트럼프 행정부의 외교안보정책과 북러관계 = Trump administration’s foreign and security policy and North Korea-Russia relations

국문 초록 (Abstract)

고급 군사기술 협력 가능성을 가진 북러 밀착은 한국의 가장 큰 위협 요인으로 부상하였다. 이는 한러관계의 복원과 발전에도 장애물이다. 트럼프 2기 출범과 함께 러우전쟁의 종전 가능성이 가시화되면서 북러관계의 변화 가능성에 관심이 크다. 트럼프 행정부에서 북러관계는 지속적으로 발전할 것인지 그리고 트럼프 대외정책이 북중러 3각 관계에 어떠한 영향을 미칠지 그리고 이 두 가지 쟁점이 한반도 정세와 한국의 정책환경에는 어떤 영향을 미칠지를 분석하고자 한다.
미러관계 정상화와 북미 직접 접촉을 내세웠던 트럼프의 행정부 대러 및 대북 정책에서는 역키신저 전략의 의도와 실효성과 북미관계에서 러시아의 중재자 역할가능성에 대해 논의한다. 다음 러우전쟁 이후 러시아의 한반도 정책의 변화는 러시아 안보 전략에서 북한의 핵심 파트너 포함, 한반도 비핵화의 장기 목표화와 대북 제재 무력화, 남북한에 대한 이중적 접근, 한반도 정책에서 중국과의 관계 조정 등 네 측면에서 분석한다. 북러관계 성격과 전망에서는 북러관계는 낮은 수준의 군사동맹이며 향후 미러관계에 따라 유엔제재의 준수 여부를 결정하는 단계적 발전을 보일 것임을 분석한다. 관련 쟁점으로 북러 밀착 지속 가능성이 크고 북중러 연대 가능성은 장기 추세화할 가능성이 큼을 제시한다.

다국어 초록 (Multilingual Abstract)

The deepening ties between North Korea and Russia, with the potential for cooperation in advanced military technologies, have emerged as the greatest threat to South Korea. This development also poses a significant obstacle to the restoration and advancement of South Korea- Russia relations. As the possibility of an end to the Russia-Ukraine war becomes more visible with the launch of a second Trump administration, there is growing interest in potential changes in North Korea–Russia relations. This analysis aims to examine whether North Korea–Russia relations will continue to strengthen under a Trump administration, how Trump’s foreign policy might affect the triangular relationship among North Korea, China, and Russia, and how these two issues could impact the situation on the Korean Peninsula and South Korea’s policy environment.
Regarding the Trump administration’s Russia and North Korea policies, which emphasized U.S.–Russia normalization and direct U.S.–North Korea engagement, the analysis discusses the intent and effectiveness of a “reverse-Kissinger” strategy and the potential for Russia to play a mediating role in U.S.–North Korea relations.
Following the Russia–Ukraine war, changes in Russia’s Korean Peninsula policy are analyzed in four aspects: (1) inclusion of North Korea as a core partner in Russia’s security strategy, (2) positioning denuclearization of the Korean Peninsula as a long-term goal, (3) efforts to neutralize sanctions against North Korea, and (4) adoption of a dual-track approach toward North and South Korea while adjusting relations with China in the context of Korean Peninsula policies.
In analyzing the nature and prospects of North Korea–Russia relations, it is argued that their relationship constitutes a low-level military alliance and will develop gradually, depending on the state of U.S.–Russia relations, particularly with respect to adherence to UN sanctions. Additionally, it is suggested that the continued deepening of North Korea Russia ties is highly likely, and that the possibility of a long-term trend toward a North Korea–China–Russia coalition is increasing.
