이주민과 난민문제의 안보적 대응에관한 고찰 = A Study on the Impact of Population Movement and Security Response

This paper aims to analyze the impact of migrants and refugee issues on security. To this end, I have searched for the main concepts of migrants, refugees and security, migrants' problems and security, refugee issues and security, and the realities and security of immigrants and refugees in Korea.
Population security (immigrant / refugee security) issues are being raised between developed and newly industrialized countries worried by the economic downturn due to underdeveloped countries and population cliffs that are suffering from resource shortage, poverty and social unrest due to overpopulation. The biggest security threat is illegal immigration and refugee problems. As migration, complexity, and irregularity have increased as well as the frequency and scale of migration in recent years, migrants' management and refugee coping issues have become issues of diplomatic and security issues beyond the country.

In recent years in Europe, Britain has declared a brexit (withdrawal from the European Union) because of the economic hardship and the increasing unemployment rate, and opposes immigration policies in France and Spain. After World War II, refugees were "walking voters", symbolizing the superiority of systemic competition in the Cold War era. As the political values of the post-Cold War refugees have decreased, the movement of refugees has been recognized as a major factor for spreading the security anxiety of neighboring countries for various reasons. The Korean government needs a comprehensive approach to cooperating with the international community (especially the US) while being self-help. The harmonization of the human rights of migrants and refugees with the security of the host nation is also required.
In order to solve the emerging security problem, it is necessary to enhance the necessity of multilateral cooperation in the recognition of solidarity and coexistence rather than the zero cross-country competition, and it is effective to respond through cooperation through international organizations and NGOs. The multilateral cooperation is a way for South Korea, which is a relative weak country in Northeast Asia, to establish justice and justice in dealing with soft security issues. In particular, migration and refugees are a global humanitarian crisis, and it is hard to find the legitimacy that powerful nations will effectively preempt.
Despite the growing importance of immigrant / refugee security and the relevance of the international community, this concept of security and policy formulation for it should not replace traditional security but should be complemented to realize comprehensive security. If we emphasize the non-traditional security issues that have been dominated by military and political issues, which have been regarded as sub-political issues and are referred to as high-level politics, we should emphasize the issues of traditional security such as North Korean provocations or US- In the case of the emergence of an emerging case, the academic and policy interest in the security threats of immigrants and refugees is likely to be pushed back to secondary issues. 국문 초록 (Abstract)

본 연구에서 말하고자하는 주요논지는 저 출산, 고령화현상, 인구감소, 인구절벽을 경험하는 국가에서는 적정규모의 군 병력을 유지하기 힘들고, 경제성장을 위해 이민정책을 유지할 수밖에 없기 때문에 국가안보에 대한 위협이 증가할 수밖에 없다는 것으로 요약 할 수 있다.이는 인구감소나 잘못된 이민정책은 곧 국가안보의 위협이 될 수 있다는 전제에서 출발하는 주장이기도하다. 따라서 현대사회에서 전통적인 안보개념의 외연이 어떻게 확장되고, 새롭게 변화하는지에 대해 살펴보았다. 그중에서도 지금 까지 안보에 대한 전통적인 접근에서 중요시 하지 않았던 인구이동의 문제가 왜 중요한 화두로 등장하고 있는지, 그리고 인구문제와 안보문제가 어떻게 결합될 수 있는지를 관심을 가지고 분석해 보았다. 좀 더 구체적으로 이주민 및 난민문제가 테러와 안보에 미치는 영향과 이주민・난민・안보의 주요개념과 문제점, 그리고 한국에서의 이주민・난민문제의 실상과 안보에 미치는 영향 및 정책적 방안을 살펴본 후 결론을 도출해본 것이다.
오늘날의 안보의 두드러진 변화는 과거 군사력위주의 전통적인 국가안보 개념 에서 벗어나 인간의 생명과 존엄을 중시하는 인간안보라는 새로운 패러다임으로 바뀌고 있다는 점을 들 수 있다. 이는 일종의 신흥안보개념으로 분류되고 있으며, 이중 이주와 난민 문제 등은 ‘인구안보’라는 새로운 개념으로 규정되고 있다. 이러한 인구안보문제는 9.11테러이후 본격적으로 대두되기 시작 하였지만, 인구과잉으로 자원부족이나 빈곤 및 사회불안에 시달리는 저개발 국가들과 인구절벽으로 경제침체를 우려하는 선진국과 신흥 산업국 간에 본격적으로 제기되고 있는 사항이다. 물론 불법이주민 관리와 난민대처문제는 제2차 세계대전이후에도 유럽의 최대 안보위협으로 꼽히기도 하였지만, 최근에는 이주의 빈도와 규모뿐만 아니라 유동성, 복합성, 비정규성이 과거에 비해 커지면서 국내를 넘어 외교・안보적 이슈가 되고 있는 것이다. 더구나 최근 몇 년간 유럽에서는 경제난과 실업률 증가로 이주민에 대한 반감이 나타나 영국은 브렉시트(Brexit, 유럽연합탈퇴)를 선언하였고, 프랑스, 스페인 등에서도 이민정책에 반대하고 있는 상황이다. 이에 따라 우리정부 역시 다문화 사회진입으로 인구이동문제가 사회적, 안보적 문제로 대두 될 수 있는 문제이기 때문에 이주민・난민의 인권문제와 안보와의 조화가 함께 이루어지도록 자조적이면서도 국제사회와 공조하는 포괄적인 접근이 강구되어야 한다.
