도시 공업지역 정비사업 활성화를 위한 법·제도적 개선방안 연구 = Research on legal and institutional improvement measures to revitalize urban industrial area maintenance projects

최근 정부는 공업지역에 대해 산업경쟁력을 높이고 유형별 체계적 관리 기반 마련을 위해 특별법을 제정하여 시행 중이다. 이를 통해 과거 제조업 중심에서 미래 산업변화의 변화를 반영한 공업지역의 관리 및 활성화에 중점을 두고 진행되고 있다.
이에 본 연구는 공업지역 정비사업 활성화를 위한 제도개선 사항과 정책 방향 제시를 목적으로 공업지역 정비사업 및 노후공업지역 활성화 시범사업 특징 검토를 통해 개선 방안을 도출했다. 첫째, 입주기업을 세제혜택이 필요하다. 우수한 기업과 인재를 유치하기 위해서는 무엇보다도 기업을 위한 세금 감면이 필요하다. 둘째, 사업시행자를 위한 세제혜택이다. 사업자에게는 토지매입 등 역할이 부여되며, 그 과정에서 각종 세금 문제가 발생한다. 세금은 결국 사업비 절감과 연동이므로, 이에 대한 개선방안이 필요하다. 셋째, 기반시설 설치비 지원이다. 구역별 기반시설 설치비 등 재원이 뒷받침되어야만 노후공업지역 정비사업 활성화가 될 것이다. 끝으로, 유연한 도시건축계획 제도 도입이 필요하다. 건축물 내 일정 규모를 복합용도로 부여하여 수요에 맞는 건축물 활용을 제고하는 것이 필요하다.

Abstract

The government's policy to supply industrial complex has greatly contributed to strengthening the country's industrial competitiveness and regional development. However, due to the recent paradigm shift to a knowledge-based economy, there were limitations in reflecting changes in industrial structure. Although there was an urgent need to strengthen the capabilities of industrial complexes, the competitiveness of our industrial complexes was evaluated as poor compared to clusters in developed countries. Because there was no separate policy support other than industrial complexes and use zones, infrastructure and working conditions gradually deteriorated and industrial competitiveness weakened. Although related laws have been enacted to solve these problems, various problems in urban management are occurring due to differences in industrial facility regulations and lack of connection between industrial policy and urban management-related laws and systems.
Accordingly, this study derived improvement measures through a review of the characteristics of industrial area maintenance projects and old industrial area revitalization pilot projects for presenting institutional improvements and policy directions to revitalize industrial area redevelopment projects.
The first plan is tax benefits for resident companies. In order to attract excellent companies and talent, there must be tax breaks for companies above all else. Second, it also needs tax benefits for project operators. Business owners are assigned various roles, including land purchase, and various tax issues arise in the process. Since taxes are ultimately related to reducing business costs, it will be necessary to prepare a plan for this. Third, there should be a support plan related to infrastructure installation costs. Only when supported by financial resources, such as regional infrastructure installation costs, will the old industrial area maintenance project be revitalized. Lastly, it is necessary to introduce a flexible urban architecture planning system. It is necessary to improve the usability of the building according to demand by arranging a certain amount of space within the building for mixed use.
