북한 노동당 지도체계의 구성과 운용: 시대별 변화를 중심으로 = The Structure and Operation of North Korea’s Workers’ Party Leadership System: Focusing on Changes by Era

국문 초록 (Abstract)

본 연구는 북한의 유일영도체계의 ‘지속과 변화’라는 기본적인 문제의식에 기초하여 김정은 시대의 유일영도체계를 고찰하는 데 목적을 두었다. ‘수령제의 계승과 재구성’의 관점에서, 노동당의 지도적 지위와 역할을중심으로 김정은 시대의 계승성과 차별성을 분석했다.
북한의 유일영도체계는 김일성과 김정일, 김정은으로 세습되는 과정에서 시대적 환경에 따른 일련의 계승성과 차별성을 나타낸다. 북한은 유일영도체계에 관해 “수령은 전당의 조직적의사의 체현자이며 최고령도자로서 당의 단결의 중심, 령도의 중심”이라고 주장한다. 동시에 ‘당의 영도는 곧 수령의 영도’라고 강조함으로써 당과 수령의 영도체계를 동일시한다. 즉, 당의 유일지배적 성격과 수령의 절대적 권위, 당의 영도적 지위와 수령의 유일적 지위를 일체화시킨 것이다.
요약하면, 수령의 유일영도체계는 곧 당의 유일적 영도체계이며, 당의 영도적 지위는 수령의 사상과 영도, 절대적 권위에 의해 보장된다는 것이다.
수령의 지위와 통치방식은 제도적인 계승성에 기반하면서 시대적 환경에 따른 차별성을 나타낸다. 김일성시대는 ‘당 중심의 유일영도체계’로, 김정일 시대는‘당･정･군 직할영도체계’로, 김정은 시대는 김일성 시기와 유사하거나 동일한 ‘당 중심의 유일영도체계’로 규정하고 각 시대별 특징을 개념화하였다.
북한은 올해 창당 80주년과 2026년에 예정된 제9 차 당대회를 김정은 장기체제 기반을 다지는 중요한 정치적 계기로 추진할 것으로 전망된다.

This study aims to examine the sole leadership system in North Korea during the Kim Jong-un era based on the fundamental question of its “continuity and change.” From the perspective of the “succession and restructuring of the leadership system,” this study analyzes the succession and distinctiveness of the Kim Jong-un era, focusing on the leading position and role of the Workers’ Party of North Korea.
North Korea’s sole leadership system has undergone a series of succession and distinctiveness in accordance with the circumstances of the times during its hereditary succession from Kim Il-sung to Kim Jong-il and Kim Jong-un. With regard to its sole leadership system, North Korea claims that “the leader is the embodiment of the organized will of the entire party and, as the supreme leader, is the center of the party’s unity and leadership.” At the same time, it equates the leadership of the party with that of the leader by emphasizing that “the leadership of the party is the leadership of the leader.” In other words, it unifies the party’s sole dominant nature and the leader’s absolute authority, as well as the party’s leading position and the leader’s sole position.
In summary, the sole leadership system by the supreme leader is the sole leadership system of the party, and the leadership position of the party is guaranteed by the ideology, leadership, and absolute authority of the supreme leader.
The status of leadership and methods of governance are based on institutional succession, but differ depending on the circumstances of the times. The Kim Il-sung era was characterized by a “party-centered sole leadership system,” the Kim Jong-il era by a “party-government-military direct leadership system,” and the Kim Jong-un era by a “party-centered sole leadership system” similar to or identical to that of the Kim Il-sung era, conceptualizing the characteristics of each era.
North Korea is expected to promote the 80th anniversary of the founding of the Workers’ Party this year and the 9th Party Congress scheduled for 2026 as important political opportunities to solidify Kim Jong-un’s long-term rule.
