This study analyzes the “community relations” based on the US military presence and base operation policy and aims to identify the extent to which Korean society has accepted the US military presence and its base operation policies for the purpose of security in the years after the division of the Korean Peninsula. The US Forces Korea (USFK) reflects the relationship between the US and South Korea, which was formed through the division of Korean Peninsula. In particular, the way USFK mobilized and managed civilian living spaces to achieve its military purposes reflects the United States’ operational methods of overseas bases as well as the Korean government's perception of security at the time. Moreover, the relationship that the USFK formed with local communities was multifaceted, reflecting not only the relationship between the local residents and the US military but also but also the general Korean public perception of the communities adjacent to the bases.
USFK built a network with community members that would not threaten the base operations, mainly targeting local bureaucrats, general residents, youth groups, and decision makers. The network was developed by way of intervening in the locals’ lives, such as providing support for the construction of educational and relief facilities. The community network that the US military sought to build did not simply bisect the bases from local residents. Koreans were employed in the bases to share the tasks of the US military, such as managing Korean manpower within the bases and working with the public. In this way, members of local communities were integrated into the USFK’s network for the purposes of operating the US military bases.
However, since the USFK’s relationship with communities was formed while prioritizing base security and efficient base operations rather than the welfare of the local residents, the network reflected the US forces’ wariness, discriminatory perceptions, and exclusion of Korean society. The areas adjacent to the US bases came to embody the character of “base living zones,” as living spaces formed by a network of “discriminatory inclusion” for the purpose of the US base operations, A “base living zone” was a space regarded as separate from the administrative districts of Korea, where changes occurred depending on the US base operation policies. Of course, the local residents did not passively accept the policies imposed by the US military. There were resistance from local residents and conflicts between the local residents and the US military, but the authority that the US military secured to operate the bases spoke for the US military rather than the locals.
The changes in the US base operation policy after the reduction of US military forces in 1971 and the response of the Park Chung-hee administration to such changes clearly revealed that the “base living zones” were alienated living spaces by the emphasis on security. After the reduction of its forces, the US military’s community policy changed to focus on managing threats posed by Korean bureaucrats and residents, rather than direct management and intervention in the lives of local residents. However, the gap created by the reduction of the US military’s active intervention in community relations was not filled by the South Korean government or local governments. The “base living zones” were left as spaces that supported the operation of alienated US bases amid the US military’s reduced network of “community relations” and the neglect of the Korean government.
The relationship between the USFK and the locals had not been always stable, as the discussions on the reduction of US forces in Korea began in the late 1960s, and the relationship between Korea and the US deteriorated. In fact, the base operation policy changed after the reduction of USFK, but the change was not sudden from the US military's perspective. Above all, the variability in living zones and operational methods of the military bases threatened the stability of life for the locals. Since the local community policy itself was implemented for the purposes of operating the US military bases, stable base operation was prioritized over the welfare of the local residents, and the “base living zones,” where the US military’s discriminatory inclusion was applied, were and still are maintained with volatility that resulted from the changes in the US military bases as the division of the Korean Peninsula continues to this day.
