문화소외계층을 위한 해양레저관광 활성화 방안 = A Study on Activating Plans for Marine Leisure Tourism for Culturally Underprivileged Class

Purpose: This study is conducted to suggest the activating plans of marine leisure tourism for the culturally underprivileged class by analyzing the priorities of alternatives including infrastructure, content development and operation, participation support programs and support systems.
Method: An expert questionnaire for the alternatives was created based on previous research and then validated by academicians to ensure content validity. The survey instrument consisted of four factors, each with three sub-factors. A total of 38 valid questionnaires were collected and analyzed using the Analytical Hierarchy Process. The following results were derived from current study.
Results: First, the priorities of the first layer of the plan to revitalize marine leisure tourism for the culturally underprivileged included infrastructure construction, content development and operation, participation support projects, and support system establishment. Second, the sub-items of infrastructure construction were prioritized in the following order: expansion of accessibility to marine leisure tourism facilities and spaces, development and distribution of dedicated equipment, and construction and operation of dedicated facilities. Third, the sub-categories of content development and operation were prioritized in the order of tourism programs, educational programs, and experience programs. Fourth, the sub-items for participation support projects were prioritized in the order of special discount programs, free programs, and voucher projects. Finally, the sub-items of establishing a support system were prioritized in the following order: nurturing professional personnel, revitalizing volunteer programs, and revitalizing linked programs such as welfare centers.
Conclusion: In conclusion, the measures to revitalize marine leisure tourism for culturally marginalized groups require a comprehensive approach. This includes expanding universal accessibility to related infrastructure, developing and providing travel or tourism programs for culturally marginalized groups, and developing and distributing specialized equipment. As a project that can utilize tourism promotion funds from other ministries under the subordinate laws of the Promotion Act, more attention and support for tourism vulnerable groups is required.
