8~11세기 해동천하의 형성과 전개 = The formation and evolution of Haedong Cheon’ha(海東天下) during the 8th~11th centuries
본고는 해동천하가 나당전쟁 이후 국내외 정세 속에서 형성되는 과정을 그 의식과 정치적 실제 양 측면에서 함께 검토하면서 11세기 역내에서 질서화가 이루어지는 과정까지 살펴보고자 하였다. 해동천하는 국내외 정치외교의 진행 속에서 천하 논리와 그에 따른 정치적 대응 측면에서 현실적으로 존재하였다. 그러나 그 모습이 수사적인 언설로 둘러싸여 있어 기존에 간과된 면이 있었는데 언설 자체의 분석을 정치외교의 진행 과정과 맞물려 검토함으로써 그 구체적인 모습과 논리를 밝히는 것이 가능하게 되었다. 이를 바탕으로 하여 해동천하가 관념적인 의식에서 정치적 현실세계로, 그리고 역내 질서화로 진전되는 과정을 형성사적인 측면에서 살펴봄으로써 그 역사적 역할과 의미를 파악하고 구성 형태를 계기적으로 이해할 수 있을 것이다.
나당전쟁은 당이 주도한 한반도 지역의 질서 구축 시도에 신라 정부가 적극적으로 대응한 결과 나타난 것이었다. 신라 중대왕실이 나당전쟁을 겪으면서 이룩한 9州의 ‘八夤’ 天下는 여러 충돌하는 천하 논리의 귀결점이었다. 당은 백제 멸망 이후 ‘興亡繼絶’의 논리를 들어 백제 부여융과 신라 문무왕의 화친 맹약 체결을 강요하였고 양국을 모두 藩으로 삼아 복속시키는 당 중심의 천하를 구상하였다. 특히 고구려 멸망 이후 백제 부여융은 이를 활용해 자립을 도모하는 상황이었고 신라는 이를 용인할 수 없는 상황이었다. 그에 따라 신라는 백제 지역을 공격하였고 고구려 유민과 연합하게 되었다. 그런데 고구려 유민 안승은 天下의 公義로서 ‘興滅國繼絶世’의 명분을 들어 내부하였고 신라는 이를 ‘更興亡囯’의 논리로 인정하면서 고구려왕으로 책봉하였다. 그 결과 신라는 백제의 ‘興亡繼絶’ 명분은 부정하면서 고구려 유민의 ‘更興亡囯’ 명분은 공인하는 모순적 상황에 놓이게 되었다.
안승의 고구려국은 나당전쟁에서 주요 연합세력이자 신라의 천하 세계를 구성할 수 있는 대상이었지만, 신라 문무왕은 보편적인 천하의 통규이자 公義의 논리를 가지고 부여융의 백제, 안승의 고구려와 관계를 구성하는 것의 위험성을 체감하였을 것이다. 그에 따라 특수성의 논리로서 신라와 백제, 고구려는 주변과 구별되는 동질성을 가지고 있었다는 것을 강조할 필요성은 더욱 커졌을 것이다. 673년 김유신의 ‘三韓爲一家’ 언설은 그런 배경 속에서 출현하였을 것이다. 물론 나당전쟁에서 고구려・백제 유민과 연합해야 하는 상황이 더 크게 작용하였을 것이지만, 중국이 삼국을 가리키는 용어로 전용하여 사용한 ‘삼한’을 신라가 자칭하게 된 것은 그런 이유가 컸을 것이다.
676년의 나당전쟁 종결 이후에는 삼국 내지 삼한의 일통의식을 강조하면서 9주 자체를 천하로 여기는 인식을 강화하였고 9주 천하는 그 소산이었다. 이후 신라가 9주 천하의 공고화에 힘을 기울인 것은 그런 배경에서이고 ‘九合一匡’은 그 지향이었다. 그러나 9주 천하 밖의 세계는 관념적인 형태로서의 ‘八夤’ 천하로 표상되었고 이는 중고기 신라의 ‘四方’을 잇는 표현이었다. 당시 신라는 외교적 자율성을 지향하였지만, 당 중심의 국제질서 속에서 그 대상이 제한되어 있다는 한계가 있었다. 그에 따라 외교적 자율성은 의식적인 측면에서의 자율성 지향으로 이어졌다. 신라 중대왕실은 유교를 활용해 대내외 정세를 타개해 갔지만, 이전 중고기 왕실의 불교적 천하관념을 심층에 유지하고 있었다. 신라 佛國土說을 배경으로 하여 신라 천하의 관념을 유지하였고 그런 가운데 ‘日域’을 자칭하며 ‘萬里歸賓’의 세계를 지향하였다. 특히 佛法의 東流 인식이 확대되면서 9세기 초부터 신라는 ‘海東’을 자칭하게 되었다.
9세기 초를 전후로 하여 ‘我天下’의 중심지로서 ‘京師’로 지칭되었던 경주 중심의 신라는, 9세기 후반에 삼한 중심의 일통의식 표방과 ‘海東諸國’의 통합을 관념적으로 지향하며 표면적으로는 정치적 안정을 획득하면서 ‘海東’ ‘日域’ ‘三韓’ 등을 자칭하였다. 이와 같은 이칭들은 신라가 중심이 된 공간으로서의 고유한 명칭으로 공고화되었고 그 통합으로서의 정치적 의미는 심화되었다. 그렇지만 실제로는 신라의 경주와 그 외 지역 간의 사회경제적 격차는 커지면서 정치사회적 모순도 심화되었다. 따라서 9세기 말로 갈수록 ‘해동’ 등과 ‘천하’의 관념적이고 정치적인 결합 가능성은 높아져 갔지만, ‘京師’인 경주 중심의 모순에 의해 붕괴될 가능성도 높아져 갔다. 결국 그 정치사회적 파국은 9세기 말에 나타났다.
한편 신라 경주 중심의 해동 천하 지향은 동아시아의 당 중심 국제질서에 관념적으로는 괴리되면서도 다른 한편으로는 조응되는 측면이 있었다. 신라는 8세기에 들어 對唐 관계를 회복하며 조공 외교를 적극적으로 추진하였지만, 8세기 중엽 안록산의 난 이후 당의 국제적 영향력은 점차 약화됨에 따라 신라는 점차 독자적인 세계를 지향하였던 것으로 여겨진다. 게다가 9세기 말경 황소의 난 이후 당은 급격한 쇠퇴를 겪게 되면서 907년에 멸망하여 5대 10국의 시대가 열렸는데, 그런 가운데 북방 거란의 세력 확대가 이루어지면서 동아시아는 다원적인 국제 환경으로 변화하였다. 그에 따라 신라 정부도 국제 환경의 변화에 조응하여 변화를 선택하였다. 그러면서 신라인의 세계 인식에서 서역, 중국과 구별되는 해동 세계에 대한 자의식이 점차 공고화되었다. 10세기 초에 분명한 모습을 보이는 海東天下로서의 자의식은 그것을 잘 보여준다. 그러나 9세기 말의 정치사회적인 파국 속에서 그 과정은 순탄치 않았다.
889년(진성왕 3) 농민 봉기 이후 견훤, 궁예 등 건국 지향의 지방세력이 등장하여 각 지역 확보에 성공한 것은 이전과는 구별되는 것이었고 그 배경에는 진성왕 초 왕실 권위의 하락이 중요한 위치를 차지하였다. 그에 따라 진성왕은 이전 임금들과 같이 불교를 통해 왕실 권위를 제고하려는 정치적 노력을 지속하였다. 890년(진성왕 4) 圓朗禪師塔碑 건립을 통해 신라의 ‘皇王’이 원랑선사를 ‘東溟(해동)・三韓’에서 높임으로써 왕실 권위를 높이고자 하였다. 신라 정부는 원랑선사탑비를 포함하여 碑文으로서의 朗慧和尙塔碑와 智證大師塔碑를 통해 과거 중대 왕실의 삼한일통을 강조하거나 그 연고를 드러내며 정치적 통합의 의지와 권위를 높이고자 하였다. 또한 崇福寺碑銘 찬술을 통해 진성왕이 승계한 ‘東海’는 ‘下土’로서 사실상 해동 천하로 인식되었던 것이며 ‘우리 태평 승지’로서 그 근본이 발현되어야 한다는 천하 논의를 제기하였다. 그런 논의는 각 지역세력이 정치세력화하여 稱王하며 군사적 대결이 현실화된 상황에서 무력한 측면이 강하였지만, 정치적 명분으로서 일정한 역할을 수행하였다.
10세기 초 해동천하는 후삼국 분열과 쟁패를 배경으로 하는 세계였다. 게다가 907년 당 멸망 이후 등장한 다원적인 국제 환경 속에서 신라는 외교적 자율성을 지향하였으며 이는 이후 한반도 여러 나라들의 주요 특성이 되었다. 신라 경명왕은 '海隅 天下'를 표방하였고 용건과 궁예 등은 遼河 以東의 大天下를 지향하였으며 견훤은 해동의 패권을 지향하였다. 이와 같이 10세기 초 해동천하는 매우 유동적인 성격의 세계였다. 그런 점에서 삼국시대와 유사한 모습을 보였지만, 삼국시대와는 다르게 후삼국은 ‘尊王’의식을 공유하였다. 이는 신라 하대왕실이 지속적으로 추진한 왕실의 존엄성 제고 노력을 배경으로 하는 것이었다. 물론 현실의 후삼국 관계는 비교적 대등한 交聘의 관계였지만, 해동 세계 속에서 ‘尊王’의식의 상징적 효과는 상당하였다. 그렇기에 견훤은 무력으로 신라 왕실을 제압하여 신라 왕실을 활용하려 하였지만 오히려 역효과가 커서 왕건의 ‘尊王’ 명분이 더 효과를 발휘하게 되었다. 왕건의 ‘尊王’ 명분은 공식적으로는 齊 桓公과 같은 위치를 지향하는 것이었고 이는 신라의 ‘九合一匡’과 같은 계열에 있는 것이었다. 결국 그런 명분과 논리는 신라를 설득시켜 신라의 來附를 이끌었다.
경순왕의 來朝는 태조에 대한 ‘天子’의 禮로 이루어져 명실상부한 해동천하가 형성되었다. 이는 ‘乾坤再造’로 표명되어 고려 해동천하의 정치적 정통성을 확보하였다. 경순왕은 임금의 자리를 선양한 것이 아니었기에 고려는 신라를 계승한 것이 아니었고 출자의식으로서의 고구려계승의식은 그대로 유지되었다. 경순왕에 대해서는 ‘存亡繼絶’의 논리에 따라 상징적으로 제후와 같은 위치가 되었고 낙랑왕 책봉은 그 소산이었다. 발해 세자 대광현 등 발해유민의 내부도 역시 ‘存亡繼絶’의 논리에 따라 대처되었다. 이와 함께 北蕃 포용도 이루어져 해동천하는 신라의 ‘八夤’ 천하와는 다르게 그 현실적 실체를 보유하게 되었다. 그런 한편 후삼국의 통합은 7세기 말의 신라와 동일한 과제였기에 태조는 일통의식을 통해 삼한 천하의 공고화에도 주력하였다.
해동천하의 북방 포용 방향과 삼한 천하의 공고화 방향은 태조 사후 문제가 되었다. 이는 거란의 위협과 국내 정치세력의 분열이란 국내외 정세 속에서 전자는 해동천하의 적극적인 방어 지향 노선으로, 후자는 삼한천하 중심 노선으로 드러나 정치적 갈등에 이르게 되었다. 양자는 각각 강점이 있었는데 전자는 국방과 외교에서, 후자는 내치에서 강점이 있었다. 이후 현종대에 거란의 대대적인 침입에 대처하면서 양자의 종합이 이루어졌고 그 귀결은 해동천하의 질서화였다. 물론 현종 이후로도 양자의 노선은 지속되었지만 갈등은 격렬하지 않았고 군신회의를 통해 조정되었다.
해동천하의 역내 질서화는 거란의 침입에 북방 여러 세력, 즉 여진, 발해유민 등과 연합하여 대처하면서 형성되었다는 점에서 그 핵심에는 30부 여진세력과의 맹약이 있었다. 그렇기 때문에 고려와 거란의 갈등이 격화되면 오히려 여진의 내조・내헌이 폭증하는 현상이 반복적으로 나타나게 되었던 것이다. 여진 등의 내조・내헌 급증에 따라 1034년(靖宗 즉위) 팔관회 의례에서 東・西蕃의 朝賀와 貢物 進入이 형식화되었다. 이로써 해동천하 질서화의 儀禮的 완성이 이루어졌다. 정종대에는 임금의 西京 巡駐도 해동천하 질서화의 의례 속에서 완성되었다. 또한 거란의 침입에 대처하기 위해 고려 정부는 對宋 외교 재개를 시도하는 등 다변적인 외교를 지향하였고 거란과의 현안 처리에서도 현실적인 외교를 지향하였다.
靖宗 초 對거란 교섭을 통해 억류 사신의 귀국과 압록강 동쪽의 2성 還復을 직접적으로 요구하였다. 당시 고려와 거란은 다소간에 敵國 관계의 성격을 드러냈다. 고려의 요구사항에 대해 거란 흥종의 반응은 즉각적이고 적극적이었다. 그에 따라 1039년(정종 5) 거란의 책문은 고려와 거란의 오랜 갈등이 일단락되는 의미를 가지는데 그 책문에서 언급된 '玄菟全封'은 고구려에서 이어지는 고려의 북방지역이 포함된 전체 영역을 상징적으로 인정한 것이었다. 齊 桓公과 晉 文公과 같은 覇者로서의 위치를 함께 언급한 것은 그 영역 전체를 대상으로 한 것이다. 11세기 내내 碑文과 詔書 등에서 '萬乘이란 칭호는 만승천자, '萬乘之國' 등의 의미로 활용되었다. 그 외 皇上, 聖上 등이 임금의 존엄함으로 수식되면서 관행적으로 자주 사용되었다. 팔관회 의례 자료에서 '王'과 '公侯伯'으로 기록된 존재는 고려에서 관행적으로 萬乘天子와 諸王으로 불리며 위계질서를 구성하였다. 문종대 諸王 封爵名의 경우에는 과거왕조명이 병칭되었다. 중심 지역의 역사적 정치체로서 樂浪과 朝鮮을 들 수 있고 북방 끝에는 扶餘, 그리고 남방 끝에는 金官, 卞韓 등을 들 수 있어 문종대 천하 논의에 따라 봉작명이 부여되었다. 이는 세조 용건의 대천하 지향에 부합하며 완성형으로서 해동천하의 의제적 질서를 상징하였다. 해동천하질서 속의 여진은 東・西蕃으로서 존재하였지만, 12세기에 들어 여진의 金 건국과 遼・宋의 멸망에 따른 동북아시아의 격변은 해동천하질서에 직접적인 영향을 끼쳤다.
요컨대 해동천하는 신라의 삼국 통일 이후 삼한・해동 자칭 및 천하 지향 의식 속에서 관념과 의식의 형태로 점차 형성되었고 10세기 초 당과 발해의 멸망 및 후삼국의 전개 속에서 해동천하의 세계가 형성되었다. 이때는 해동천하의 의식과 실제가 상호 작용하며 확장되던 시기였다. 그에 따라 대내적으로는 통일 삼한과 삼한 천하의 의식이 형성되었고 대외적으로는 거란과 긴장 관계가 형성되었다. 이후 고려정부에서 대내적으로 삼한 천하의 공고화가 중요 과제였고 대외적으로 해동천하의 방어가 중요 과제였다. 고려 초 정치적 대립과 거란과의 전쟁은 그 전개과정의 일환이었다. 결국 고려정부는 거란과의 전쟁에서 최종적으로 승리를 거두고 외교적으로는 갈등・타협하면서 일정한 한계 속에서 해동천하의 역내 질서화를 진전시켰다. 그 한계는 여진세력의 흥기 속에서 여진문제로 현실화되면서 해동천하질서는 관념화의 길을 걷게 되었던 것이다.
Examined in this work is how the concept of Haedong Cheon’ha(海東天下, Another Universe on the East Side of the Ocean) formed on the Korean peninsula amidst ever-shifting domestic politics as well as foreign dynamics. The formation of this concept seems to have proceeded on two fronts, inside the people’s mind and as a political reality. The concept eventually resulted in a new political order, but its rhetorical nature made deeper analysis of it somewhat difficult. In this work however, not only the concept’s historical meaning but the political/diplomatic variables of the time are also taken into account to examine the concept’s evolution from an ideological thought to a political reality and then to a new order.
After conquering Baekje, the Chinese Dang dynasty attempted to establish its own order on the Korean peninsula. Shilla responded in kind, and the result was the Shilla-Dang war, during which Shilla formed its own idea of a ‘Universe(八夤)’ composed of total of Nine realms (9州, provinces). The idea was a convergence of many conflicting prior notions regarding the so-called universal order.
Upon Baekje’s fall, Dang demanded that Shilla King Munmu sign a Treaty of amity with late Baekje’s Buyeo Yung, citing the need for ‘Resurrecting the perished and resuming the discontinued(興亡繼絶).’ Dang’s intention, however, was to establish both Shilla and the late Baekje as its own flanks(Beon, 藩), and absorb them into a Dang-centric world order. This was simply unacceptable to Shilla, which was already uncomfortable with Buyeo Yung trying to establish an independent Baekje presence since the fall of Goguryeo. With no intention to allow it, Shilla attacked the late Baekje regions under cooperation with the Goguryeo refugees. Interestingly, such alliance resulted in An Seung, head of the Goguryeo refugees, surrendering to Shilla under the notion of ‘Revitalizing fallen states and Connecting broken lines(興滅國繼絶世).’ An requested that as the ’Ultimate common justice of the world,’ and Shilla decided to bestow the title of a Goguryeo King to An, as an act of acknowledging the validity of such notion. But the decision did put Shilla in a rather awkward position, as while recognizing the late Goguryeo refugees’ rights to demand the victor’s charity(‘更興亡囯’), Shilla was still denying the Baekje refugees the same rights(‘興亡繼絶’).
An Seung was a valuable ally for Shilla in the war against Dang, and could be a potential component of the Shilla-centric world order, but Baekje Buyeo-Yung’s case was a reminder that such an extended Shilla universe based on (not only universal notions but) businesses with the fallen Goguryeo and Baeke refugees might produce unexpected results. So for Shilla, it became increasingly necessary to emphasize a special bond which had always (supposedly) been there among Shilla, Goguryeo and Baekje and differentiated the three from other countries nearby. Kim Yu-shin’s remarks on the Three Hans being one(‘三韓爲一家’, in 673) were made out of that very need. The term Samhan was usually used by Dang in reference to the Three states (Goguryeo, Baekje and Shilla), but now Shilla was using it as well, out of practical needs for wartime allies as well as the reason mentioned above.
Shilla’s efforts to highlight the historical relationship of the “Three Hans” continued even after the end of the Shilla-Dang war(676). Shilla’s intention was to emphasize the fact that the three ancient states have always been from one root, and the new Nine “Ju” realms of Shilla -which in entirety covered the late Baekje and Goguryeo regions to some extent- was heralded as the present-day incarnation of such relationship(‘九合一匡’).
In the meantime, foreign diplomacy turned out to be a different matter from domestic politics. The world outside, surrounding the nine Ju realms (the Korean peninsula), was described as the ‘Palin(八夤)’ universe which was also addressed by the Shilla people in earlier periods as ‘Sabang(四方).’ Shilla wished to navigate it with its own agendas, but the world order was designed with Dang at the very center. So instead of directly challenging it, Shilla had to form a philosophical notion that would not endanger its own domestic stance. The Shilla court had earlier embraced Confucianism for domestic governance and diplomatic dealings, but a Buddhist world view was always upheld. The Shilla people firmly believed that their own country was the land of Buddha(佛國土), and such belief served as a basis for another view recognizing Shilla as a center of its own universe, the ‘Land where the Sun rises(日域),’ and ‘Where Everyone Comes(萬里歸賓).’ The idea of Buddhism’s entrance into the East seems to have particularly triggered the Shilla people’s own utterance of the word ‘Haedong(海東)’ in the early 9th century. With the circulation of this word and the idea underneath it, the Shilla people’s recognition of the Haedong world as a different one from both China and West Asia continued to grow stronger, and finally culminated in the Haedong Cheon’ha(海東天下) concept in the early 10th century.
However, the ‘Haedong Cheon’ha’ world in the early 10th century was still witnessing conflicts among the Later three states(後三國, Shilla, Hu-Baekje and Taebong/Goryeo), fighting over hegemony. After Dang fell in 907, the East Asian order was fractured and multiple centers emerged. Shilla aspired to pursue its own political objectives on the international stage, and so did its competitors. King Gyeongmyeong of Shilla declared his idea of Shilla as a ‘World at the Ocean’s End(海隅天下),’ and others like Yong Geon (ancestor of Wang Geon) or Gung Ye (of Taebong) pursued the idea of a ‘Grand Universe(大天下)’ located on the East side of the Liao river(遼河), while Gyeon Hweon (of Hu-Baekje) also endeavored to seize control of the Haedong world. It was a turbulent time during which the idea of Haedong Cheon’ha was still in flux, just like the period of Goguryeo, Baekje and Shilla. That being said, one thing was indeed different. The later three states shared the idea of ‘Respecting the Ultimate King(尊王),’ which was a result of the Shilla court having previously cultivated the idea of a heightened status of the King. None of the three states achieved a status to break free from that, and while Gyeon Hweon tried to subdue the Shilla leadership with brute force and failed, Wang Geon de-facto benefited from the fallout of that attempt, and succeeded in persuading the Shilla King to surrender to Goryeo, under the name of respecting the (Shilla) Kings and its ‘Nine Realms as One(九合一匡)’ universe.
The merge between Goryeo and Shilla was enabled by a political agreement which managed to avoid any military conflict. As a result, Shilla King Gyeongsun’s surrender to Goryeo was interpreted as an act of recognizing Wang Geon as the new Cheonja(天子) as well as ushering a new Haedong Cheon’ha into place(‘乾坤再造’). The transition also evaded the appearance of the Shilla King ‘abdicating’ the throne, so Goryeo was never viewed as a successor to Shilla and the Goryeo people’s view of themselves as successors to the late Goguryeo dynasty managed to remain intact. Thereafter, under the aforementioned ‘存亡繼絶’ principle, Wang Geon entitled Gyeongsun as Nakrang-wang, a regional lord, and invited the Balhae refugees (including Crown prince Dae Gwang-hyeon) to become Goryeo citizens as well. In addition, Goryeo was able to secure stability in the Northern region and integrate it into the Goryeo realm as a “Northern fence(北蕃),” making the Goryeo version of Haedong Cheon’ha a much more substantial one than Shilla’s previous ‘Palin(八夤)’ universe. And of course, Goryeo endeavored to increase the level of unity within the peninsula as well.
But there were some problems that surfaced after Wang Geon died. Goryeo’s effort to expand the Haedong Cheon’ha universe to the north was met with a new challenge from the Khitan Liao dynasty, and Goryeo’s attempt to solidify its internal unity under the catchphrase of ‘Three Hans were one’ led to certain domestic political conflicts which were followed by bloodshed. Nevertheless, both agendas continued to fuel Goryeo’s foreign and domestic policies, and later these two agendas actually converged during the reign of King Hyeonjong, when Goryeo was forced to defend itself from the Khitan invasion. With the successful resolution of the Khitan crisis, Goryeo’s Haedong Cheon’ha order finally became the new norm for all Goryeo citizens and its allies. Quarrels concerning this new order, mainly between supporters of the above-mentioned two branches of Goryeo policies, were discussed and resolved in a civilized manner between King and the vassals.
What should also be noted is the fact that the formation of this order was also enabled by Goryeo’s alliance with 30 Jurchen tribes to some degree. Whenever a conflict with the Khitans would fire up, the number of Jurchen tribes surrendering to Goryeo would increase exponentially. This led to a renovation of the Palgwan-hwe ceremony(1034) into which a process for East and West Fence Tribes (東・西蕃) paying respect and tributes to the Goryeo king was newly inserted.
Aside from all this, the Kings’ royal trip to the Seogyeong capital, and Goryeo’s active diplomacy with the Chinese Song dynasty, were also enabled by Goryeo’s new world order. To cite another example, during the early days of King Jeongjong(靖宗)’s reign, Goryeo demanded that Liao return detained Goryeo emissaries as well as two castle fortresses located on the East side of the Abrok river line. Khitan Emperor Heungjong swiftly responded with an edict in 1039, in which he suggested the ending of the antagonistic relationship between the two countries by recognizing Goryeo’s status on the Korean peninsula. The Khitan described it with the term 'The entire Hyeonto region belongs to you(玄菟全封).' It was an acknowledgement of Goryeo being in charge of both the peninsula and some of Goguryeo’s northern territory.
Throughout the 11th century, the term Manseung(萬乘) was frequently used in epitaphs and edicts. It was a reference to the ‘Ultimate King’ who governed literally everything. Terms affiliated with imperial leaders such as ‘皇上’ or ‘聖上’ (both harboring the meaning of an Emperor) were also used in general. The dynamic between the King and the Royal family dignitaries(公侯伯) were also regarded as a dynamic that would exist between the Ultimate Emperor(萬乘天子) and regional lords(諸王). During King Munjong’s reign, the lords’ titles even came to include names of the late states that graced the history of the Korean peninsula across various regions (such as 樂浪, 朝鮮, 扶餘, 金官, 卞韓, etc.). It was an effort that further developed the Haedong Cheon’ha order which was first suggested by Wang Geon’s ancestor Yong Geon.
Then coming into the 12th century, the Jurchens established the Chin dynasty, and the East Asian order once again shifted with the fall of both Liao and Song. This directly affected Goryeo and its Haedong Cheon’ha order, and how it changed later on should be meticulously examined in the future, with the Mongol invasion of the Korean peninsula (in the 13th century) taken into account as well.
