온실가스 배출권거래제 정책형성과정에 관한 연구 - 정책중개자의 역할을 중심으로 - = The Study on the Policy Formation of the Emission Trading Scheme - Focusing on the Role of Policy Brokers

국문 초록 (Abstract)

이 연구는 Sabatier의 정책옹호연합모형(ACF)과 Kingdon의 다중흐름모형(MSF)을 결합한 ACMS모형에 정책중개자 모형을 삽입한 모형을 중심으로 온실가스 배출권거래제의 전체 정책형성과정을 분석하였다. 본 연구를 통해 다음과 같은 정책적 시사점을 얻을 수 있었다. 첫째, 온실가스 배출권거래제 정책은 정책중개자의 유형과 역할이 매우 중요하게 작용하였음을 알 수 있었다. 즉 촉발기제라는 정책형성에 유리한 상황이 발생하더라도 이러한 상황을 효과적으로 활용할 수 있는 정책혁신가형 정책중개자가 존재할 때 정책형성이 가능하였다.
둘째, 온실가스 배출권거래제의 주요 정책중개자는 국회 기후변화대책위원회 위원장, 녹색성장위원회 녹색성장기획관, 국무총리실장이라는 것을 밝히고 이들에 대해 최은영･지현정의 모형과 박용성･최정우의 정책중개자 모형을 적용하여 각 정책중개자의 서로 다른 특성을 확인할 수 있었다. 이러한 사실은 다른 연구에서는 정책중개자를 단순히 녹색성장위원회, 국회 기후변화대책위원화라고 설명하는데 그치고 구체적인 당사자를 제시하지 않은 연구와 큰 차이가 있다.
셋째, 온실가스 배출권거래제와 관련된 다양한 쟁점이 정책지향학습과 협상된 동의라는 정책경로를 거쳐 해소되었고, 친환경 연합과 친시장 연합은 상황의 변화에 따라 강경 전략과 온건 전략을 사용하였다는 사실을 알 수 있었다.
끝으로 내부 관찰자 접근방법을 통해 국무총리실장이 두 연합 간 가장 민감한 쟁점인 주무관청 일원화 문제를 해결하기 위해 두 연합 모두 수용할 수 있는 절충안을 제시하고 배출권거래제에 반대하는 국회의원을 대상으로 직접 설득 작업을 추진하는 등 배출권거래제 성공의 숨은 공로자라는 사실을 확인할 수 있었다.
이러한 시사점에도 이 연구는 정책중개자의 유형과 특성을 구분하는 기준이 정성적 기준으로 구성되어 연구자의 주관적인 판단에 좌우될 수 있는 한계가 있고, 문헌연구와 내부 관찰자 방식의 연구방법론에서 나타나는 자료 수집과 분석의 투명성 부족문제가 있으며 호주, 뉴질랜드 등 배출권거래제를 도입한 다른 나라와의 비교 연구가 미흡한 한계가 있으므로 향후 후속 연구가 진행되기를 기대한다.

다국어 초록 (Multilingual Abstract)

This study analyzes the policy formation process of the greenhouse gas emission trading scheme (ETS) by focusing on the model that incorporates a policy broker model into the ACMS model, which combines Sabatier's Advocacy Coalition Framework (ACF) and Kingdon's Multiple Streams Framework (MSF).
Through this study, the following policy implications can be drawn. First, the type and role of policy brokers were found to be very important in the ETS policy. In other words, even though a triggering event, a favorable situation for policy formation, occurs, policy formation is possible only when policy brokers, such as policy innovators, can effectively utilize this situation.
Second, the main policy brokers for the ETS were identified as the chairperson of the Climate Change Countermeasures Committee in the National Assembly, the Director-General of Green Growth Planning at the Green Growth Commission, and the Chief Secretary to the Prime Minister. By applying the models of Choi Eun-young and Ji Hyun-jung and Park Yong-seong and Choi Jeong-woo to these policy brokers, it was possible to confirm the different characteristics of each policy broker.
Third, various issues related to the ETS were resolved through the policy path of policy-oriented learning and the negotiated agreements. In this process, the pro-environmental coalition and the pro-market coalition used both hard and soft strategies depending on the change in the situation.
Finally, as a theoretical implication of this study, the intra-observer approach might be useful because it helped to find that the true contributor as a policy broker was the Chief Secretary to the Prime Minister and policy brokers mobilized even the previous minister and vice minister to persuade the congressmen who were against the ETS bill.
Despite these implications, this study has some limitations that the criteria for distinguishing the types and characteristics of policy brokers are composed of qualitative criteria and may be subject to the subjective judgment of the researcher, that this study is lack of transparency in terms of data collection and analysis, and that there is insufficient comparative research with other countries that have introduced an emissions trading system, such as Korea, Australia, and New Zealand. Therefore, further follow-up studies are expected to be conducted.
