군인자녀 교육의 실태에 관한 연구

국문 초록 (Abstract)

본 연구에서는 군인복지에 대한 일반적 상황과 특성들에 대해 살펴보고 복지정책 중 군인 자녀들의 교육 실태에 대해 연구해 봄으로써 이에 대한현황과 문제점 개선 방안등에 대해 알아보았다.
이를위해 국내/외 군인복지에 대한 관련 문헌들을 중심으로 일반과 군사회의 복지정책에 대해 연구하였으며, 문헌은 주로 관련내용 학위논문이나,학술지, 저널에 개제된 아티클 등을 중심으로 수집하여 사용하였고, 이러한 문헌을 중심으로 한 이론적 배경을 바탕으로 설문조사와 분석을 통해 군인 자녀들의 교육에 대한 현황에 대해 알아 보았다.
군인자녀 교육의 실태에 관한 연구 결과는 다음과 같다.
군인복지의 정의는 정부, 국방부, 군인공제회 및 기타 자조조직 등이 주체가 되어 군 조직내/외의 모든 구성원과 군인가족들을 대상으로 군 조직내/외생활상의 물리적, 정신적 욕구를 충족시킬수 있도록하는 제급부, 시설, 활동의 체계라고 할 수 있다.
군 복지의 특성은 국방부가 주체가 되어 미래사회의 발전과 안보환경 변화를 고려하여 제반 복지요소가 통합된 군 종합복지정책을 추진해 나가고 있으며 국가의 지역균형발전 정책하에 그 일부로서 추진된다는 특성을 가지고 있고 군 조직의 특성상 노사협의가 허용되지 않는 시혜적 복지의 성격을 띄고있다.
직업군인의 특성상 갖는 자녀 교육의 문제는 잦은이주, 교육을 위해 장기 간 부모와 떨어져 생활하는 자녀의 성장환경 및 외지근무로 인한 아버지의부재, 초과/과다 근무, 조기전역에 따른 교육의 부담 등 부모의 직업적 환경이 교육에 크게 영향을 미치고 있는 것으로 나타났다.
군인자녀의 교육 실태에 관한 현황과 개선방안을 알아보기 위해 조사의 대상을 선정 설문지를 구성하고 20∼50대의 연령층의 현역군인 167명의 설문 응답으로 통계 분석하였다.
연구과제는 일반직업과는 다른 직업군인의 일반적인 특성이 자녀 교육 방법과환경, 교육에 대한 인식과 만족도에 어떠한 영향을 주는지와 함께 어떠한 조치를해야 하는지 시사점을 찾는 것이며, 분석결과 군인의 일반적 특성이 자녀교육의 환경이나 만족도에 영향을 주고 있음을 알 수 있었고, 근무여건과 복지개선, 임금의 현실화 등이 미래지향적으로 변화되어야 복지에 대한 만족도(저녀교육부분에 한정하여) 높아질 것으로 확인되었다.
이러한 연구결과는 군인들에게 더 다양하고 질 높은 복지후생을 지속적이고 효율적으로 제공한다면 군인의 사기와 국방력은 증가될 수 있음을 검증하였으나, 좀더 심층깊은 연구를 위해서 차후 연구에서는 조사의 대상을 확대하여 연구에 대한 정확한 실험 결과을 얻고 각 군별 특성에 따른 구체적인 차이를 명시하며, 교육만족과 관련된 좀더 다양한 변수를 포함한 연구를 수행하여 자녀교육 부분 지원에 군인이 어떠한 만족감을 높일수 있는가에 대한 제시를 하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study examined general conditions and characters of military welfare system, researched actual conditions of education for military families' children among many welfare policies, then, searched for measures to improve problems and real conditions.
For these purposes, this study examined the welfare system conducted in the military society as well as the ordinary society, focusing literature related with domestic and foreign countries' military welfare systems. Literatures used in this study were theses or articles published in scientific books or journals. Based on theoretical backgrounds made by those literatures, a questionnaire survey and a close analysis work were conducted to know actual conditions of education for military families' children.
Results from the study on actual conditions of education for military families' children are as follows;
The definition of military welfare is a system of distribution, facility, and activity, which satisfies military people and their families' physical and mental desires by the government, the Ministry of National Defense, the Military Mutual Aid Association, and other self-institutions.
Characters of military welfare are that the main body, the Ministry of National Defense propels comprehensive military welfare policies unifying every welfare element, considering development of the future society and changes of security conditions, and that policies are conducted under the principle of the nation's balanced development. And struggles or conference between management and labor are not allowed, in other words, it is a beneficial welfare system.
The problems of education for military families' children are that they live apart from their parents because of frequent moves, their growth environments are insecure, they don't with fathers who are engaged in overseas service, and other environments related with fathers' occupations like overtime work, excessive work, early transfer influence education for their children.
In order to know actual conditions of education for military families' children and improvement measures, study subjects were sampled, a questionnaire was made, and its examination results obtained from answers of 167 soldiers in active service in their 20-50s were statistically analyzed.
Tasks were to examine how different they are from characters of other occupations, also, to investigate what influences occupational characters of professional soldier have on educational methods for their children, educational environments, recognition of education, and satisfaction degrees with education, finally, to find out what measures should be taken. These activities proved that general occupational characters of professional solider have an influence on educational environments as well as satisfaction degrees with education fro children. Therefore, satisfaction degrees with the welfare system(limited to the area of education for children) would increase, only when working conditions, improvement of the welfare policies, readjustment of wage to a realistic level change in the future-oriented direction.
These study results tell that providing soldiers with more various and quality welfare programs continually and effectively would enhance the morale of the troops as well as the power of national defense. For the sake of a deeper study, next reports need expand the range of study subjects, get more exact experimental results, clarify concrete differences by each county(gun)'s characters, conduct studies including more various variables related with educational satisfaction, finally suggest what satisfactions soldiers can have in the area of educational support for children.
