The aim of this study is to empirically examine that the factors of collaborative governance presented in the previous studies affect collaboration performance. Components of collaborative governance include starting conditions, leadership, institutional design and collaborative process.
Traditional collaborative governance theory suggests that the better these factors work, the higher the collaboration performance. In order to prove the arguments of these previous studies, we analyzed research data on the basis of the factors proposed in the collaborative governance theory. The subject of this study is ‘local living sphere’ which is promoted by the central government for collaboration among local government. ‘Local living sphere’ consists of 2~4 local governments that make up one ‘local living sphere’. From 2014 to 2015, 222 local governments nationwide formed 63 ‘local living sphere’. The conceptual framework of this study modified the collaborative governance model of Ansell & Gash (2007). Research model was designed with leadership, institutional design, and cooperative process as independent variables and starting conditions as a control variable. Research model consisted of partial model and integrated model, because the relationship between influence factors is unclear. Multiple regression analysis was performed for relationship with variables. The effects of collaborative governance factor on collaboration performance are as follows: First, the starting condition can facilitate or restrain the operation of collaborative governance. In addition, the starting condition may not affect the collaborative process but directly affect the collaborative performance. Second, leadership for collaboration positively affects the performance of collaborative governance. The success of collaboration among local governments requires the leadership of local government head, local councils and private organizations that coordinate and mediate mutual interests. Third, the institutional design for collaboration means a key factor for stakeholders to collaborate in collective action, which means clear operational rules and procedures. Fourth, as the coordination of interests is achieved through collaboration process, collaboration process have an important impact on the collaboration performance. The collaborative process consists of dialogue, trust, collaboration commitment, shared interests and intermediate results. In particular, the creation of intermediate results in the process of collaboration is very important because collaboration is a time consuming process. For the empirical analysis, the relationships among variables were analyzed by measuring the perceptions of public officials who were in charge of ‘local living sphere council’. To this end, the questionnaire was reorganized to be suitable for the analysis of collaboration among local governments in the ‘local living sphere’, referring to the collaborative governance model of Ansell & Gash (2007). The result of analysis provide that leadership (local council), institutional design (rules), collaboration process (commitment to process, intermediate outcomes), and collaborative promotion factors (collaboration experience, performance expectations and interdependence) have positive effects on outcomes of ‘local living sphere’ (outcomes achievement, public service improvement, and trust improvement). In addition, conflict experiences also have a negative impact on collaborative outcomes. These findings support previous studies and support the research hypothesis. In particular, the intermediate outcomes of the collaborative process have been shown to be positive influence factor regardless of the type of performance(outcomes achievement, public service improvement, and trust improvement). This can mean that a process-focused collaboration takes a long time, so intemediate outcomes are essential before the final goal is achieved. On the other hand, the leadership of local government leaders has been shown to negatively affect collaboration performance. Previous research on collaborative governance suggests that leadership of municipal government leader has a positive effect on collaboration performance. This can be presumed to have a negative effect on performance depending on the leadership type of local government leaders. Ansell & Gash's (2007) collaborative governance model emphasizes facilitative leadership, which means that other types of leadership have a negative impact on collaboration performance. As a result of analysis, the influencing factors of collaboration performance are different for each type of ‘local living sphere’. In the case of the central urban living sphere, the creation of intermediate outcomes and interdependence among local governments have a positive effect on collaboration performance. The city and rural living sphere were influenced by the leadership of local council, the formation of trust in the collaborative process, and the creation of intermediate outcomes. That is, depending on the type of ‘local living sphere’, the factors affecting the performance of collaboration are perceived differently because of the nature of population size and geographic connectivity. In conclusion, it has been demonstrated that some of the collaboration governance factors proposed in the previous study have a positive impact on collaborative performance. However, some variables which were found to have a positive impact on collaboration performance in previous researches do not affect collaboration performance. This is meaningful in that it shows how the influencing factors of collaborative governance in previous studies based on foreign collaborative governance cases affect the Korean policy case.
