농촌공간계획 추진체계의 실효성 제고를 위한 개선방안 연구 = A Study on the Improvement of the Effectiveness of the Rural Spatial Planning Implementation System

(Background and Purpose) The government has promoted restructuring such as maintenance, relocation, and integration of rural spaces, and has sought to restore the function of rural areas by establishing land-use plans, supplying living services, and improving the settlement environment. However, contrary to the original purpose of 'finding regional problems → pre-plan → post-development', the current rural space plan is only establishing a uniform plan centered on the project, showing limitations in its effectiveness. Therefore, this study aims to find a more effective policy application plan in the future by analyzing the enacted laws, systems and planning implementation systems. (Method) This study derives the structural limitations of the current plan implementation system through comparison with the Rural Space Restructuring Act for rural areas, the National Land Planning Act, and the Urban Regeneration Act, which are laws related to urban areas. Furthermore, it proposes policy and institutional improvement measures to ensure the effectiveness of rural space planning. (Results) The following improvement directions and effective measures were derived through the review of the plan implementation system of rural space planning. First, the bottom-up plan implementation method suitable for the principle of pre-planning and post-development should be promoted to become universal. Second, policies such as hierarchical establishment of the highest strategic plan, procedural simplification, and land use systematization should be included. Third, the agreement system should be reorganized from project-oriented to space-oriented, and the establishment of a collaboration system between ministries, simplification of an approval system, and reinforcement of organic linkage between projects should be promoted. Fourth, rural-related support organizations and consultative bodies should be unified and a cooperative governance system should be established. Fifth, the linkage between rural restructuring and regeneration projects should be strengthened, and the authority of basic local governments should be strengthened. Sixth, a comprehensive rural space information system platform should be established to foster professional manpower and strengthen the capabilities of each subject. (Conclusions) After reviewing the definition of the rural space plan implementation system and related laws, the direction was suggested to secure effectiveness based on the Rural Space Restructuring Act as the correlation point of the implementation system. In addition, it was intended to propose a 'plan to improve the effectiveness of the rural space plan implementation system' through a series of processes in which the government's laws, systems, and policies are reviewed without stopping the enactment of the Rural Space Restructuring Act, and alternatives are prepared by deriving various situations that are currently problematic.
