中國 古代의 移風易俗 : 皇帝와 士大夫의 關係를 中心으로 = Yi-feng-yi-su(移風易俗) in ancient China : Centering around the relationship between the emperor and Shi-da-fu(士大夫)
皇帝는 관료기구를 통해서만 권력을 행사할 수 있고, 士大夫는 관료로서의 정치적 지위를 갖지 않고서는 사회의 지배층이 될 수 없다. 이렇듯 양자는 상대적인 권력만을 가지고 있어 필연적으로 자신의 존재를 위해 상대의 존재를 인정할 수밖에 없었다. 한편 이들은 자신의 정체성을 확립하고 실현하는 과정에서 스스로의 권력을 절대화하고자 하였다. 필자는 중국 고대사는 이들의 정치적 대립과 공존이라는 두 측면의 결과라고 설정하였다. 그러므로 이들의 존재규정과 권력행사를 살펴본다면 중국 고대의 성격에 다소나마 다가갈 수 있을 것이다. 이 글은 移風易俗이라는 개념을 통해 중국 고대의 황제와 사대부의 정치적 각성과 정치행위의 근거, 그리고 그것의 시대적 연속성을 고찰하기 위해서 준비되었다.
風俗이라 하면 각 지역의 산물, 방언, 음악 등의 각종 외적이고 유형적인 것만을 의미하는 것이 아니라 고유의 민간질서, 사회적 기강, 문화전통 모두를 포함한다. 고대 중국인들은 풍속을 爲政者의 정치적 의도에 대한 인민의 총체적 반응으로 이해하였고, 풍속을 변화시킴으로써 정치적 목적을 달성할 수 있다고 생각했다. 이 때문에 풍속을 변화시키는 것을 의미하는 移風易俗이란 개념은 당시 위정자의 정치적 목적과 이상은 물론이고 그들의 가치관, 더 나아가 세계관을 파악할 수 있게 하는 중요한 개념이라고 할 수 있다.
지역 고유의 민간질서를 변화시키는 것은 통일제국의 형성과정 중에 등장한다. 이는 궁극적으로 중앙정부의 법령에 의해 천하가 일률적으로 통치되는 것이다. 그런데 황제의 등장과 더불어 새롭게 출현한 ‘異俗’과 ‘殊俗’이란 개념은 황제가 제거하려는 민간질서 안에 蠻夷 고유의 질서가 포함되어 있다는 것을 알려준다. 황제 출현 이전 蠻夷는 중국과는 다른 존재로 지배나 敎化의 대상이 아닌 분리의 대상이었다. 그러므로 蠻夷가 異俗이나 殊俗으로 표현되어 변화의 대상이 되었다는 것은 황제의 출현이 지금까지와는 다른 세계질서를 만들었다는 것을 의미한다. 이것은 황제가 內外의 구분 없이 천하의 유일한 지배자라는 속성을 가지고 있기 때문에 발생한 일이다. 바로 황제의 移風易俗이란 황제권력의 본질이 유일성이며, 팽창성이라는 것을 선포하는 것이다. 이것은 제국 초기 황제들이 관료를 단순히 황제의 명령을 전달·집행하는 자로, 儒學을 황제권력의 신비화와 法術을 粉飾하는 용도로만 이용한 것에서도 잘 나타난다. 모든 사회적 자원과 인적 자원은 황제의 효과적인 권력행사를 위해 조직되고 배치되었던 것이다.
황제와 마찬가지로 사대부들의 移風易俗의 첫 번째 모습 역시 사대부들의 정체성 수립과 관련 있다. 이들은 자신들을 단순한 황제의 명령집행자가 아닌 또 다른 治者로 규정하였다. 그러나 秦 이래의 法術主義의 전통, 黃老術에 傾倒된 無賴 출신의 功臣, 황제권력의 독점성과 팽창성 등은 이들의 정치적 각성과 정치적 진출을 막고 있었다. 그래서 前漢 사대부들은 이러한 사회적 풍조를 제거하는 것을 移風易俗으로 규정하였다. 그들은 移風易俗의 궁극적인 상태를 儒學이 전 사회의 유일한 가치이자 기준이 되는 것으로 설정했다. 그러나 그들은 그 이상의 실현이 사대부가 관리가 됨으로 해서 가능하다고 믿었기 때문에 현실에서 주장된 移風易俗은 사대부들의 정치적 진출을 가로막는 여타의 사회적 풍기를 제거하는 것으로 나타났다.
前漢 사대부의 移風易俗이 사대부를 정치적 책임자로 인식하고 사대부의 사회적·정치적 진출을 가능하게 하는 사회적 풍기를 만드는 것이었다면 後漢 사대부들의 移風易俗은 더 나아가 사대부들의 정치적 활동을 구조적으로 보장받고 자신들을 안정적으로 재생산하는 구조를 고정화시키는 것이었다. 즉 선거에 대한 사대부들의 독점권을 보장받고자 하였으며, 사대부들의 동의가 없는 어떠한 권력의 자의적 행사도 반대하였다. 後漢 사대부들이 太后와 外戚의 정치참여를 반대했던 것도 태생적으로 이들의 권력행사가 황제권력의 자의적 행사와 관련되기 때문이었다. 또한 제도적인 정치체제인 輔政에 대한 비판 역시 자의적인 권력행사에 대한 것이었다. 특히 그들이 보여주었던 宦官에 대한 태도는 황제권력이라 해도 사대부 사회의 존속을 위협하는 자의적 권력행사는 용납될 수 없음을 분명히 한 것이다.
한편 황제의 경우 사대부 사회의 세력신장에 의해 권력이 위축된 것이 사실이나 魏晉南北朝 전 시기를 통하여 부단히 권력의 본질을 확인하고 확대하려는 노력을 기울였다. 물론 전반적인 모습을 보면 南朝의 경우 華夷가 모두 포함된 황제의 극대화된 통치영역을 지칭하는 六合에 蠻夷가 제외되며 전통적인 蠻夷政策인 분리주의가 대두하였다. 즉 蠻夷에 대한 직접지배가 포기된 것이다. 그러나 魏明帝와 晉武帝의 경우에서와 같이 직접지배를 의미하는 移風易俗이 근본적으로 폐기된 것은 아니었다. 이것은 특히 北朝 황제들에게서 두드러지는 현상이었는데 部族秩序를 해체하고 중국적 왕조국가로 전화하는 과정에서 강화된 황제권이 華夷 모두에 대한 직접지배를 계획하게 하였다. 그 중에서도 前秦의 ?堅은 어느 군주보다도 강력한 황제권을 실현시키고자 하였다. 그의 六合에는 華夷 모두가 포함되어 있었으며, 그가 服屬시킨 他種族을 통치하기 위해 설치한 기구는 예외 없이 황제권력의 외적인 확산을 위해 운영되었다. 또한 그는 복속민을 대규모로 徙民함으로써 그들의 고유한 질서를 제거하고자 하였다. 그것은 ?堅의 대외정책의 원칙이 移風易俗이었기 때문이다. 이러한 통치원칙은 隋의 건국과 함께 보다 분명하게 천명된다. 隋의 대외정책은 ‘一同華夷’라는 말로 표현될 수 있는데 이것은 결국 華夷의 구별이 사라짐을 의미하는 것이다. 즉 황제의 통치는 秦始皇時期와 같이 內外도 따로 없고, 華夷도 따로 없는 오직 人民에 대한 통치라는 것이 천명된 것인데, 사대부들의 황제권력에 대한 분할 노력에도 불구하고 이러한 강력한 황제전제국가가 부활할 수 있었던 것은 南北朝時期 황제들에 의해 황제권력이 꾸준히 강화되었기 때문이다.
황제권력의 강화는 사대부들과의 관계에서 더욱 분명하게 드러난다. 後漢末의 혼란을 거치면서 확실한 사회적 집단으로 성장한 사대부들은 황제에 대해 직접적이고도 분명한 위협으로 존재하게 된다. 다름 아닌 黨錮라는 특수한 상황 속에서 사대부들은 황제의 권위와는 별도로 사회적 권위를 만들고, 그것에 의해 名聲을 획득하였다. 황제는 황제권력 이외의 또 다른 사회적 권위가 존재함을 인정할 수 없었던 이유로 이들에 대해 대대적인 숙청을 단행하게 된다. 이것이 曹魏時期 浮華事件이다. 특히 後漢末 사대부들과 직·간접적으로 연결되어 있던 曹魏의 사대부들은 後漢의 재건이라는 위험요소를 포함하고 있어 매우 위험한 존재들이었다. 그러나 사대부들의 결합이 反國家的인 성격을 갖고 있기 때문에 위험한 것만은 아니었다. 明帝時期의 浮華派는 출신성분 면에서나 사상적으로 반국가적 성격을 갖는다고 할 수 없다. 그럼에도 불구하고 그들마저 숙청 당했다는 것은 근본적으로 황제의 권위와 사대부의 권위가 동시에 사회의 기준으로 존재할 수 없다는 점에서 기인한다. 그런 의미에서 宋 劉裕가 행했던 土斷이라는 것 역시 국가질서에 의해 지역에 존재하는 사대부들의 私的 질서를 규제한 것으로 볼 수 있겠다. 즉 황제의 권위로 지역사회의 사대부의 권위를 대체한 것이다. 梁武帝의 경우도 사대부들의 사회적 권위를 황제의 권위로 대체하려는 점에서는 위의 황제들과 동일하나 그 방법 면에서 강압적인 방법이 아니라 사대부들의 정치적 각성을 촉구하고 유도했다는 점에서 주목할 만하다. 황제는 사대부들의 정치적 세력화가 황제권력을 잠식하고 분할한다는 위험에도 불구하고 자신의 정상적인 권력행사를 위해서 사대부들을 황제의 질서 속으로 흡수하고 각성시켰던 것이다.
그러나 강력한 황제권력의 부활과 중국의 재통합이 황제들만의 노력의 결과는 아니었다. 황제가 사회적 기풍을 변화시키려고 해도 사회적으로 그 기풍이 수용되지 않으면 안되기 때문이다. 그런 면에서 본다면 晉代 이래 사대부들 안에서 발견되는 移風易俗의 모습은 황제와 사대부 양자의 공존이 어떻게 모색되었는가를 잘 보여준다. 사대부들은 자신들을 구속하던 儒學의 압박으로부터 벗어나기 위해 선택한 玄學에 대해 비판하였다. 그것은 玄學이 사대부로 하여금 정치적 자각과 책임의식을 갖지 못하게 했기 때문이다. 사대부 안에서 名聲의 잣대였던 정치적 무관심과 무능력이 타파의 대상으로 인식되기 시작하였다. 이러한 사대부들의 의식변화는 ‘素業’이라는 개념의 변화를 추적하면 더욱 분명하게 밝혀진다. 애초 道家的 생활방식을 의미하던 素業은 점차 학문적이고 정치적인 것을 의미하게 된다. 그러다가 梁朝에 이르면 經世濟民을 목적으로 하는 정치이념으로서의 儒學을 지칭하게 된다. 이것은 사대부들이 자신들의 본질적인 임무를 儒學의 근본 이념에 입각한 정치참여로 설정하였다는 것을 말해주는 것이다. 이외에도 국가에 대한 사대부의 忠節을 확인할 수 있다. 오직 保身과 保家의 의식만을 가지고 있던 이들에게 이러한 변화는 매우 놀랄만한 일이라고 할 수 있는데, 그 변화의 이유로는 사대부들의 자기 반성, 황제의 賢才主義, 寒門 사대부들의 정치적 진출이 가져온 위기의식을 들 수 있겠다. 이러한 자기 반성과 정치참여에 대한 각성은 北朝 사대부에게도 동일하게 발견되는데, 그들의 경우 胡族 사대부들의 門閥主義에 대항하기 위해서라도 정치적 능력의 배양이 필요했다.
결국 고대 중국 사회에서 보여진 권력의 분할과 집중이라는 측면은 그 사회를 실질적으로 이끌었던 두 정치주체의 정체성 확립으로부터 파생된 것임을 알 수 있다. 사대부들은 권력의 분할을 정치적 목적으로 설정했으며, 황제는 집중을 통해 황제권력의 본질을 실현하고자 하였다. 그래서 그들이 목적은 대립할 수밖에 없었다. 그러나 양자 모두 국가기구를 통해서 자신의 정치적 목적을 달성할 수밖에 없었기 때문에 결국에는 공존을 지향하게 되었다. 즉 隋의 재통일은 양자가 긴 대립을 통해 공존의 방법을 모색한 결과 공동으로 만들어낸 결과물이라고 할 수 있다.
The emperor took power only through the bureaucratic mechanism and Shi-da-fu (士大夫)couldn't be the ruling class without having political status as a bureaucrat. Strictly speaking, both had only relative power. Therefore, they essentially couldn't help acknowledging the others to be win recognition. But, the other hand, they tried to make their own power imperative in the course of establishing and realizing their identity. I created the assumption that the history of ancient China is the result of two phases, antagonism and coexistence. Thus, if we see how they settle their existence and take their power, we can approach the characteristic of ancient China. This thesis is for inquiring into the political awakening and the foundation of political doings of the emperor and Shi-da-fu(士大夫), and also into the periodic continuity through the concept of Yi-feng-yi-su(移風易俗).
Public morals mean unique civil order, social moral fiber, and cultural tradition as well as surface and visible things like the product of the local, a dialect, and music. The ancient Chinese considered public morals as the people's total reaction to the statesmen political intention, and thought they could achieve their political purpose. That's why Yi-feng-yi-su(移風易俗) that changes the public morals means the key conception from which we can grasp their value system, and their world view as well as the political purpose and ideal of the statesman at that time
The movement of changing local people's order showed up in the course of structuring the unified empire. Ultimately, this means all the empire is ruled by the decree of central government. But the conceptions, Yi-su(異俗:different custom) and Shu-su(殊俗:different custom) that appeared newly with emergence of the emperor show us that local people's order that the emperor tried to get rid of includes the indigenous order of Man-yi(蠻夷:Barbarians). Before the emperor turned up, Man-yi(蠻夷) were the different beings from Chinese people and they were treated as being discriminated, not dominated or tamed. Therefore, it means the emergence of the emperor created the new world order different form by now that Man-yi(蠻夷) is expressed by Yi-su(異俗) and Shu-su(殊俗) and become the object of the change. This was possible because the emperor had the property that he was the one and only ruler inside and outside the nation. Exactly, it declares Yi-feng-yi-su(移風易俗) of the emperor is that the essence of emperor's power is the uniqueness and distensibility. We can see this point from that the emperors in the early empire considered the bureaucrat the medium for transmission and enforcement of emperor's order and they used Confucianism for mystifying the emperor's power and the decree embellishing. That is, all the social resources and manpower was allocated and organized for only effective exertion of emperor's.
Like the emperor, how Shi-da-fu(士大夫) made use of Yi-feng-yi-su(移風易俗) is connected with establishing their identity. They defined themselves as another rulers, merely not the enforcer of emperor's order. However, their political awakening and advance were blocked by the tradition of legalism which developed since Ch'in Dynasty, meritorious retainers affiliated with Wu-lai(無賴:rogue) tilted to Huang-lao-shu(黃老術), and the emperor's distensibility. Thus, Shi-da-fu(士大夫) of Former Han defined Yi-feng-yi-su(移風易俗) as eliminating this social tendency. They set up the ideal that Confucianism should be the sole value and standard of all the nation, and that's the ultimate state of Yi-feng-yi-su(移風易俗). They, however, started to remove various social disciplines to block out their political advance, because they believed that they could realize their ideal only through being bureaucrat.
While Yi-feng-yi-su(移風易俗) of Former Han is what made Shi-da-fu(士大夫)'s presence political can-carriers and created social motives and disciplines that made Shi-da-fu(士大夫)'s political advance possible, Yi-feng-yi-su(移風易俗) of Later Han was what was designed to guarantee their political activities and reproduce and settle their stable status. That is, they tried to earn the exclusive rights of the election and objected to all exercising rights if they were not permitted by Shi-da-fu(士大夫). The reason why Shi-da-fu(士大夫)'s of Later Han opposed to political participation of empress dowagers and cognates was that their exercising rights were innately connected with the emperor's power. Also, their criticism to Fu-zheng(輔政), the institutional system was derived from the same cognizance. In particular, they clearly manifested that they wouldn't accept any behaviors that threatened Shi-da-fu(士大夫)'s continuance by showing their attitude to eunuchs.
In other hand, the emperor ceaselessly tried to confirm and extend the essence of his power all through Wei-jin-nan-bei-chao(魏晉南北朝), although the power was weakened by the extension of Shi-da-fu(士大夫)'s influence. In general, in case of Nan-chao(南朝), the emperor excluded Man-yi(蠻夷) in Liu-he(六合), which means maximized ruling domain including Hua-yi(華夷). And the traditional separatism gathered strength, the emperor abandoned the direct control over Man-yi(蠻夷). But, as we can see in cases of Wei-Ming-di(魏明帝) and Jin-Wu-di(晉武帝), it doesn't mean abolishing Yi-feng-yi-su(移風易俗) fundamentally. This was the salient trait of Bei-chao(北朝) emperors, which urged to contemplate the direct control over all Hua-yi(華夷) in the course of evolving from tribal order into Chinese dynastic nation. Among them, the emperor Fu-jian(?堅) of Qian-Ch'in (前秦)intended to actualize more absolute power than any other. His Liu-he(六合) included all Hua-yi(華夷) and his mechanism that was established to rule other subjugated tribes were managed to spread the emperor's power without exception. Also, he tried to eliminate their old order by making subjected tribes move to other places. That's why Fu-jian(?堅)'s principle of foreign policy was Yi-feng-yi-su(移風易俗). This ruling principle was more clearly declared with the establishment of Sui(隋). The foreign policy of Sui(隋) can be expressed as 'Yi-tong-hua-yi(一同華夷)', which means removing distinction of Hua-yi(華夷). That is, as in the period of Ch'in-shi-huang(秦始皇), it was declared that the emperor's ruling was only for govern people, whether was inside or outside the nation and whether they were Hua(華) or Yi(夷). In spite of Shi-da-fu(士大夫)'s endeavor to dispart the emperor's power, the emperor strengthened his power continually and this made it possible the restoration of an absolute monarchy.
We can find the strength of the emperor's power more clearly in the relationship with Shi-da-fu(士大夫). Going through the chaos of later period of Later Han, Shi-da-fu(士大夫) had grown into powerful social group and then they pose much more menace to the emperor. In the peculiar situation called Dang-gu(黨錮:great proscription), Shi-da-fu(士大夫) created social authority apart from the emperor's authority and found fame by it. The emperor admitted only his own authority, so he started to purge Shi-da-fu(士大夫) in large scale. This is the very Fu-hua(浮華) case in Cao-Wei(曹魏) Period. In particular, Shi-da-fu(士大夫) in Cao-Wei(曹魏) Period was very dangerous to the emperor in that they were connected with Shi-da-fu(士大夫) of Later Han directly or indirectly and they got involved in reconstruction of Later Han. However, union of Shi-da-fu(士大夫) was necessarily not dangerous because they had antinational property. Fu-hua-group(浮華派) of Ming-di(明帝) Period didn't have antinational property in both their origin and ideology. Despite of it, they were purged because the authority of the emperor and that of Shi-da-fu(士大夫) couldn't live together as a social standard. Likewise Tu-duan(土斷)performed by Lin-yu(劉裕) in Song(宋) Period was also the one of the methods to restrict the their own authority of local Shi-da-fu(士大夫). Namely, the authority of emperor replaced that of Shi-da-fu(士大夫) of local society. The conduct of Liang-Wu-di(梁武帝) was similar to that of the emperor's mentioned above in that he tried to replace Shi-da-fu(士大夫)'s authority with his own, but in the methodological aspect - by asking and inducing Shi-da-fu(士大夫)'s political awakening - his conduct was worthy of note. The emperor embraced and aroused Shi-da-fu(士大夫) to exercise his own power, in spite of riskiness that their political strength could encroach and dispart the emperor's power.
But the revival of emperor's strong power and reunification of China were not just the result of emperor's effort. That's because however ardently the emperor tried to change the social climate, it wasn't possible without the social atmosphere accepting it. Considering this way, Yi-feng-yi-su(移風易俗) of Shi-da-fu(士大夫) since Jin(晉) shows us how coexistence between the emperor and Shi-da-fu(士大夫) was pursued. Shi-da-fu(士大夫) criticized Xuan-xue(玄學), which once they picked out to get out of pressure of Confucianism that restrained themselves. That's because they couldn't get the political awakening and responsibility through Xuan-xue(玄學). The political indifference and incapability, which once were the barometer of renown, started to be regarded as the object of conquest. If we follow the conception of Su-yi(素業), we can find this change of Shi-da-fu(士大夫)'s awareness more clearly. Su-yi(素業), which originally meant the Taoistic way of life, gradually evolved into what is academic and political. By Liang Chao(梁朝), at last, Su-yi(素業) came to indicate the Confucianism as the political ideology aimed for Jing-shi-ji-min(經世濟民). This means Shi-da-fu(士大夫) defined their essential duty as political participation based on the fundamental theory of Confucianism.
We can find Shi-da-fu(士大夫)'s loyalty to the nation in other points. It's very surprising that they had such awareness, who only had tried to protect themselves and their family. The reason of this change lies in consciousness of crisis derived from self-reflection, the emperor's tendency to distinguished ability, and the appearance of lower-class Shi-da-fu(寒門 士大夫). This awakening of self-reflection and political participation was also found in Shi-da-fu(士大夫) of Bei-chao(北朝) Period, which they needed to raise their political power to be against the pedigree of barbarian(胡族) Shi-da-fu(士大夫).
We can see that the centralization and division of power shown in ancient Chinese society was, in fact, derived from the course of confirming the identity between the two political subjects. Shi-da-fu(士大夫) set the political goal of the division of power, while the emperor tried to exercise his own power through the centralization of power. Therefore, it was inevitable that they two were opposed to each other. However, there was no way to achieve their political goal except for through the state organization, so both had to head for the coexistence. That is, the reunification of Sui(隋) was the result of their collaboration in the course of pursuing the way of coexistence.
