어문 규정의 원칙과 허용하기 조항에 대한 검토 = A Review of the Principles and Permissive Provisions of the Korean Language Norms

국문 초록 (Abstract)

본고는 어문 규정 <한글 맞춤법>과 <표준어 규정>에서의 ‘원칙’-‘허용’이 양립하는 조항의 양상을 살펴보고 해당 조항 검토를 통해 현행 원칙-허용하기 조항 보완을 위한 방안을 제안하고자 한다. 국어 어문 규정의 원칙성과 함께 일부 허용적인 면도 뒤따른다는 측면에 있어 규정을 제정한다는 것은 ‘원칙’적인 것인데 왜 허용적인 성격이 뒤따라야만 하는지, 그렇다면 해당 규정의 조항 원문과 그에 대한 해설은 명백히 설명을 뒷받침해 주고 있는지, ‘허용’한다는 것이 원칙과 상반되는 입장은 아닐까하는 의문에서 본 연구는 비롯되었다. 본격적으로 규정의 규범성과 허용성에 대한 적절성을 모색하여 원칙-허용하기 해당 조항을 검토한 결과 <한글 맞춤법>과 <표준어 규정> ‘원칙’-‘허용’ 조항의 보완 방안은 기존 원칙 조항의 설명이 충분치 못하여 보완 설명이 필요하다고 판단되는 경우와 해당 규정에서 ‘허용’ 조항이 ‘원칙’ 조항만큼의 강력한 규범성을 가진다고 보일 때로 요약된다.
본 논의에서는 <한글 맞춤법>과 <표준어 규정>의 원칙-허용하기가 양립하는 조항에 대하여 개별 조항의 ‘원칙’ 조항과 ‘허용’ 조항의 전반적인 검토를 통해 기술 방식을 파악하여 보다 더 명확하게 이해될 수 있는 간결한 ‘원칙’을 제시하고 ‘허용’을 덧붙여 설명할 수 있는 규정의 기술 방안에 대한 모색의 계기로 삼고자 한다.

This paper examines the aspects of the provisions in which the ‘principle’ - ‘permit’ in the Korean Spelling System and the Standard Language Regulation are compatible, and proposes ways to supplement the current principle-permit provision through the review of the provisions.
The study began with the question of why, when establishing a regulation is a matter of ‘principle’, since the Korean language norms are accompanied by some permissive aspects, there must be a permissive aspect, and if so, do the original texts of the relevant provisions and their commentaries clearly support the explanation, and whether ‘permissive’ is not a position that runs counter to the principle.
After thoroughly exploring the appropriateness of the normativity and permissibility of the regulations and examining the relevant provisions on the principle-permissibility, the supplementary measures for the ‘principle’-‘permissibility’ provisions of the <Korean Spelling System> and <Standard Language Regulation> can be summarized as cases where it is determined that the explanation of the existing principle provision is insufficient and requires supplementary explanation, and cases where the ‘permissibility’ provision in the relevant regulations is considered to have as strong normativity as the ‘principle’ provision.
In this study examines the overall description method of the ‘principle’ provisions and ‘permission’ provisions of each provision in the <Korean Spelling System> and the <Standard Language Regulation> that are compatible with the principle-permission provisions, and use this as an opportunity to present a concise ‘principle’ that can be more clearly understood and to seek a description method of the regulation that can be explained by adding ‘permission.’
