한국 지방자치단체장의 정치성향과 사회적 배경의 다양성에 관한 연구(1995-2022년) = A Study on the Political Tendencies of Local Government Heads and the Diversity of Social Backgrounds(1995-2022)

국문 초록 (Abstract)

지방자치단체장은 지역사회의 정책과정에서 핵심적인 역할을 수행하고 있다. 지방자치단체장의 사회적 배경에 대한 관심이 점차 증대되고 있지만 이들의 사회적 배경의 특성에 대한 연구는 아직도 미미한 수준이다. 본 연구는 한국 지방자치단체장의 소속 정당의 정치성향과 사회적 배경의 다양성을 분석하였다. 먼저, 본 연구는 1995년부터 2022년까지 선출된 한국 지방자치단체장의 사회적 배경을 정치성향(정당), 성별, 연령, 학력, 직업 등으로 분류하고, 사회적 배경의 특성 및 변화를 분석하였다. 분석결과, 한국 지방자치단체장의 사회적 배경은 남성중심, 50대, 고학력 중심, 정치․행정인 중심, 거대 정당 출신으로 분석되고 있으며, 기초자치단체장의 사회적 배경의 특성이 광역자치단체장보다 다양한 것으로 나타나고 있다. 둘째, 본 연구는 보수성향(정당) 지방자치단체장과 진보성향(정당) 지방자치단체장의 사회적 배경의 다양성(지수)을 분석하였다. 분석결과, 광역자치단체장의 경우, 진보성향(정당) 지방자치단체장의 연령 다양성이 보수성향(정당) 지방자치단체장보다 높은 것으로 나타나고 있다. 반면에 보수성향(정당) 지방자치단체장은 학력 및 직업변수에 있어서 진보성향(정당) 지방자치단체장보다 다양한 것으로 나타나고 있다. 기초자치단체장의 경우, 보수성향(정당) 지방자치단체장이 성별, 학력 및 직업변수에 있어서 진보성향(정당) 지방자치단체장보다 다양한 것으로 나타나고 있다. 반면에 진보성향(정당) 지방자치단체장은 연령 변수에 있어서만 보수성향(정당) 지방자치단체장보다 다양한 것으로 나타나고 있다. 본 연구의 결과는 지방자치제 부할이후 지방자치단체장의 사회적 배경과 다양성 변화를 이해하고, 나아가 지역사회 권력엘리트의 사회적 배경의 특성을 이해하는데 실증적 자료를 제공할 것으로 기대된다.

Local government heads play a key role in the policy process of local communities. Although interest in the social background of local government heads is gradually increasing, research on the characteristics of their social background is still at a minimal level. This study analyzed the political tendencies of the political parties to which Korean local government heads belong and the diversity of their social backgrounds. Firstly, this research classified the social backgrounds of Korean local government heads elected from 1995 to 2022 into political tendencies (parties), gender, age, education level, and occupation, and analyzed the characteristics and changes in their social backgrounds. The analysis showed that the social background of Korean local government heads is characterized by a male-centered approach, primarily in their 50s, highly educated, predominantly from political and administrative backgrounds, and from large political parties, while the social background of local government heads is found to be more diverse than that of metropolitan or provincial government heads. Secondly, this study analyzed the diversity (index) of the social backgrounds of conservative (party) local government heads and progressive (party) local government heads. The analysis revealed that in the case of metropolitan or provincial government heads, the age diversity of progressive (party) local government heads is higher than that of conservative (party) local government heads. On the other hand, conservative (party) local government heads were found to have more diversity in terms of education and occupation variables than progressive (party) local government heads. As for basic local government heads, conservative (party) local government heads are more diverse in terms of gender, education, and occupation variables compared to progressive (party) local government heads. Meanwhile, progressive (party) local government heads are found to be more diverse only in terms of age compared to conservative (party) local government heads. The results of this study are expected to provide empirical data to understand the changes in the social backgrounds and diversity of local government heads after the decentralization of local government and, furthermore, to understand the characteristics of the social backgrounds of local power elites.
