This study examines the military and defense system which Joseon established on Jeju Island, a southmost frontier, throughout the dynasty. Jeju Island had multiple Counties and Prefectures, but it had no administrative system of Province, thus subordinate to the Jeolla Province. In addition, the island was far from the mainland, on the course of a sea route connecting China and Japan. The purpose of the study is to examine how the characteristics of Jeju Island was reflected in the application of the local army system, drawing its unique features.
When Joseon was founded, the control over Jeju Island was not firm, and it had to face the threat of Waegu (倭寇; Wakou; the Japanese Pirates). The central government depended on the cooperation with Togwan (土官; Indigenous Officers) for its defense from the outside and security within the island. At the same time, the government organized 3 county-level administrative units, Jeju-mok, Jeongui-hyeon, and Daejeong-hyeon, to increase the control of the local military. As a result, Togwan became subordinate to the local Magistrates in the military as well as in the local administration, and it was more evident at Banghoso (防護所; Guard Post) on the main ports. Banghoso was a defensive point using the geographical features of Jeju Island, where access to the coast is limited, and it was the core of the defense system.
During the reign of King Sejo, the military system was reorganized. At this time, Jeju Island was organized into one Jingwan (鎭管; Garrison Command), under which Jeju-mok became Jujin (主鎭; the Main Garrison), and the other two counties functioning as Jejin (諸鎭; Garrisons). The central government granted the authority for commanding the whole military units to the Magistrate of Jeju-mok, appointing him to the concurrent position of Byeongmasugunjeoljesa (兵馬水軍節制使; the Commander of Infantry, Cavalry, and Navy), to minimize the interference from the mainland. The central government also applied Bobeop (保法; the Law of the Supplementary), where the number of Bo (保; the Supplementary) granted per soldiers was differentiated from the mainland, in accordance with the taxation management based on households and population. Nevertheless, by applying the unitary military system with the mainland, Jeju Island suffered from the lack of military service resources and problems in responding to massive invasion, similarly to the mainland. To resolve the military weakness of Jeju Island, it was to be supported by Jeolla Province, mainly by reinforcements from Honam region and the Gyewon (繼援; Relayed Reinforcement) system, showing the principle of help within the Province.
With the reorganization of the local army after the Imjin War, Sogo unit system was introduced to Jeju Island, including adjustment to the formation according to Lianbing Shiji. The newly organized units had a size of Yeong (營; Division), but the Yeongjang (營將; Local Division Commander) system was not applied to Jeju Island officially. This was to maintain Jeju Island as an independent unit from 5 Jinyeong (鎭營; Local Divisions) in Jeolla Province, and it became evident when Jeju Bangeoyeong (濟州防禦營; the Defense Regiment of Jeju) was installed during the reign of King Sukjong. As the circumstance around East Asia became strained, the navy of Jeju Island was organized on the basis of Jeonseon (戰船; Warships), just as the mainland. However, the environment of Jeju Island was not suitable for operating large vessels, and after the mid-17th century the threat from Japan was decreased whereas drifting Hwangdangseon (荒唐船; Absurd Foreign Vessels) appeared on the shore. Thus, it was less necessary to maintain an active defensive system on the sea while risking the operational burden. Consequently, the naval vessels of Jeju Island were completely abolished, and as a countermeasure, Banghoso and Madae (馬隊; Cavalry) were utilized. Banghoso were integrated into major locations of Sujeonso (水戰所; Naval Garrisons), and Sogo Units were allocated to the town wall and Banghoso by each Cho (哨; Company). A relatively large number of Cavalry was organized for the rapid mobility of the military command. After the establishment of Bangeoyeong, the military officers requested to abolish naval vessels and to promote Banghoso to Gwongwanjin (權管鎭; Lieutenant-level Base), based on its increase in tasks. As a result, among 9 posts, Myeongwol Banghoso became Manhojin (萬戶鎭; the Myriachy-level Base).
On Jeju Island, just as it was on the mainland, the number of naval training was diminishing. However, the burden of collecting tribute, which was collateral to the training, remained to the class whose labor service was dedicated to the military. After abolishing slaves of the capital bureaus, the serving occupations started to fluctuate, and the military branches of Abyeong (牙兵; Ivory Soldiers), Banggun (防軍; Guards), and Bongyeongun (烽煙軍; Beacon Guards) fell into the lowest class, called Yukgoyeok (六苦役; Six Hard Services). In this situation, Jeju Island was invaded by HMS Nimrod and HMS Samarang during the reign of King Heonjong. In the 13th year of King Heonjong's reign (1847), to solve the problem of reducing the burden and securing armaments at the same time, the government tried to improve the defense by enhancing the concurrent services, reorganizing the system of command, and constructing Long Walls along the shoreline of the island. However, since most of the island residents were conscripted, the army of Jeju Island could not effectively handle the popular uprising started by the indigenous. Even in the threat of invading Japanese fishermen, the army maintained passive actions under diplomatic pressure. With the local army dismissed and reorganized into Jinwidae, the plan of establishing Jinwi Battalion in Jeju was acknowledged for its military value, but it failed in actual establishment.
Jeju Island had an army size of Jingwan (鎭管; Garrison Command) or Jinyeong (鎭營; Local Division), between that of Do (道; Provinces) and Gunhyeon (郡縣; Counties and Prefectures), resembling the characteristics of Byeongyeong (兵營; Provincial Army Headquarters). The intention of the Joseon government to govern Jeju Island with the same principle applied to other regions on the mainland was reflected continuously in the changes of the military system. Since the economic surroundings of Jeju Island was poor, the government attempted to maintain the intermediate scale of the land army while abandoning the operation of the navy. The defense system of Jeju Island was established in accordance with this principle, while considering the circumstances in and out. As the range of the local army overlapped that of the local administration in the Joseon dynasty, the command system and the size of the army of Jeju Island was required to reach those of 'Buyong (附庸; the appendix country)', and thus the island had to be managed militarized.
이 논문은 조선이 남해상의 변방인 濟州島에 구축했던 군사제도와 방어체계를 왕조 전시기에 걸쳐 살펴보았다. 제주도는 복수의 군현이 설치되었으나 道 단위의 행정체계를 갖추지 못해 전라도에 속해 있었다. 또한 이 섬은 육지와 멀리 떨어져 있으면서 중국과 일본을 잇는 해로 위에 자리했다. 여기에서는 제주도의 특징이 지방군제의 적용에서 어떻게 반영되었는지를 살펴보면서 그 특수성을 도출하고자 했다.
조선은 건국 당시 제주도의 지배권을 확립하지 못한 상태에서 왜구의 위협에 직면해 있었다. 중앙은 외침의 방어와 내부의 치안 유지에서 섬 안 土官의 협력에 의지하였다. 그렇지만 중앙은 제주도를 濟州牧·旌義縣·大靜縣의 3개 군현으로 편성하면서 현지 군사에 대한 장악력도 점차 높이고자 했다. 그 결과 토관은 지방행정과 마찬가지로 군사 영역에서도 지방관의 하위에서 역할하게 되었는데, 이는 주요 포구에 설정된 防護所에서 두드러졌다. 방호소는 접근 가능한 해안이 한정된 제주도의 지형을 활용한 방어거점으로 방어체계의 핵심이었다.
세조대 군제 정비 속에서 제주도는 제주목을 主鎭으로, 다른 두 현을 諸鎭으로 하는 하나의 鎭管으로 편성되었다. 중앙은 제주목사에게 兵馬水軍節制使를 겸하게 하여 섬 안 모든 병력의 통솔권을 부여하면서 육지의 간섭을 최소화하고자 했다. 중앙은 제주도에 保法도 적용했는데, 戶口 중심의 부세 운영을 고려해 給保에서 육지와 차등을 두도록 했다. 일원성에 방점을 둔 군제 적용에 따라 제주도에서도 군역자원의 부족과 대규모 침입의 대응 문제와 같은 영향이 육지와 유사하게 나타났다. 전라도의 지원인 湖南援兵과 繼援體系는 그에 대한 보완책으로서 道制의 원칙에서 제주도의 군사적 취약점을 해결하려는 것이었다.
임진왜란 이후 제주도는 지방군의 개편에 따라 속오군제를 도입하였고, 『鍊兵實記』에 따른 편성으로의 조정도 따랐다. 새롭게 편성된 병력은 하나의 營에 준하는 규모였지만, 제주도는 영장제를 공식 적용하지 않았다. 전라도의 5개 진영과 별도의 군사 단위로 두고자 했으며, 이것은 숙종대 濟州防禦營의 설치로 명확해졌다. 제주도는 수군에서도 국제 정세의 긴장 속에서 육지와 같이 戰船 위주로 편성하였다. 제주도는 대형 군선의 활용에 부적합한 환경이었는데, 17세기 중반 이후 일본의 위협 감소와 표류 위주의 荒唐船 출몰에 따라 운영 부담을 감수하면서까지 해상에서의 적극적인 방어책을 유지할 필요성이 떨어졌다. 결국 제주도는 군선을 전면 혁파하였고, 그 보완책으로 방호소와 馬隊를 활용했다. 제주도는 水戰所의 소재지로 방호소를 통합하였고, 속오군을 哨 단위별로 읍성 및 방호소에 繼援하도록 했다. 그리고 지휘부의 신속한 현장 출동을 위해 다른 지역보다 많은 수의 마대를 편성했다. 武任들은 군선 혁파와 방어영 설치 후 방호소의 역할 증대를 토대로 權管鎭으로의 승격을 요구하였고, 논의 끝에 9개소 가운데 明月 방호소가 萬戶鎭이 되었다.
제주도는 육지와 마찬가지로 조련 시행의 축소 경향을 띠었는데, 조련 중 부수적으로 이뤄진 공물 획득의 부담은 군역을 本役으로 하는 계층에게 그대로 남았다. 각사노비 혁파 후 직역 변동의 증가 양상 속에서 元身役 병종인 牙兵과 防軍, 烽煙軍은 최하층인 '6苦役' 중 하나로 전락했다. 이런 상황에서 제주도는 헌종대 님로드호(HMS Nimrod)와 사마랑호(HMS Samarang)의 침입을 겪었다. 제주도는 헌종 13년(1847) 겸역 병종의 증강과 지휘 편성의 개편, 環海長城의 수축 등 대대적인 방어태세 강화를 추진하면서 아병 등의 부담 경감과 군비 확충의 요구를 동시에 해결하고자 했다. 島民을 최대한 동원하는 형태로 증강된 제주도의 군은 내부 주민들이 주축이 된 민란에 효과적으로 대응하기 어려웠다. 일본 어민의 침탈이란 외부 위협에 있어서도 그 군은 외교적 부담을 의식하여 소극적인 태도를 견지했다. 기존 지방군 해산과 鎭衛隊로의 재편에도 제주도는 濟州鎭衛大隊의 편성 계획이 수립되어 군사적 가치를 인정받았지만, 결국 실제 구축에 실패하였다.
제주도는 道와 군현 사이의 중간 단위인 진관 내지 진영에 걸맞은 규모로 軍을 갖추면서도 병영과 유사한 성격을 띠었다. 육지의 다른 지역과 단일한 원리에 따라 제주도를 지배하려는 조선의 의지는 군사제도의 변화 속에서도 지속적으로 반영되었다. 경제적으로 열악했던 제주도는 수군 운용을 포기하고 육군만이라도 중간 단위 규모를 갖추고자 했다. 제주도의 방어체계는 그 원칙의 범위 내에서 내외의 상황 등을 고려해 구축되었다. 조선시대 행정 단위와 중첩된 지방군의 특성에 따라 제주도는 '附庸'에 걸맞은 지휘 편성과 병력 규모를 갖춰야 했고, 이를 위해 군사화한 섬으로 운영할 수밖에 없었다.
