『경제연구』를 통해 본 북한의 경제정책 관련 논의 변화: 화폐, 가격, 계획 분야를 중심으로 = Changes in the discussion of North Korea’s economic policy as seen through Economic Research: Focusing on the areas of currency, price, and planning

국문 초록 (Abstract)

이 글은 북한의 대표적인 경제학술지 경제연구에 게재된 학술논문을 소재로 해서 1986년부터 2020년까지를 대상으로 북한 학자들이 경제정책과 관련해 전개한 논의의 변화 흐름을 간단히 정리하는 것이 목적이다. 논의 중에서는 계획경제 운영에서 핵심적 분야이자북한에서 ‘경제관리개선 정책’의 범주에 속했던 화폐, 가격, 계획 등 3가지 분야를 분석대상으로 한다.
전반적으로 보면 지난 25년간 3개 분야에서 경제정책이 작지 않은 변화를 보인 것에 상응해서 경제정책 관련 논의도 작지 않은 변화를 보인 것으로 파악된다. 화폐 및 가격 분야의 변화는 어느 정도 예상할 수 있는 것이었다고 해도 계획분야에서 논의의 변화 폭은 예상보다 컸다. 기존의 대표적인 논의인 ‘대안의 사업체계’와 ‘계획의 일원화･세부화’가 크게 약화되었고, △경제전략, 기업전략, 전략적 경제관리, △계획지표의 합리적 분담, 주문계약에 기초한 계획화, △우리식경제관리방법, 사회주의기업책임관리제 등 새로운 개념･범주들과 관련된 논의들이 활발하게 전개되었다는 점이 눈에 띈다.
다만 이들 중 상당수는 내용적으로는 경제개혁적 정책을 새롭게 도입하면서 북한 안팎에서 볼 때 이 정책이개혁적 성격을 가진지 아닌지 제대로 식별할 수 없도록, 아니 여전히 외관상으로는 사회주의 경제체제를 고수, 유지하고 있는 것처럼 보이도록 새로운 개념들을 통해 포장하는 것이 아닌가 하는 인상을 주고 있다. 또한 기존개념의 내용을 재정의해 개혁적 요소를 도입시키면서도 외관상으로 변화가 드러나지 않도록 기존 개념을 그대로 사용하는 사례도 종종 발견된다.
속도가 더디기는 하지만 경제개혁적 요소의 도입이 확대되고, 더욱이 과거에는 사용하지 않았고, 시장경제에서나 사용하던 정책들을 새로 도입하는 데 관한 논의가 진척되면서 경제합리성의 수준이 제고될 가능성이 있다. 물론 이런 논의의 실현 가능성은 여전히 의문이 남기는 하지만 이런 논의의 흐름은 북한경제에 긍정적 요인으로 작용할 가능성이 있다. 반면 사회주의기업책임관리제의 시행에 있어서 ‘기업의 실제적인 경영권’과 동시에 ‘경제사업에 대한 당의 영도’를 강조하는 등 경제운영에서 정치 우위적 사고라는 북한적 특성이 유지 강화되는 면도 분명 존재한다. 이런 정치적 고려는 아직도 북한에서 경제정책 관련 논의, 나아가 경제이론의 변화를 제약하는, 따라서 그런 변화의 의미와 성과를 제약하는 요인의 하나로 작용하고 있다.

다국어 초록 (Multilingual Abstract)

This article aims to briefly summarize the changes in discussions related to North Korea’s economic policy from 1986 to 2020 based on academic papers published in North Korea’s representative economic journal, Economic Research. The three areas of currency, price, and planning, which are core areas in the operation of the planned economy and fall under the category of “economic management improvement policy” in North Korea, are the subjects of analysis.
In general, it is understood that discussions related to economic policy have also changed significantly in proportion to the significant changes in economic policy in the three areas over the past 25 years. Although changes in the areas of currency and price were somewhat predictable, the extent of changes in discussions in the area of planning was greater than expected. The existing representative discussions of ‘Daean’s business system’ and ‘integration and detailing of plans’ have been greatly weakened, and discussions related to new concepts and categories such as △economic strategy, corporate strategy, strategic economic management, △rational division of planning indicators, planning based on order contracts, △our-style economic management method, and the socialist enterprise responsibility management system have been actively carried out.
However, many of these give the impression that they are packaging new concepts and categories so that it is difficult to properly identify whether these policies have a reformative nature or not when viewed from inside and outside North Korea while introducing new economic reform policies, or rather, so that it appears that the socialist economic system is still maintained on the outside. In fact, it is difficult to imagine the nature of policies such as division of planning indicators, order contract planning, and the socialist enterprise responsibility management system just by hearing their names.
Meanwhile, these changes are the product of efforts to smoothly introduce market economic elements in the big picture. However, this alone cannot explain all the changes. A representative example is the emergence and development of strategy-related theories. This is a case that strongly reveals North Korean characteristics, as it strongly demands that enterprises carry out national tasks through self-reliance, while on the other hand, devising a new institutional framework in which the central government can manage and supervise the autonomous actions of enterprises.
Although the pace is very slow, the introduction of economic reform elements into economic discussions is expanding, and furthermore, as discussions progress on the introduction of new policies that were not used in the past and are used in the market economy, there is an aspect of improving the level of economic rationality. Of course, the feasibility of such discussions is still questionable, but this change in discussions is expected to have a positive effect on the North Korean economy. On the other hand, in implementing the socialist enterprise responsibility management system, there is clearly an aspect in which the North Korean characteristic of political superiority in economic management is maintained and strengthened, such as emphasizing both ‘the actual management rights of enterprises’ and ‘the Party’s leadership over economic projects.’ Such political considerations still act as one of the factors that restricts changes in economic theory in North Korea, and thus the meaning and results of such changes.
