모듈러 건축물의 조달계약 활성화 방안 = Revitalization Method of Procurement Contract for the Modular Building

A modular construction method is a method that assembles factory-produced modules in the site to complete a modular building. It allows the reduction of duration, mobility and reuse, and is characterized by the characteristics like the reduction of construction costs. In the developed countries, because of the various benefits of modular buildings, the modular building market has been vitalized. In Korea, in order to vitalize the supply of industrialized housing, the Ministry of Land, Transport and Maritime Affairs simplified the procedures of the authorization of industrialized housing in 2011. Modular buildings have an urgent demand according to the occurrence of a disaster and the demand is increasing in the construction of schools and military facilities. However, due to the problem of the procurement agency contract system for modular buildings, the vitalization of procurement contracts is delayed. Therefore, this study would analyze the present status and issues of the procurement contracts and suggest a plan for the vitalization of the procurement contracts on modular buildings.
As the methods of the contract for the procurement of a modular building, a contract for the construction of a facility and a contract on the purchase of goods can be concluded. Since a contract for the construction of a facility should select an appropriate method of a procurement contract, taking into account various characteristics of the modules, construction costs and the level of difficulty, there are a lot of restrictions and difficulties, realistically. In addition, up to 80% of a modular building can be recycled and reused after demolition, so a contract on the purchase of goods is more reasonable than a contract for the construction of a facility.
In a contract on the purchase of goods, a private contract cannot be applied because of the limit of amount, and in a contract for selective competition and a contract on restrictive competition, large companies with high technologies are excluded from bidding because of the limit of the items designated for the competition between medium and small firms. Therefore, only an open competition contract can be applied to modular buildings, and only Multiple Award Schedule is possible according to procurement regulations, of the open competition contracts. However, in the current information system, if a contract is promoted with an item of mobile home, the characteristics of a modular building produced and combined by unit cannot be reflected, and if a contract is promoted with an item of container house, it comes under an item designated for the competition between medium and small firms, and large companies with high technologies are excluded from bidding, in addition, the characteristics of a modular building, so no contract is possible.
However, establishing a name of the item of modular building in a procurement agency information system can promote effective Multiple Award Schedule as it reflects the characteristics of modular building, the competition between goods with similar performance is possible and it does not come under the conditions of the items designated for the competition between medium and small firms.
Presently, the UNSPSC classification system, the base of the procurement agency information system does not have a name of the item of modular building, but after the establishment of a name of the item using a separate reference, considering the domestic situation, it can be applied to the UNSPSC classification system.
Therefore, establishing a name of the item of modular building with a classification number of a reserved code and promoting a procurement contract by the Multiple Award Schedule can vitalize procurement contracts on modular buildings.
