Study on Urban Sphere of Influence in Korea : Focusing on Excluded and Overlapping Areas

Urban spheres of influence analysis can be used to better understand urban expansion and its interactions with neighboring cities, which will ultimately lead to more effective use of the country's spatial resources. Thus, the goal of this research is to investigate how Korea's urban spheres of influence changed between 1995 and 2020 and to identify the variables that influenced these changes. In order to achieve this, we used commuting data of 1995 and 2020 population census to examine changes in urban spheres of influence based on an examination of urban hierarchy structure by period.
The changes in urban spheres of influence were analyzed in two main aspects: external changes (the number of area and population included in urban spheres of influence), and changes in the influence(commuting rates to central cities, and the population of central cities). Urban spheres of influence were analyzed for both metropolitan urban spheres of influence (including the seven special cities and metropolitan cities) and regional base urban spheres of influence (including 14 regional base cities).
The criteria for defining urban spheres of influence in this study were determined through a primary analysis of 1%, 3%, and 5% commuting rates to special cities, metropolitan cities, or regional central cities (hereinafter referred to as sphere-centered cities). The investigation revealed that in the instance of 1%, there were too many overlapping areas, and in the case of 5%, there were too many places that were excluded from the metropolitan urban sphere. As a result, we defined the extent of the sphere in this study as the area where more than 3% commutes to the sphere-centered city.
Compared to 1990, the changes in the urban sphere of influence in Korea in 2020 are as follows: The hierarchical structure of Korean cities remains highly centralized around special cities and metropolitan cities. In terms of external changes, the spheres of influence of Seoul and Daejeon have contracted, while majority other of spheres of influence have expanded. In terms of changes in the impact influence of urban spheres, the impact of central cities has generally weakened due to increased movement to adjacent areas and reverse commuting.
Next, we conducted an analysis of the characteristics of areas that are excluded from or overlap with metropolitan urban spheres of influence. As a result, the number of areas excluded from metropolitan urban spheres of influence has decreased due to improved transportation conditions. These areas can be divided into remote types (geographically disconnected from or far from special cities and metropolitan cities) and regional hub city-oriented types (with high commuting rates to regional central cities). In addition, the number of overlapping areas in urban spheres of influence, which overlaps with two or more urban spheres, has decreased in number compared to the past due to policy related to new city development. On the other hand, in the Gyeongsang region, it was found that overlapping areas appeared due to the external expansion of the urban spheres of Busan and Daegu metropolitan cities.
Factors that influenced changes in urban spheres includes growth of cities or surrounding areas within the sphere and improvement of transportation conditions due to regional development projects. These factors had a greater impact on changes in regional central cities urban spheres than on metropolitan urban spheres.
In summary, the centralization of special cities and metropolitan cities in Korea continues and urban spheres are expanding externally However, the influence of the spheres is weakening. Given these findings, regional policies related to building regional networks to respond to population decline and regional contraction are needed.
This study is discrimination from previous studies since it classifies and analyzes the characteristics of areas that are excluded from or overlap with metropolitan urban spheres of influence. However, there is a limitation in that it did not consider many social and economic variables in analyzing and interpreting the spheres of influence and changes. It is considered that future studies are needed to analyze and interpret urban spheres of influence using more diverse data.
