다문화가정을 위한 교육정책 분석 : 국제결혼 이주 여성과 외국인 근로자 중심 = Multicultural Education Policy Analysis for families : International marriages of migrant women and foreign workers

국문 초록 (Abstract)

이 논문은 선진국들의 다문화교육에 대한 정책들이 주는 시사점을 살펴보고, 한국사회에서 국제결혼 이주 여성들과 외국인 근로자들을 위한 교육정책 분석을 통해, 앞으로 국가의 중요한 아젠다(agenda) 중 하나가 될 다문화 정책을 위한 교육적 과제와 발전방향을 제시하는데 목적을 두고 있다.
다문화교육이란 다양한 문화, 민족, 성, 사회적 계층의 배경을 가진 학생들이 공평한 교육적 기회를 가질 수 있도록 교육과정의 변화를 시도하는 총체적인 노력이며, 인종, 윤리, 언어, 종교, 정치, 고용, 사회계층, 경험, 정신적·육체적 능력, 성, 기초, 연령 등에 의해 다르게 나타나는 인간행동에 대한 이해이다. 하지만 다문화교육의 대상이 소수 이민자중심으로 한정되어 있으며, 다문화가정에 대한 사회적 편견과 차별로 인해 나타나는 경제적, 교육적, 사회적 갈등 및 문제점을 해결하기 위한 제도적 장치 마련이 미흡하다. 즉, 다문화교육에 대한 연구와 역사가 짧은 한국은 대부분 선행 연구된 외국의 정책을 그대로 한국에 소개하거나 이식하는 수준에 머물러 있다. 때문에 바람직한 다문화 교육을 실천하기 위해서는 우리의 역사적·사회적 배경을 고려한 교육철학과 방법을 개발해야 한다.
주요선진국들이 시행하고 있는 다문화교육정책은 주로 사회 통합을 목적으로 이중 언어 교육 및 다문화가정의 문화와 자국 문화 체험을 위한 프로그램을 마련하고, 각 제도의 활성화를 위해 행정적, 재정적 지원이 적극적으로 이루어지고 있다. 다문화가정이 한국에 유입된 배경과 현황을 살펴 본 후 다문화에 대한 특징을 이해하고, 다문화 교육에서 목표로 삼아야할 문화, 협력, 편견, 정체성 형성, 평등성, 다양성 영역을 중심으로 각 기관별로 실시하고 있는 정책을 분석한다. 또한 실시되고 있는 정책들의 공통적인 목적인 인권보호 및 사회통합, 교육소외방지, 인적자원개발 교육을 중심으로 분석하여 갈등을 일으키는 공통적인 문제와 개선방안에 대해 살펴보았다.
한국의 다문화교육에서 나타나는 문제점의 가장 큰 배경에는 타민족에 대한 배타성과 편견이 팽배한 시민의식이 자리하고 있다. 잘못된 의식과 정책에서 발생하는 다양한 문제점을 해결하기 위해서는 외부문화에 대한 개방적인 자세와 관용을 발휘 할 수 있는 의식의 전환이 전제되어야 한다. 변화된 시민의식을 바탕으로 사회적, 제도적 문제를 해결 할 수 있다. 또한 우리 사회에 적합한 다문화 정책 시행과 함께 다문화 사회로 정착해 나갈 수 있다.
결국 다문화 교육은 다문화-다민족 사회로 변화하는 국내외적 환경에 적응하고, 사회통합, 인재육성의 목적을 추구하기 위해 각 개인이 서로를 존중하고 이해하는 진정한 자유를 누릴 수 있는 능력을 길러줄 수 있어야 한다. 또 국제사회 행위 주체로서 급변하는 환경에 유연하게 대처 할 수 있는 인재육성을 위해 세계화속에서 다문화교육의 교류 확대와 국가 간의 협력적 연구를 통해 국가의 경쟁력을 강화 할 수 있을 것이다.
