해양경찰 간부 양성제도 연구 - 초급간부를 중심으로 - = A Study on the Development System of Coast Guard Officers - Focusing on recruiting beginner officers -

다국어 초록 (Multilingual Abstract)

With the advent of the era of maritime competition over territorial sovereignty and marine resources worldwide, the role of the Coast Guard, a maritime executive agency, is becoming increasingly important. There is a growing demand from the public that wants to provide the highest level of administrative services internally and demands rational leadership in terms of fairness and justice. Coast Guard officers carry out important tasks to manage the organization, deal with pending issues, and design the future with a basic spirit of service and democracy to the people. Therefore, it is an important and urgent matter to be competitive in the organization and provide the best service to the people through the training of competent executive personnel.
Despite its long history, the Korean Coast Guard maintains the previous system in its officer development system. It has been maintained until today without significant changes in the basic framework of Police Executive Candidate, which is the initial system. As a result, the overall organizational competitiveness has been weakened externally, and it has not been able to keep pace with the rapidly changing marine environment. Internally, it is deriving various problems such as lack of leadership, pure bloodism, and failure to promote its own director.
In order for the Korean Coast Guard to become an institution that leads the pending maritime issues and provides high-quality services, it is necessary to diagnose the problems of the officer development system and seek alternatives. In consideration of the constraints of the scope of the study, this study will focus on the recruitment system and education and training of beginner officers among various categories related to officer development.
First, we will look at the recruitment system for beginner officers and the current status of education and training for advanced foreign and domestic similar institutions. Next, we will identify the problems caused by the Korea Coast Guard officer development system. Finally, I would like to present a reasonable alternative to the development plan of Korea Coast Guard officers by focusing on the recruitment of beginner officers.

국문 초록 (Abstract)

세계적으로 영토주권 및 해양자원을 둘러싸고 해양경쟁시대가 도래하면서 해양 집행기관인 해양경찰의 역할이 점점 중요해지고 있다. 대내적으로 최상 수준의 행정서비스 제공을 원하는 국민 요구가 점증하고 공정과 정의 차원에서 합리적 리더십을 요구하고 있다. 어느 조직이나 간부는 국민에 대한 봉사정신과 민주성을 기본정신으로 조직을 관리하고 현안을 처리하며 미래를 설계해야하는 중요한 임무를 수행한다. 따라서 유능한 간부 양성을 통해 조직의 경쟁력을 갖추고 국민에게 최상의 서비스를 제공하는 것은 중요하고 시급한 문제이다.
해양경찰청은 오랜 역사에도 불구하고 간부 양성제도에 있어 종전의 제도를 유지하고 있다. 초기제도인 경찰간부후보 기본 골격에 큰 변화 없이 오늘까지 유지되고 있다. 그 결과 외부적으로는 전반적인 조직 경쟁력 약화를 초래하였고, 급속히 변화하는 해양환경에 발맞추지 못하고 있다. 내부적으로도 리더십 부족, 순혈주의, 자체 청장 배출 미약 등 다양한 문제를 파생시키고 있다.
해양경찰이 해양 현안을 선도하고 양질의 서비스를 제공하는 기관이 되기 위해서는 간부 양성제도의 문제점을 진단하고 대안을 모색해 볼 필요가 있다. 본 연구에서는 연구범위의 제약성을 고려하여 간부 양성에 관한 여러 카테고리 중에서 초급간부 채용제도와 교육훈련을 중심으로 검토해 보고자 한다.
먼저 초급간부 채용제도와 교육훈련 현황을 국내 유사기관 및 선진외국과 비교하여 살펴보겠다. 다음으로 해양경찰 간부 양성제도에 기인하여 나타나는 문제점을 살펴보겠다. 마지막으로 초급간부 채용에 초점을 맞추어 해양경찰 간부 양성방안의 합리적인 대안을 제시해 보고자 한다.
