미국에서 한국어의 언어지위 향상에 관한 연구 = A Study on the Improvement of the Korean Language Status in the United States

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to present a the policy on the improvement of the status of the Korean language, which divides the Korean ethnic society from the majority in the United states. The American language policy of ethnic groups in the United States has been in force within the basic framework of the cultural assimilation and the cultural pluralism, so that a Korean language policy to Korean people in America must continue to preserve and improve the mother tongue while retaining the two-way immersion mode of language education. Because the language status of ethnic groups is double-faced, the policy is made with respect to the transition relating to language chages and the entrenchment relating to the preservation of the language status. As a result, the intermalization of the Korean language will be realized through the improvement of the language status abroad. In order to do it the positive language policy is demanded in that the Korea language education is supported by overseas Korean residents and is expanded to the foreigners.

국문 초록 (Abstract)

한국어의 세계화는 국외에서 한국어의 언어지위 향상을 통해서 이루어진다. 이를 위해서는 재외동포들의 모국어 교육 지원과 외국인들의 한국어 사용 확대라는 두 가지 측면에서의 적극적인 언어정책이 필요하다. 영어가 국제어의 언어지위를 가졌기 때문에 미국에서 소수민족어인 한국어의 언어지위 향상은 한국어의 세계화를 위한 필수 조건인 것이다. 본고에서는 한국어의 언어지위 향상을 위한 방안을 재미동포 사회와 미국인 주류사회로 나누어 구체적으로 제시했다. 미국의 소수민족에 대한 언어정책은 문화적 다원주의(cultural pluralism)와 문화적 동화주의(cultural assimilation)의 기본적인 틀 안에서 시행되고 있으므로 재미동포들이 '병행성 이중언어교육 형태'(the two-way immersion mode)를 유지하여 모국어의 보존과 기능방어 및 발전을 이루어야 한다. 소수민족의 언어지위는 양면성을 지닌다. 하나는 언어 변화와 관련된 '언어지위의 변동'이고 다른 하나는 언어 보존과 관련된 '언어지위의 유지'인 것이다. 그런데 언어지위 유지는 언어 방어(entrenchment)를 통해 이루어지며 '기본적 기준'과 '부가적 기준'이 필요한데 이것을 충족시킬 필요가 있다.
