민주주의적 통일론 연구 : 민주주의와 통일의 변증법적 관계에 관한 고찰 = A study on the theory of the democratic unification of the Korean peninsula : the dialectic relationship between democracy and the unification of the Korean peninsula
Democracy has been one of the longest discourses in human history and a key topic in contemporary politics. Fundamentally, democracy is not defined by any principles or forms other than the political ideology of “self-ruling by the demos”. Hence, democracy exists in multiple forms. When the peninsula was divided into north and south, North Korea and South Korea separately defined their own democracy under their political system to be the only form of democracy. “Liberal democracy” became the only form of democracy in the south while “people’s democracy” in the north.
Many forms of democratic ideologies created as political ideologies of a newly established nation-state during the Japanese colonial period and the period after independence became reduced to only those two in the process during which the peninsula was divided into two states. As a competitor in national legitimacy, the two divided states formed a rigid society which only recognizes values set by their own government. The hostility and rigidity of the ‘Divided-state’ism—which were reproduced by the modus operandi of nationalism advocated by such states—became the root of twisted forms of divided regimes, which holds back democracy in the name of their own version of “democracy” and unification under the name of their own version of “unification”. Likewise, the division of the Korean peninsula is based on the anti-democratic mechanism.
Existing arguments for unification as part of an attempt to overcome the state of a divided peninsula had not been addressed systemically in the perspective of deconstructing the oppression of division and expanding democracy for the peoples of both South Korea and North Korea. The theory of unification based on democracy had been confined to the theory of unification under the liberal democracy system. This paper criticizes the existing theory of unification based on this repetitive anti-North “liberal democracy” and seeks for a new theory of unification based on “self-ruling by the demos”, a fundamental value of democracy.
To begin with, conceptual discussion on the political ideologies of democracy proves based on the definition of democracy as “self-ruling by the demos” that the dominant perception of “liberal democracy” in South Korea is not the sole concept of democracy.
The political ideology of democracy has not been properly fulfilled due to the modus operandi of nationalism by the ‘Divided-state’ism. The movement by the people for “self-ruling by the demos” was tabooed or alienated under the two Koreas’ nationalism taking advantage of the hostility between the North and the South. Nonetheless, a democratic movement in South Korea has progressed in the direction of exposing how twisted nationalism propagated by the divided countries was and insisting on deconstructing the divided regimes as an obstacle to “self-ruling by the demos”
The relationship between democracy and division-system is directly linked to the relationship between democracy and unification. Democracy is a basic value during the unification process and a regulatory principle of post-unification. Hence, the relationship between democracy and unification to overcome the reality of division demonstrates that the Korean peninsula should recover the “power of demos”, which had been oppressed by nationalism by the divided regimes, and move towards people-led unification rather than state-centric and system-centric unification.
This study has limitations in that its criticism on the theory of unification was made mainly based on democratization in South Korea given there were realistically difficult conditions arising from the division of the Korean peninsula. By re-establishing the argument of democracy, which had been simplified under the division of the two Koreas, and suggesting a shift towards a democratic paradigm for unification, this study is expected to provide a new starting point for discussion on unification in the future.
민주주의는 인간의 삶에서 가장 오래된 담론의 하나이며 현대 정치의 중심화두이다. 근본적으로 민주주의는 ‘데모스의 자기통치’라는 정치적 이념 외에 어떤 원리와 형태를 규정하지 않는다. 그렇기 때문에 민주주의는 복수의 형식으로 존재한다. 그러나 분단체제의 수립과정에서 남과 북은 각각 자기체제의 민주주의만을 ‘유일한’ 민주주의로 규정하였다. 한반도 이남에서는 ‘자유민주주의’가, 한반도 이북에서는 ‘인민민주주의’가 유일한 민주주의가 되었다.
일제강점기와 해방정국기에 새로운 민족국가건설의 정치적 이념으로서 복수의 형태로 각축을 벌이던 민주주의의 이념은 분단국가의 형성과정에서 획일화 되었다. 남과 북, 두 국가는 민족국가의 정통성을 두고 체제경쟁적 관계에 놓이게 되면서 두 국가 모두 국가가 인정한 가치 기준만을 인정하는 경직된 사회를 형성하였다. 그리고 분단국가주의를 통해 재생산되는 분단체제의 적대성과 경직성은 ‘민주’의 이름으로 민주주의를 제약하고 ‘통일’의 이름으로 통일을 저해하는 기형적 분단국가의 뿌리가 되었다. 이처럼 한반도 분단체제는 반민주적인 작동메커니즘에 기반하고 있다.
그러나 분단을 극복한다는 관점에서 이루어진 통일에 대한 기존 논의는 분단체제의 억압성을 해체하고 남북 구성원의 민주적 삶을 확장시키는 관점에서 체계적으로 다뤄지지 않았다. 민주주의 논의에 입각한 통일론은 자유민주주의 체제통일론에 국한되었다. 본 논문은 이처럼 반북적인 ‘자유민주주의’를 근간에 둔 기존의 통일론을 비판하고‘데모스의 자기통치’라는 민주주의 근본이념에 기초하고 있는 새로운 통일론을 모색하고자 한다.
우선, 정치적 이념으로서 민주주의를 어떻게 정의할 것인지에 대한 개념적 고찰을 할 필요가 있다. 이는 ‘데모스의 자기통치’로서 민주주의라는 정의에 기초하여 볼 때 한국사회의 지배적 인식 틀로 자리매김한‘자유민주주의’가 유일한 민주주의가 아니라는 점을 밝히고자 함이다.
한반도 분단체제에서 민주주의 정치적 이념은 분단국가주의로 인해 제대로 실현되지 못했다. ‘데모스의 자기통치’를 위한 민중의 행보는 남북 간 적대성을 활용한 분단국가주의 아래서 금기시 되거나 배제되었다. 역으로 한국사회의 민주화 흐름은 분단국가주의의 기형성을 폭로하고 ‘데모스의 자기통치’를 가로막는 장애물로서의 분단체제의 해체를 촉구하는 방향으로 흘러갔다.
민주주의와 분단체제의 관계는 곧바로 민주주의와 통일의 관계와 연동되어있다. 민주주의는 통일 과정의 기본 가치이자 통일 이후의 규제적 원리이다. 따라서 분단체제 극복을 위한 민주주의와 통일의 상호관계는 한반도가 분단국가주의 아래 억압된‘데모스의 힘’을 회복하고 국가중심적, 체제중심적 통일을 벗어나 민중이 주도권을 가진 통일국가를 만들어 가야한다는 것을 보여주고 있다.
본 연구는 분단의 현실적 조건 상 한반도 이남의 민주화를 중심으로 통일론에 대한 비판적 논의를 전개했다는 한계를 가지고 있다. 그러나 한반도 분단체제에서 단수화(單數化)된 민주주의의 논의를 재정립하고, 통일의 민주적 패러다임으로의 전환을 제시함으로써 향후 통일논의의 새로운 출발점을 제공할 것으로 기대한다.
