미국 위성방송의 문화산업화 양상 = The Cultural Industry of American Satellite Broadcasting System

FCC(Federal Communications Commission) has become a legal institution to furnish and regulate Amercican broadcasting as telecommunication industry according to Communication Act of 1934. It opened a concrete way to deal the product of American broadcast communication as cultural industry. The innovative transformation of communication technology and the matured mass media market decisive factors to make American broadcast communication a cultural industry. The success of geostationary satellite experiments in 1960s began to make Amercian broadcasting worldwide infromamtion channels. The purpose of this study is on reviewing how the Amercian satellite broadcasting can develop its communication industry by changing the telecommunication policy in America.
Satellite broadcasting means a communication technology to use communication satellite or DBS(Direct Broadcasting Satellite) for broadcast communication. The Open Sky Policy to was confirmed by US Congress in December 1972. The communication regulation policy to Keep public interest, convience, and necessity was deregulated in 1978. By the deregulation policy Amercian broadcasting has begun a new era of telecommunication as cultural industry. To preserve the audiences' watching rights The US Senate passed the Satellite Viewing Rights in 1984.
NITA TESECOMM 2000by US Department of Commerce and Megatrends 2000 by Naisbitt shows that communications in the information society must be an important resource as the fossil fuels in the development of industrial societiss. Amercia now prepare to meet this era by innovating communication technologies and making efficient domestic and international market systems. Satellite boadcasting is also evaluated to be a profitable cultural industry. INTELSAT and COMSAT have kept their positions competive in national and international markets, and another satellite system will be launched. With the coming inforamtion society satellite broadcasting in America will be more widely used for broadcast communication.
