순환경제 실현을 위한 폐자원에너지 정책에 관한 연구 : SRF산업을 중심으로
본 연구는 순환경제 실현을 위한 폐자원에너지 정책 활성화 방안에 대한 EU 및 일본의 선도 사례와 내포 SRF열병합 추진사례를 분석하고 SRF사업 추진의 현장경험을 가미하여 우리나라의 미래지향적이며 실효적인 폐기물관리 정책 수립을 위한 방안을 제공하고자 한다.
이러한 목적 달성을 위해 본 연구는 EU와 일본, 그리고 한국을 대상으로 순환경제정책과 폐자원에너지정책, 그리고 SRF관리 정책에 대해 살펴보고, 도입 배경과 산업 현황, 그리고 미래 정책방향 관점에서의 역할과 과제를 도출하였다. 우선, 폐기물을 관리함에 있어 기본원칙인 우선순위(발생억제재사용재생이용에너지회수적정처분)가 모든 정책이나 법률에서 반드시 준수되도록 하고 있음을 EU나 일본 정책을 통해 확인할 수 있었다. 두 번째, 국내도 자원순환기본법에 기본원칙을 명시하고 있기 때문에, 이의 준수를 위한 후속 조치가 지속적으로 필요하다는 점을 알 수 있었다. 세 번째, 폐자원에너지는 폐기물관리 차원뿐만 아니라, 온실가스 감축과 순환경제 실현 완성을 위해서도 반드시 필요함을 확인했다. 또한 사회 구성원 모두가 이해할 수 있는 조치를 지속적으로 마련할 필요가 있음을 알 수 있었다.
폐기물관리 정책에서 SRF가 지닌 과거와 미래의 역할 그리고 국내외 정책동향에 기여하기 위한 해결과제가 무엇인지 살펴본 연구결과는 다음과 같다. SRF가 도입된 배경이 EU나 일본과 다른 점을 확인할 수 있었다. EU나 일본은 공공성 측면에서 도입되었으나, 한국은 시장경제 논리에 의해서만 산업이 전개되어 환경성과 정책부합성에 기여하지 못한 결과를 초래했다. 또한, SRF에 대한 법적 지위가 다른 점을 볼 수 있었다. EU나 일본의 경우는 법적 지위가 폐기물로서 모든 과정이 폐기물로 취급되고 있고, 정책적 우선순위가 명확히 정해져 있어 폐기물 발생을 예방(감량화 측면)이나 발생한 폐기물의 물질재활용을 우선하도록 하는 원칙이 있었다. 그러나 우리는 제품으로 인정하였고 그럼에도 불구하고 품질이나 시장가격 확보는 미흡한 측면이 있었다.
자원효율과 순환경제 정책이, 과거 발생된 폐기물에 대한 안정적 처리위주의 정책에서 한발 나아가, 폐기물 발생을 원천적으로 줄이고 유해물질 등을 예방하기 위한 단계에 역량을 모으려는 정책인 점을 생각한다면 우리는 더욱 신경써야 할 부분이다.
SRF 산업을 포함한 폐자원에너지 정책의 활성화를 위한 과제를 네 가지 측면에서 살펴보면 다음과 같다. 우선적으로, 정책적 측면에서는, 자원순환기본법의 기본원칙을 반드시 준수하기 위한 조치가 필요하다. 그리고 SRF를 물질 재활용과의 경쟁적 지위가 아니라 물질재활용 이후 잉여 폐기물의 매립 제로화(Zero Waste)를 추구하기 위한 폐자원에너지화로서의 인식전환이 수반되어야 한다. 두 번째 사회적 측면은, 환경성 및 수용성에 미치는 영향으로 투명성, 신뢰성 및 객관적 데이터를 근거로 논의하는 사회적 합의를 증진할 필요가 있다. 세 번째 환경․기술적 측면은 에너지회수효율이 소각열에너지와 비교우위의 경쟁이 요구되며 품질관리시스템 강화로 SRF 선별효율 및 품질 균일성이 확보되어야 한다. 마지막으로 경제적 측면은 정당한 시장가격을 유지하며 거래 경제성을 확보할 수 있도록 사용자에게 경제적 인센티브를 제공하는 보다 적극적인 제도 또는 정책전환 등 SRF 원료의 유상거래 도입을 위한 기준 및 방법이 강구되어야 할 것이다.
This thesis presents a comparative study on the waste-to-energy policies in the European Union(EU), Japan, and the case of solid refuse fuel(SRF) cogeneration project at Naepo(in Korea) focussing on the stimulation plans for the SRF industries in realization of a circular economy. The waste-to-energy policies, especially, on the SRF program are examined in relation with multiple stream framework. In order to achieve the goal of the present study, we have reviewed the circular economy policies, waste-to-energy policies, and SRF management policies in the EU, Japan, and Korea, respectively, and then analyzed corresponding cultural backgrounds and respective industrial conditions to extract the challenges in future policy directions. This study provides a field-experienced approach of the SRF project management, which would be beneficial and applicable effectively to establishment of a future waste management policy in Korea.
Through a review of the cases in the EU and Japan, we note that the prioritization procedure of the policy, that is, prevention-reuse-recycling- energy recovery-proper disposal is the key principle in waste management to be complied within all the other policies or laws. Since the basic guidelines are already stated clearly in the fundamental law on resource circulation in Korea, follow-up measures are required to be implemented continuously to comply with the law. Waste-to-energy has been proved to be essential not only in respect of waste management but also for the reduction of greenhouse gases along with the successful completion of the circular economy. It is also noted that continual effort is necessary to attract supports from the members of regional societies.
We summarize our analysis as follows: It is found that the domestic background of the SRF industry was different from those of the EU and Japan. SRF industries were introduced with respect to public interests in the EU and Japan. In Korea, however, it was mostly developed on the logic of the market economy resulting in little contribution to environmental benefits and policy compliance. Furthermore, there were differences in the legal status regarding the SRFs. For the cases of the EU and Japan, SRFs are classified as wastes, and hence, whole procedure is treated within the concept of waste management process, and the policy priorities are clearly defined such that policy is set primarily to the prevention of waste generation (in terms of reduction) and then to material recycling of generated wastes. However, in Korea, the SRF has been certified as a commercial product in spite of its insufficient quality or insecure market price. Policy makers need to pay close attention to the fact that the policies of resource efficiency and circular economy is now oriented towards the reduction of waste generation and the prevention of hazardous waste materials in a significant level, although the policy, in the past, was primarily to retreat the wastes safely.
Here we propose major challenges for revitalizing waste-to-energy policy through the SRF industry as follows: First, on a policy perspective, relevant measure must be taken to comply with the basic guidelines shown in the fundamental law on resources circulation. In addition, fundamental transition of the public awareness is urgent on the concept of waste-to-energy through SRF industries not as the competing ‘material recycling’ but as the procedure towards ‘zero-waste’ ultimate beyond the recycling step. Second, on a social aspect, it is necessary to promote social consensus with transparency and responsibility on the public interests and the impact of SRFs to regional environment and societies in support of reliable objective data. Third, on the environmental and technological aspects, competitively high energy recovery efficiency of the SRF is required over that of incineration facility. Sorting efficiency and quality uniformity of the SRF need also be secured via strengthened quality management system. Lastly, on an economic aspect, systematic active policy transition is necessary for the introduction of commercial raw material market of the SRFs in order to ensure a reasonable market price securing the trading economy providing financial incentives to the users.
