‘Publicness’ is a key concept of public administration in theory and practice. But a little attention has been paid on that concept. So in this article, in order to searching for an idea of publicness, an etymological study of publicness is made and the various definitions of dictionary is reviewed. And the usages of publicness in organization theory and public policy is examined. The idea of publicness includes both meanings of the social justice(or public interest) in ethical dimension and the substantive democracy in political dimension. Why does the publicness fall into a crisis? In order to answering this question, Arendt’s theory of public sphere is utilized. According to a theory of public sphere, an advent of social realm, which is dominated by a market mechanism, is a modern phenomenon. The expansion of social realm results in the decline of public sphere which the public participate in and debate on the problems of community. This phenomenon is remarkable in the resent reformation programs of public sector. From critically reviewing Reinventing Government(1992) of Osborne & Gaebler, I illustrate an example that the idea of publicness is threaten. This crisis of publicness can be overcome by the restoration and activation of public sphere. The conditions of activation of public sphere are the participation, the communicative competence, and the speech situation excluded power relations.

국문 초록 (Abstract)

공공성 개념은 행정의 핵심적인 개념임에도 불구하고 그에 대한 연구가 충분하게 이루어지지 않았다. 따라서 이 글은 공공성에 대한 관심의 촉발과 중요성의 부각을 위해 공공성의 일반적 의미를 포괄적으로 검토하였다. 우선 공공성의 의미를 어원적으로 추적하고, 사전적 의미를 분석하였으며, 행정학에서 이 개념이 주로 어떤 방식으로 다루어지고 있는지를 살펴보았다. 이를 통해서 윤리적으로는 사회정의 혹은 공익을, 그리고 정치적 차원에서는 참여를 강조하는 민주주의를 공공성 이념의 내용으로 규정하였다. 그리고 이러한 공공성의 이념이 사회적 성격과 주류 행정개혁 프로그램에 의해 어떻게 위협을 받고 있는지를 분석하였다. 주로 아렌트(H. Arendt)의 공공영역이론을 토대로 영역의 변화과정을 추적하였고, 행정개혁과 관련해서는 오스본과 개블러(Osborne & Gaebler)의 ‘정부재창조’ 모델을 분석하였다. 이를 통해서 민주주의와 사회정의 혹은 공익이 심각하게 위협받고 있다는 점과, 이론적 실천으로서 인지정치의 문제점을 지적하였다. 그리고 공공영역의 활성화를 통해서 위기에 처한 공공성 이념의 재활 가능성을 모색하였다.
