922, the general bid became the principle through the revision of the Accounting Act, and then Japanese contractors came to frequently collude to fix prices before tendering. They did it in order to maintain the bid cost and to prevent Korean contractors from newly participating. Finally, those who did the collusion received a verdict of guilty, but, the Japanese Government General of Korea enabled Japanese contractors to secure profits even if they do not collude to fix prices before tendering through the notice of the Director-General of Political Affairs in 1932 and the revision of accounting regulations in 1934. Meanwhile, as Korean contractors were not allowed to be qualified for a bid or were discriminated, they were small in scale and numbers.
Besides the protection of the Japanese Government General of Korea, Japanese contractors were also displaying lively activities to pursue profits. They performed active political petition movements through the Chamber of Commerce and Industry to obtain the budget of civil engineering projects in the 1920s. They visited Tokyo in Japan several times to meet and negotiate with politicians, and let the National Assembly of the Empire approve the irrigation association business and the 12-year railroad plan. This was a big deal that Japanese contractors in Korea (then Joseon) influenced the politics inside Japan. Korean workers were working for those Japanese contractors at low wages. In addition, Japanese contractors often omitted the payment of the low wages, and the issue of unpaid wages was being reported on newspapers. According to the official statistics of the Japanese Government General of Korea, despite some differences between periods, the wages of Korean workers were about 1 yen a day per person, which was almost half of the wages of Japanese workers. However, the actual wages of Korean workers were 30 through 50 Jeon (a hundredth part of one won), which was only a quarter of the wages of Japanese workers. Though the estimate of bid was calculated with the wages of Korean workers as 1 yen, actually 30 through 50 Jeon were paid to them. Thus, the difference was being legally exploited by Japanese contractors. Some data say that back then labor cost accounted for about 57% in civil engineering projects, and Japanese contractors were exploiting more than half of that. In addition, Japanese contractors colluded to fix prices before tendering as aforementioned to secure these huge profits. Moreover, they are thought to have used the irrigation association business to increase civil engineering projects. Though it is Japanese contractors who get the greatest profits through the irrigation association business, the construction works do not get started unless an irrigation association is established by agreement of landowners. It can be guessed that Japanese contractors asked Japanese landowners to make an irrigation association in return for the distribution of profits of civil engineering projects to the Japanese landowners. One circumstantial evidence of that is the expense called the organization cost in the financial report of the irrigation association business. The organization cost is said to be the cost to persuade the landowners when making an irrigation association, but, it is weird that they persuade the landowners not through objective judgment of the irrigation association business but by spending money. It can be easily guessed that the Japanese engineering contractors who can get huge profits by receiving the subcontract of civil engineering projects would have persuaded the Japanese landowners to promote an unreasonable irrigation association business from behind. That is, it can be thought that the purpose of the irrigation association business, which is the improvement of agricultural production, was only secondary, and the hidden real purpose was for the Japanese contractors to share the profits gained through civil engineering projects with the Japanese landowners. In a macroscopic view of that, it can be also said that the capital of Korean landowners were converted into the capital of Japanese landowners and Japanese contractors.
It can be known that Japanese engineering contractors were gaining profits from three sources including the fiscal outlays of the Japanese Government General of Korea, the wages of Korean workers, and the irrigation association fees of the irrigation association business.
As the modernization performed by the Japanese imperialism attached too much importance to the maintenance of infrastructure to secure the profits of Japanese contractors, it is thought that civil engineering projects were promoted more than needed. So far, people have criticized that the maintenance of infrastructure by the Japanese imperialism was not problematic itself, but it had problems because its purpose and usage were plundering. However, what is clarified by this paper is that the construction for the maintenance of infrastructure is problematic itself. It is for Japanese contractors to gain huge profits, and there was a structural problem that Korean contractors were excluded from bid, Korean workers could not receive just wages, and an unreasonable irrigation association business was promoted.
본 논문은 식민지조선의 일본인 토목청부업자에 관한 연구이다. 일본인 토목청부업자는 조선총독부의 비호 하에 공공(公共)공사를 하청 받아 인프라 정비에 공헌하면서 이익을 올리며 성장하였다. 그러나 그것은 조선총독부와 일체화하여 조선인 청부업자를 입찰에서부터 배제하고, 조선인 노동자를 통계 숫자에도 올리지 않을 저임금으로 고용하고, 수리조합 사업에서는 일본인 지주와 공사 대금의 이익을 분배하면서 조선인 지주에게 부담을 지우는 부당한 것이었음을 명확히 하였다.
본 논문의 구성은 다음과 같다. 1장에서는 메이지시대 일본에서의 토목 청부업자의 발생과 성장, 그리고 1910년 이전에 조선으로의 진출에 대하여 다루었다. 2장에서는 조선총독부가 일본인 토목 청부업자에게 어떠한 이익을 주었는가를 다루었고, 3장에서 일본인 토목 청부업자가 이윤 추구를 위해서 활동한 내용이나 문제에 대하여 다루었다.
메이지 유신 직후의 일본에서는 서양의 토목 기술이 도입되고, 철도 공사를 중심으로 대량의 토목공사가 행해졌으며, 게다가 회계법의 제정으로 인하여 일반경쟁 입찰이 도입되자 신규 참가가 간단해져 청부업자가 대량으로 발생하였다. 그리고 1900년경부터 철도 공사가 개시된 조선에 청부업자가 대량으로 건너왔다. 조선인 청부업자도 발생했지만 러일 전쟁 때의 일본의 군사력을 배경으로 상황이 바뀌어, 조선인 청부업자는 낙찰할 수 없게 되어 소멸되어 갔다.
한일합병 이후부터 해방까지 토목 관련비의 합계는 매년 약간의 차이는 있지만, 조선 총독부의 재정 지출의 약20%를 차지하고 있었다. 1910년~1939년의 재정지출 합계 약55억 7000만엔 중에서 토목 관련비가 10억 7000만엔을 차지하고 있다. 조선총독부는 일본인 청부업자에게만 입찰을 하게 하였으며, 조선인 청부업자의 신규 참가를 막기 위해서 현장 감독을 청부업자가 준비하여야 하는 기술주임제도를 창설하였고, 또한 회계법의 원칙인 일반경쟁 입찰을 하지 않아도 되도록 칙령을 통해서 수의계약과 지명경쟁입찰을 채용하고 있었다. 1922년 회계법의 개정으로 일반경쟁 입찰이 원칙이 되자 일본인 청부업자는 빈번히 담합을 하게 되었다. 입찰금액을 유지하기 위한, 그리고 조선인 청부업자의 신규 참가를 막기 위한 담합이었다. 결국 이런 담합들에 대해서 유죄판결이 내려졌지만, 조선총독부는 1932년 정무총감의 통고와 1934년 회계사무 규정의 개정을 통하여 일본인 청부업자가 담합하지 않아도 이윤을 확보할 수 있도록 하고 있다. 한편, 조선인 청부업자는 입찰 자격을 얻을 수 없거나 차별을 받고 있었으므로, 청부업자의 규모도 작고 그 수도 매우 적었다.
조선 총독부의 보호뿐만이 아니라 일본인 청부업자도 이윤을 추구하기 위해서 적극적으로 활동하고 있었다. 토목공사의 예산을 획득하기 위해서 1920년대에는 상공회의소를 통하여 정치적인 진정운동을 활발하게 했다. 일본 도쿄에 여러 차례 방문하여 정치가들과 만나 교섭하고, 수리조합 사업과 철도12년 계획을 제국 의회에서 승인하게 하였다. 이것은 조선의 일본인 청부업자가 일본 내지의 정치에 영향을 준 매우 큰 사건이었다. 이러한 일본인 청부업자 밑에서는 조선인 노동자가 저임금으로 일을 하고 있었다. 거기다 그 저임금마저 지불하지 않는 사건이 빈발하여, 임금 미불 문제가 신문에 보도되고 있었다. 조선 총독부의 공식 통계에 의하면 시기에 따라 약간의 차이는 있지만, 조선인 노동자의 임금은 1명이 하루에 약1엔으로, 일본인 노동자의 거의 2분의 1이었는데, 실상은 30전~50전으로 일본인 노동자의 4분의 1정도밖에 되지 않았다. 입찰의 견적금액은 1엔으로 계산하였으나 실제로 지불한 금액은 30전~50전이었으므로, 그 차액을 일본인 청부업자가 합법적으로 착취하고 있었던 것이다. 당시 토목공사에서 노무비가 약57%를 차지하고 있었다는 자료가 있는데, 그 절반 이상을 일본인 청부업자가 착취하고 있었던 셈이다. 그리고 일본인 청부업자는 이러한 막대한 이익을 확보하기 위하여 전술한 바와 같이 담합을 하였다. 또한 일본인 청부업자는 토목공사를 늘리기 위해서 수리조합 사업을 이용하였다고 생각할 수 있다. 수리조합 사업으로 가장 큰 이익을 얻는 것은 일본인 청부업자이지만, 지주가 합의에 의해서 수리조합이 설립되지 않으면 공사는 시작되지 않는다. 토목공사의 이익을 일본인 지주에게 분배하는 대신에 수리조합을 만들어 달라고 일본인 지주에게 일본인 청부업자 측에서 부탁하였다고 추측할 수 있다. 그 하나의 상황증거가 수리조합사업 회계보고에 있는 창립비라는 경비다. 창립비는 수리조합을 만들 때 지주를 설득하기 위한 비용이라고 하는데, 수리조합 사업을 객관적으로 판단하는 것이 아니라 돈을 써서 지주를 설득한다는 것이 이상하다. 토목공사를 하청 받으면 막대한 이익을 얻을 수 있는 일본인 토목 청부업자가 무리한 수리조합 사업을 배후에서 추진하기 위해 일본인 지주를 설득했을 것이라고 쉽게 추측할 수 있다. 즉 농업생산의 향상이라는 수리조합 사업의 목적은 부차적인 것으로, 일본인 청부업자가 토목공사를 통해서 얻은 이윤을 일본인 지주와 나누었던 것이 은폐된 진짜 목적이었다고 생각할 수 있다. 그것을 거시적으로 보면, 조선인 지주 자본이 일본인 지주와 일본인 청부업자의 자본으로 전환하였다고도 할 수 있다.
일본인 토목 청부업자는 조선총독부의 재정 지출, 조선인 노동자의 임금, 그리고 수리조합 사업의 수리조합비라고 하는 세군데서 이익을 얻고 있었음을 알 수 있다.
일제가 행한 근대화는 일본인 청부업자의 이익을 확보하기 위한 인프라 정비에 편중하고 있어서, 필요 이상의 토목공사를 추진하였다고 생각된다. 종래, 일제의 인프라 정비는 그 자체에는 문제가 없지만, 그 목적이나 사용 방법이 수탈에 있었기 때문에 문제가 있다는 비판을 받아왔지만, 본 논문에서 명백해진 것은, 인프라 정비를 위한 공사 자체가 문제라는 것이다. 그것은 일본인 청부업자가 막대한 이익을 얻기 위한 것으로, 조선인 청부업자는 입찰부터 배제되고, 조선인 노동자는 정당한 임금을 받을 수 없는, 무리한 수리조합 사업이 추진되었다는 구조적 문제가 거기에 있었다는 것이다.
