지식기반사회에서 요구되는 핵심능력(Key Competencies)의 개념과 능력수준의 측정에 대한 연구 = An Evaluation of Selection of Subject Matter in the 7th-Mathematics Curriculum

Theoretical and empirical questions about the concept of key competencies and its measurement has been the critical issues as the world has been transformed into a knowledge-based society and economy. These issues have been raised also in Korean education field in conjunction with the recent concerns for the human resource development. This is not just a research trend but also national policy agenda on education. OECD takes a lead to measure adult literacy and life skills survey at the international level. Some advanced countries define the concept of the key competencies as key skills, core skills, generic skills, life skills, etc., and try to measure the levels of competencies of their people. And they try to apply these efforts to the educational reform in order to improve their people's performance. This article review the recent research trend in this field, and analyze the concept of key competencies and the limits and implications of the competency measurement, and finally, suggest how to use these outcomes to improve our learning system.

국문 초록 (Abstract)

최근 지식기반사회에서 요구되는 핵심능력을 규명하고 이를 학습체제에서 효과적으로 육성하기 위한 방안들에 대한 논의가 활발하게 이루어지고 있다. 이러한 논의들이 교육학 분야에서 본격적으로 대두되게 된 것은 인적자원개발의 관점을 교육학 분야에 접목하면서부터라고 할 수 있다. 그러나 이러한 관심은 비단 학문적 영역에서만이 아니라 인적자원육성을 위한 국가 정책적 차원에서도 활발히 진행되고 있다. 그리고 이러한 경향을 단적으로 보여주는 것이 국제기구인 OECD가 주도하는 성인 핵심능력의 국제비교조사이다. 실제 선진 각국은 지식기반사회에서 필요한 주요 능력들을 key skills, key competencies, core skills, generic skills, life skills 등의 명칭 하에 규명하고, 국민들의 능력 수준을 측정하며, 다양한 학습체제를 통해 이러한 능력들을 육성하기 위한 시도를 하고 있다. 본 논문은 이와 관련한 최근까지의 선행연구들을 분석하여 현재 다양하게 논의되고 있는 핵심능력의 개념을 규명하고, 이에 대한 측정연구의 한계와 시사점들을 검토함으로써, 이러한 성과들을 지식기반사회의 학습체제 속에서 어떻게 활용할 수 있을지에 대한 시사점을 분석하였다.
