Education in Korea has been carried out without firm guidelines for the accomplishment of the goals. Without setting up of fundamental and synthetic plans to deal with this problem in school education, the students will not be able to be freed from the limitless competition of grade and rank. We have to provide bases for the effective academic training, disciplining, and career counseling. As a response to this need this thesis is written.
Every student has to be allowed to pursue one's own dreams and develop life fully according to each one's talent, capability, vision, interest, view, effort, and cooperation to every student for the high quality human education. For this, educational philosophy, theory, and method must be organically systematized so the professional educators can have bases for sharing of roles and cooperation. One of the core tasks for this is for every student to set up goals of education for the best accomplishment one's own dreams and development of self.
This study, to satisfy the above need, depending upon the conceptual guidelines about human education developed by the Society for the Study of Human Education, tried to contribute to the equalization of excellent human education in elementary and secondary education in Korea by providing basic resources for the setting up of the standard for the accomplishment of educational goal in school, student, formal, and intentional education.
I have chosen 3 study subjects to accomplish the above goals; first, clarification of conceptual guidelines related to the setting up of the standard for the accomplishment of educational goal; second, confirmation of the possibility to actualize the equalization of excellent human education with the use of actual cases in the field of school-student-formal-intentional education for the students with various backgrounds; third, setting up of the standard for the accomplishment of educational goal which will be used as the guideline for the actualization of excellent human education in elementary and secondary education in Korea.
To deal with the above study objects in detail, 3 approaches were used. First, the conceptual guideline was prepared by the comprehensive and systematic analysis of the last twenty years' graduate school lectures and documents on the study of human education. Second, through the actual test and study focused on last two years' series of seminars of field education offered by HERI, the basis for the positive analysis and systematic study of the performance of the application system for the reformation of education structure as a DGPS-support-system. Third, with the research and resource support by the DGPS General Support Office, a scale analysis and interpretation for the setting up of the standard for the accomplishment of educational goal is done.
The followings are the summary and suggestion of the normative and positive study results based upon the purpose, subjects, and methods of the study.
First, the conceptual standard for the setting up of the standard for the accomplishment of educational goal clarified by the writer is a concept which is consistently systematized the ideological-theoretical-systematic-realistic reality of human education in the study of human education in general and in detail. This concept system makes the ideology-theory-means and method-system of human education consistent and works as a standard of the system which could help the professionals in education field to share the roles and cooperate for the equalization of excellent human education.
Second, this study confirmed the possibility of the equalization of excellent human education in school-student-formal-intention education field through the analysis of the positive cases based upon DGPS supported NETL based upon the conceptual standard clarified in this study. First, this writer discovered that each student has different talent, potentiality, interest, view, dream, effort, and cooperation in accomplishing their self to the best. And this writer discovered that the reality and tendency of the students' study characteristics can be objectively understood in the process of regular teaching-learning by using the DGPS supported NETL which is being creatively and continually developed on the basis of human education's ideological-theoretical-systematic-realistic reality which is systematically conceptualized by the study of human education. Second, the consistent use of DGPS support system in the regular teaching-learning process and in home study is necessary. But there are some portions cannot be carried out by the human educators. This study, however, discovered that much of these duties of teachers can be automated and carried out by the substitutes. These confirmations made this writer think that there is a possibility of each student to set the goals appropriate to him/herself and to actualize self to the highest degree with the improvement of the system of performance of one's duty which will contribute to the development of human education.
Third, this writer set and offered, like in the table 12, the standard for the accomplishment of education goal which will work as a standard for the actualization of the equalization of excellent human education in the elementary and secondary education of Korea with the support of DGPS.

Though this study is limited in its scope, it is based upon the presumption that curriculum and the regulations related to education will be improved creatively and the ideal and value of the equalization of excellent human education which human community pursues will be accomplished with the creative improvement of the system of all education professionals' performance of duty. Therefore, "The Summary Table of the Standard for the Accomplishment of Education Goal" suggested by this will become a standard for the consistent accomplishment of education's ideological purpose, content purpose, progress purpose in the process of teaching-learning. Thus, "The Summary Table of the Standard for the Accomplishment of Education Goal" can be coherently used as a part of reference continuing education in the systematized school education.
