환경을 보호하기 위한 노력과 경제를 발전시키기 위한 노력은 경제 주체의 입장에서 볼 때 상호대립 관계로 인식될 우려가 있다. 따라서 실업문제와 같은 중요한 경제문제가 대두될 때마다 환경보호에 대한 정부의 의지가 약화될 우려가 있다. 본 연구는 실증 자료를 토대로 우리나라의 경우는 어떠한지를 알아보고 환경보호와 고용창출을 위한 정책적인 방향을 제시하는 데 목적을 두고 있다.
이를 위해 우선 본 연구에서는 환경보호를 위한 정부 정책이 기업의 환경오염방지 지출을 통해 노동수요를 결정하는 경로를 점검하여 보았다. 이러한 경로를 선택한 이유는 첫째, 환경부의 정책에 따라 민감하게 반응하는 기업의 투자항목이 환경오염방지지출이고 두 번째, 기업의 환경오염방지지출은 한국은행에서 지속적으로 추계하고 있기 때문에 자료를 정의하고 이용하는데 일차적인 어려움을 피할 수 있기 때문이다. 하지만, 실증분석에 사용되는 자료상의 제약으로 인해 제조업 부문에 국한하여 노동수요 함수를 추정하였다.
함수의 추정방식은 임의효과 대변수 추정방식을 택하였는데 이는 2단계 추정법으로써 먼저 정부의 정책이 기업의 환경오염방지지출을 결정하고 다시 환경오염방지지출이 노동수요를 결정하는 구조에 적합한 추정방식이다. 정부의 정책으로는 모니터링, 환경예산 중 직접오염매체관리 비중, 산업의 집중 등을 선정하였다. 모니터링의 강도는 정부가 환경정책방식을 명령통제위주로 또는 시장지향위주로 행하는 것과는 관계없이 자원의 효율적인 분배를 위한 또는 기업의 환경오염방지지출의 인센티브에 영향을 미치는 중요한 정책의지의 표현이기 때문에 선택하였다. 환경예산 중 직접오염매체관리 비중은 정부의 공공환경처리시설의 투자 또는 관리 비중을 의미하며 따라서 이는 환경오염방지지출에 관한 민간의 사적 인센티브에 영향을 미치므로 정책변수로 선택하였다. 이 밖에 산업의 집중도는 과거의 산업정책에 대한 반영이며 또한 집적효과에 따른 환경오염방지지출의 변화를 알아보기 위해 이용하였다.
이러한 변수들을 이용하여 1992년부터 2002년까지 제조업의 산업별 노동수요함수를 추정한 결과 모니터링의 강화는 환경오염방지투자를 증가시켰고 환경오염방지투자의 증가는 그 산업에서의 직접적인 노동수요증가와 환경산업에 대한 수요증가로 인한 간접적인 노동수요의 증가를 이끌었던 것으로 추정되었다. 반면에 환경예산 중 오염매체에 대한 정부의 직접관리 비중 강화는 환경오염방지투자에 대한 사적 인센티브를 줄여 노동수요를 줄였으나 환경오염방지 경상지출에 대한 비용 절약이 노동수요의 확대가능성을 높여 이들의 효과정도에 따라 노동수요가 변화되는 것으로 파악되었다. 마찬가지로 산업의 집중은 집적효과로 인한 환경투자에 대한 인센티브약화 또는 환경오염방지 경상지출 감소에 따른 노동수요 확대가능성으로 두 효과의 크기에 따라 노동수요가 변화되는 것으로 추정되었다.
따라서 환경오염방지지출에 따른 제조업에서의 고용창출효과는 적어도 부정적이지는 않으나 크게 있지는 않은 것으로 추정되어지며 특히 98년 외환위기를 겪으면서 환경오염방지투자 증대에 따른 고용창출효과는 그 이전에 비해 줄어든 것으로 보인다. 이러한 점에서 볼 때 환경을 보호하고 고용을 창출하기 위한 두 가지 효과를 동시에 달성하는 것은 쉽지 않으므로 오히려 두 가지 효과를 동시에 달성하기 보다는 한가지를 추구하는 과정에서 다른 한 가지가 부수적으로 성취되는 것이 효율적인 측면에서 보다 자연스러운 방법이 될 수 있을 것으로 생각된다. 따라서 환경을 보호하기 위해 환경친화적인 산업을 지원할 때 부수적으로 고용이 창출되게 하는 것이 바람직한 방법이 될 수 있을 것이다.
따라서 본 연구에서는 환경산업에 대한 수요증가가 직·간접적인 고용창출을 일으키는가를 알아보기 위해 산업연관표를 이용한 고용파급효과를 분석하였다. 분석결과 2005년도 환경시장의 규모가 16조원에 달할 것(환경관리공단, 2002)이라고 예상할 경우 고용계수를 이용한 환경산업(환경재화중심의 협의의 환경산업)의 직·간접 고용 창출인원은 26만명 수준에 이를 것으로 보인다. 또한 환경산업은 중간재적인 성격을 지닌 산업으로 간접고용파급효과가 큰 것으로 나타났고 제조업 중에서도 중간 수준의 고용창출 능력을 보여 향후 환경보호와 고용창출을 이끌 주목할 만한 산업임을 확인할 수 있었다. 이 밖에 신재생에너지에 대한 해외의 동향과 고용창출결과를 살펴 본 결과 독일과 같은 경우 풍력에너지산업의 성장을 통해 급격한 고용증가현상을 보이는 등 고용창출에 긍정적인 역할을 하고 있음을 확인할 수 있었다.
이러한 분석을 통해 제한적이나마 환경을 보호하면서 고용을 창출할 수 있는 정책방향을 정리해 보았다. 이를 위한 정책은 크게 환경정책, 산업정책 또는 공공정책으로 분류하였으며 각각을 알아보면 다음과 같다. 환경정책 측면에서는 기업의 공정개선을 통한 오염감축을 지원하되 노동집약적인 방법을 사용하도록 유도하고, 환경친화 상품의 소비 진작을 통한 고용능력 확대를 위해 환경친화상품의 안정적인 시장확보와 환경교육 및 홍보에 대한 정책을 강화하며 모니터링의 강화를 통한 기업의 환경오염방지투자 인센티브를 증대시키는 것이다. 그러나 이러한 정책방향은 효율적인 자원분배를 제한하며 기업의 활동을 위축시킬 여지가 있으므로 보다 정밀한 연구가 진행되어야 할 것이다. 산업정책 측면에서는 환경산업과 재생에너지 산업과 같은 환경친화적인 산업을 지원하며 중소기업과 같은 한계기업을 도와주기 위해서는 집적효과를 극대화시켜 환경오염방지지출에 대한 부담을 덜어줄 수 있도록 정책을 유도해야 할 것이다. 공공정책 측면에서는 정부의 환경매체시설 투자 및 관리를 강화해야 하되 그 방향이 기업의 환경오염방지지출 인센티브를 줄이지 않는 방향으로 진행되어야 한다. 즉, 이는 기업을 위한 환경오염방지시설 보다는 생활환경개선을 위한 환경오염방지시설에 대한 투자를 강화시켜 노동력확보에 드는 기업의 탐색비용을 절약시키는 방향으로 나아가야 한다.
본 연구는 여러 가지 면에서 한계점을 가지고 있다. 첫째 중요한 한계점은 본 연구가 부분균형분석이라는 점이다. 따라서 정책의 전산업 파급효과와 이에 따른 전반적인 산업구조 변화 및 노동수요 변화에 대해서는 분석하는데 한계가 있다. 이와 같은 분석을 하기 위해서는 일반균형모형의 개발이 시급하다. 둘째, 자료의 제약이다. 아직 환경오염배출부담금과 같은 전통적인 의미의 경제정책에 대한 분석은 시계열의 확보가 불가능하여 여러 제한점이 있으며 특히 환경산업과 같은 부분은 아직 정확한 자료와 분류체계를 발견하기가 어렵다. 따라서 이들 자료에 대한 정보가 입수되면 더욱 충실한 분석이 될 것이다.
The debate on the effect of the environmental policy on employment has continued for a long time. While the agreement on this debate still has not been reached, the majority believes that, at least, the environmental policy is not against employment. A recent OECD study on Environment and Employment: An Assessment(2004) supports the above idea by indicating three points, such as i) environmentally-related activities in the private, public and tertiary sectors have become a significant source of employment in a number of OECD Member countries, ii) the employment double dividend remains uncertain and small (positive effect), iii) when looking at the short term and sectoral level, the effects of environmental policy on employment may be substantial.
In this research, we try to find out the path for the effect of environmental policy to the labor demand of companies in Korea manufacturing industries with an empirical practice. The baseline for this practice is as follows - in decision making processes, the companies do not consider the effect of their production behavior on environment since the environment is treated as a public good. In order to force them into including the environment in their decision making processes, the government must regulate their behaviors with the implementation of environmental policies. When the companies comply with the rules of the government, they make additional payments, which are called pollution abatement costs. The introduction of a new burden, pollution abatement cost, may limit the companies' capacity of hiring the workers and reduce the labor demand or may transfer, or sometimes create, labor demand from the traditional sectors to the new sectors which are necessary to meet the level of environmental regulation. The estimation process is set up based on this logic and existence of the path can be checked.
Pollution abatement costs by the manufacturing industries, which are collected by the Bank of Korea, are used in the estimation. In this data set, manufacturers are categorized into 10 different industries - food·beverage, textile ·clothing·leather, lumber products, paper·printing, oil·chemical·rubber, non-metallic products, basic metals, fabricated metals·machinery equipment, vehicle·other transportation equipment, and others. Information on employment and production by industries have been collected from the National Statistical Office (or KOSIS). As policy variables, we used i) the number of air pollution inspect per a company, which represents the level of monitoring, ii) the budget share of the Ministry of Environment which is used for the ministry to manage pollutants directly, iii) Herfindahl index which measures the intensity of concentration by industries. The source data of the above data set is available from the Ministry of Environment and the National Statistical Office. We cover ten years from 1992 to 2002 to estimate the effect of the environmental policies on employment by industries.
Random effect from the IV estimation is also used. As explained before, we set up the model as a two-stage process. At first stage, the intensity of environmental policy which is represented by three policy variables affects the decision of how much expenses are made to comply with the policy by the companies. And second, given the level of policy and expenses, labor demand is decided. IV estimation technique is one of the appropriate methods to estimate. We use Balestra and Varadharajan-Krishnakumar estimator.
We can find positive and negative paths from the estimation. The positive path indicates that both the environment-protection activities and the labor demand of companies increase together. The negative one means that the increase of environment-protection activities decreases the labor demand of companies. The positive path to the employment increase comes from i) the need for workers for environment-protection activities ii) the company's enlarged capacity of hiring workers due to cost-saving from the positive agglomeration effects. The negative one comes from the burden of extra cost which is levied by regulations. Therefore, the net effect of environment policy on employment depends on the amount of the two effects. So the job creation capacity of the environmental policy can be limited in the long run, as indicated in the OECD (2004) reports.
One of the best ways to amplify the job creation capacity of the environmental policy is to give direct support to the environment-industries and the new renewable energy industries. The environment-industries have the characteristics of intermediate industry, which means that the spread effect of the industry on the other industry is ranked relatively higher than that of other industries in manufacture. When we consider the expansion of environment industry market, we can expect 260 thousand jobs created by the year 2005. In case of renewable energy industry, we can confirm the positive job creation capacities from case studies in foreign countries. These evidences suggest that giving support to the environmental friendly industries is the best way in both protecting the environment and increasing the labor demand at the same time.
Based on this analysis, we can find policy implications as follows; in view of environmental policy, first, it is good for the government to support labor-intensive pollution abatement technique for increasing the labor demand. But this policy direction can be quite limited from the efficiency point of view. Second, the government needs to strengthen the monitoring process. Sometimes people misunderstand that the release of monitoring and the pursuing of the market-based environmental policies are the same. But the truth is that the success of market-based environmental policy relies upon the accuracy of monitoring. Furthermore, as our estimation result shows, the strengthening of monitoring gives the incentive for companies to invest for the environment protection activities and finally increase the labor demand. Third, the support for the environmental friendly good consumption can also increase the labor demand (because the consumption drives the labor demand in a new sector) and environment protection.
In view of the industry policies, first, it is best for the government to provide support for the environment-industries and renewable energy industries. As we mentioned above, the environment-industries are growing widely around the world and the intermediate characteristics of environment-industry is appropriate for boosting the labor market. In the case of renewable energy, there exists powerful effect of labor demand because of import substitution effect of energy. Second, the strengthening of agglomeration effect is required to enhance labor demand, especially for the small-medium companies. The acquisition of scale economy is one of the best cost-saving ways. When there are many small companies, it is difficult for them to agglomerate by themselves due to many reasons. Therefore, it is necessary for the government to help them to get organized. By doing so, they can achieve scale economy in environment- protection activities and increase the capacity of job creation with cost-savings.
In view of public investment, to increase labor demand and protect environment, it is more efficient for the government to invest social capital for improving the quality of life in a community. Since the social capital investment for saving the cost of environment protection activities in business sector can diminish the incentive of companies for keeping environment clean, the direction of social capital investment must be focused on the residential environmental sector. If the social capital increase in the residential areas can improve the quality of life in those areas, then the areas are attractive for people to reside in and the cost of search for companies to find out necessary workers is relatively low. Therefore, it is likely for companies to increase their hiring capacities. On the top of that, public investment itself increases labor demand directly.
In this research, we have some major limitations. The main limitation is that this study is only a partial equilibrium approach. Generally, the effect of one policy can affect every behavior of economic agents through several substitutions. To capture the whole phenomena, general equilibrium approach is required. Unfortunately, we did not fully consider the general equilibrium model to simulate the policy effect. So it is necessary to develop the general equilibrium model soon. The limitation of data is critical every moment. Especially, there is no consistent classification of industry for the whole variables. This can lead to the biased estimation results. These whole weaknesses must be overcome to get concrete results. Finally, in this practice, we do not cover some industry sectors like the service sector. However, when we consider the fast growing speed of the service sector and its job creation capacity, the analysis for this is required.
