1948년 대한민국 정부수립 후 2년간은 국내에서 반공이념이 확대·강화되면서 지배이데올로기로 정착되는 과정이었다. 위로부터의 주입식 반공이념은 군, 경찰, 미군사고문단, 우익청년단체, 국가보안법, 국민보도연맹 등 제1공화국의 각종 법적·물리적 기구들을 통해 강화될 수 있었다. 특히 보도연맹은 이승만정권의 체제통제 메카니즘을 강화시키기 위해 만들어진 사상통제기구였다. 보도연맹의 결성취지는 “사상전향을 통해 개선의 여지가 있는 사상범들을 보호·지도하여 반공국민으로 육성하자”는 것이었다. 국가보안법 위반 사상범 가운데 형사소송절차에서 사안이 경미하고 전향가능성이 있는 자를 형의 선고유예와 함께 사상전향단체에 가입시킨 후, 이들에 대해서는 검찰의 절대적인 보호·지도아래 어떠한 기관에서도 같은 사건에 대해서 임의로 재수사를 할 수 없도록 규정하였다.
1949년 6월 5일 내무·법무·국방부 등 정부 관계기관장들의 동의아래 보도연맹 중앙본부가 결성되었으며, 보도연맹 조직의 실제 총괄부서였던 ‘국민보도연맹 운영협의회’는 정부의 검찰과 경찰간부들이 주도하였다.
보도연맹의 구성원들은 남한의 단독선거에 반대, 대한민국의 정통성을 부인하는 집단 및 결사의 구성원이었다가 전향한 사람들이다. 전향자들의 소속단체는 남로당, 북로당, 조선민주애국청년동맹 등 22개에 이르고 있다.
정책적으로 국가전역의 반공전선 편성에 큰 기대를 걸고 1949년 10월부터 정부기관과 대한청년단의 압력과 주도아래 전국의 도·시·군 읍·면 단위별로 보도연맹 지부가 조직되기 시작하였다. 1950년 3월에 1단계 조직작업이 끝났을 때, 전체 연맹원 규모는 이미 30만 명이 넘었고, 한국전쟁 직전에는 약 33만여 명에 이르렀다. 또한 서울시 연맹원 수도 2만여 명을 헤아렸다. 그러나 보도연맹은 할당된 인원수를 채우기 위해 무고하고 애매한 양민들까지 끌어들이는 등의 변질과정을 겪었다. 압력에 못이겨 보도연맹에 가입한 사람이 많았고, 심지어는 좌익과 무관한 주민에게도 가입을 강요하는 등 강제성이 있었기 때문에 취지나 강령에 따라 활동한 사람은 많지 않았다.
보도연맹 운영에서의 지도목표는 반공사상의 선전·선무작업과 좌익색출작업이었다. 반공사상의 선전·선무사업을 담당하였던 중앙본부의 문화실은 7개의 전문부서를 두고 반공궐기대회와 강연회, 영화상영 등 각종 반공 문화사업을 통해 민주주의의 우월성과 공산주의사상의 모순 등 반공이념 강화교육을 실시하였다. 문화실은 전향자와 좌익인물 및 일반국민의 사상선도를 위하여 조직적·반복적인 유화적 차원의 문화활동이 그들을 반공국민으로 순화시키는데 효과적일 것이라는 판단에서, 그리고 좌익계 예술인들을 색출·포섭하기 위한 의도에서 운영되었다.
즉 문화인들의 사상적 자유를 속박하고 예술적 활동범위를 제약함으로써 반공정부에 적합한 문화인들로 재생산해낼 필요성에서 그 역할이 강조되었던 것이다.
보도연맹은‘대한민국 정부 절대지지´‘반북·반공투쟁’‘남·북로당 파괴’에 매진할 것을 강령에서 밝히고 있다. 그리하여 보도연맹이 1949년 10월 25일에서 11월 30일까지 설정한 ‘남로당원 자수기간’에 전국적으로 4만여 명이 자수하여왔다.
남로당 간부들은 자신의 과오를 시인하고 전향의사를 밝힌 후 반공사상전의 일선에 나서야 했다. 보도연맹은 전향자들을 보호하고 지도하기 위하여 결성되었다고 하지만, 실제로는 무장조직화 내지 지하화한 잔존좌익세력과 농민·노동자를 포함한 민중세력을 분리하여 좌익세력을 완전히 파괴하기 위해서 검찰과 경찰간부의 주도아래 결성된 것이었고, 그렇기 때문에 연맹원들은 각 경찰관서를 비롯한 관계 기관에 전부 등록되어 소재가 항상 파악되었다. 그리고 이들은 1949년 동계좌익토벌에서 반좌익투쟁에 동원되어 과거의 조직·계보·명단·전술 등을 군과 경찰에 제공하여 서울과 지방의 좌익조직에 치명타를 가했다. 자수기간이 끝난 직후 연맹원 6천여 명이 작성한 연루자 명단에 근거하여 총검거가 시작되었고, 이 때 3천여 명이 체포되는 등 남로당의 주요간부와 조직원들이 체포되었다.
보도연맹은 조직과정과 지도·운영방침, 그리고 지도간부층의 자격문제 등에서 여러가지 부작용과 역기능을 일으켰다. 연맹원은 원칙적으로 사상전향자이지만 좌익과 무관한 생업종사자들이 상당수 포함되어 있었기 때문에, 연맹원 선별과정에서 과거 좌익운동 경력의 유무와 전향정도에 대한 객관적 심사가 부재하였음이 지적되었고, 또한 일부 지방에서는 보도연맹 간부들이 연맹원들에게 거액의 회비를 요구하기도 하였다. 한편 일부 정치인들은 보도연맹 지도원들이 5·30 총선거에 출마하기 위하여 연맹원들을 선거운동과 경쟁상대자에 대한 중상·모략선전에 이용한다고 주장하였다. 반공주의가 정치폭력의 형태를 띠고 강화되던 절정기에 결성된 보도연맹은 결성목적이나 조직의 성격과는 상관없이 관제공산당이라는 비난에서처럼 사회가 전면적으로 포용할 수 없는 한계를 처음부터 안고 출발했기 때문에 연맹원들에 대한 감시정책이 강력하게 요구되었다.
보도연맹은 지배세력의 정치적 기대와 목적에 부응하여 반공국가의 기틀을 다지는데 중요한 역할을 하였지만, 결과적으로 이 시기 대부분의 반공정책을 위한 법적·제도적 장치들이 그렇듯이 국민의 권익과는 무관하게 운영되었다. 오히려 조직력과 운영력을 갖추지 못한 채 보도연맹은 사회적으로 국민의 사상발전에 역행과 경직성을 가져오고, 가입자들을 경제적 부담과 신변의 안전을 보장받을 수 없는 상황에 처하게 하면서, 정부의 감시와 경계의 대상으로 존재하고 있었다.
보도연맹 결성 1년 후에 발발한 한국전쟁 중 국군과 경찰에 의해 남한 전역에서 보도연맹원들이 집단학살을 당하였다. 정부는 연맹원들이 북한인민군에게 동조·결탁할 가능성이 높다고 판단하여 이들을 예방학살한 것이다. 그러나 보도연맹 학살사건의 피해자 가운데 적어도 80%이상은 사상과 이념은 물론 좌·우익이 무엇인지도 모르는 가난하고 무고한 생업종사자였다. 즉 이들은 결코 적의 동조자로서 국가의 존재자체를 부정하고 위협할 수 있는 사람들이 아니었다는 점에서 보도연맹사건은 그 행위의 도덕성과 정당성을 상실한다고 볼 수 있다.

During two years after the Korean government was established, it was a course of settlement that the anti-communism was extended and magnified as a dominant ideology in the interior. And also it was stipulated in the statute that an agency concerned was not allowed to inspect their criminal reinvestigation at one's option.
In 5/6/1949 the center of the National guidance federation was organized under the agreement of the Minister of Home Affairs, Justice, National Defense. The leaders of prosecution and police lead 'the council of the management the National guidance federation'. In fact, it was a general headquarters in National guidance federation.
A member of National guidance federation was a convert opposed separate election in South Korea and member of group denied legitimacy of South Korea. The number of convert group enlisted in was twenty two : South Labor Party. North Labor Party, Chosun democracy patriotism young men's federation, and so on.
Politically, since the October, 1949 a branch of National guidance federation was organized all over the country by unit under the pressure and leads of government and Dae-Han young men's group with a big expectation of anti-communism front formation all over the country. In March, 1950 when the first operations of organization finished, all member of federation was over the tens of thousands already. Just before the Korean War the numbers was almost 330,000. And the number of Seoul federation was 20,000. But the National guidance federation brought about many reverse actions and function. In the degeneration course that was take innocent and obscure citizens to make up for the allotted number of persons. There are so many people who was joined into the guidance federation by compression, and indeed because it had compulsory to force residents unrelated with left wing to entry into it. There was not many people who acted following the tenor or platform.
The goals of guidance in operating the Guidance federation were anti communism propaganda, pacification work and searching out left wing. 'The culture division' of headquarters took charge of anti communism propaganda and pacification activity had seven professional departments and there, it executed the education strengthening the anti communism of communism discrepancy, preponderating through the various anti communist culture of anti communist rally, lectures, film showing the culture division operated at understanding to be effective that the organizational repeated moderate culture activity purify a convert from communism, the leftists to an anti communists for their guidance of public thought. The National guidance federation expressed in the platform to strive for full support for Korea government, anti communist struggle, anti north government and south labor party, north labor party breakdown. And so about 40,000 people surrendered voluntarily to the police nationally during the period of surrender voluntarily to the police against south labor partisan when the Guidance federation set up on October 25,1945 to November 30,1945. The South Labor party officers should have come up in the front of anti communist thought activity after exposing conversion intention, and admitted ones fault. The Guidance federation was not organized to protect and guide a convert but was formed under prosecution and police officers leading it for full left influence destruction by dividing a remained left power who armed and organized or took underground from a popular power including a farmer labor. And then, a member of federation was always found out wherever one was recording ones identification in the organs concerned like every police station and they were mobilized in struggle against anti lefts winter the suppression on 1949 and they offered left's past organizations, pedigrees, lists, tactics to a military, a police and deal a fatal blow against Seoul and region organizations. The National guidance federation played an important role in making a basis of anti-communism country, which was satisfied with political expectation and purpose of the governing class. But consequently as most part of legal and institutional equipment was, it was managed unrelated to people's rights and interests. On the contrary, the National guidance federation that was not equipped the capacity for organization and management was being as a watch and precaution. It took in a retrogression and stiffness of people's thought progress, and made a member into a status, not guarantied economic burden and a person's safety.
The members were massacred all over the South Korea by Korean Army and Police in Korean War which out broken after one year later the National guidance federation was organized. The Government massacred the members preventively because it decided that possibility was high the members conspired and aligned with North Korean people's Army. But the injured at least 80% and over were poor and innocent people who were not knowing the thought and ideology, to say nothing of right or left. That is to say, we can judge that the National guidance federation incident took forleit of the morality and justification of the behavior in point that the members were not the people who denied country's being itself and could threaten as an enemy's fellow.
