The work related to disaster management is divided into normal and emergency, and there are many variations in the content or intensity of the work. In a disaster situation, mutual cooperation between a number of agencies or departments is required, and it has difficulties that must be carried out urgently in a limited time. In addition, it has a structure in which a number of emergency organizations are formed when a disaster situation occurs. The Central Disaster and Safety Countermeasures Headquarters will be established in the central government, and the Cities and Provinces Disaster Safety Countermeasures Headquarters will be established in provincial areas. In addition, disaster-related ministries may have a central accident management headquarters and a regional accident management headquarters. In addition, an emergency rescue control team, an integrated disaster site support headquarters, an on-site command center, and an on-site emergency medical center will be established at the disaster site. In order for tasks between these emergency organizations to be carried out organically in a disaster situation, it can be said that it is important to clarify, educate, and train the division of roles of the person in charge who performs the tasks. Fire fighting organizations usually perform activities such as prevention and suppression of fires, rescue and first aid activities, and life safety support, but in disaster situations, they serve as control towers for rescue and first aid activities at the front line of the disaster site, which is the Central Emergency Rescue Control Team and the Regional Emergency Rescue Control Team. In such an urgent situation, the head of the fire department must direct the local emergency rescue control team, so its capability can be said to be very important. Recently, however, there have been incidents in which work between these organizations has not been carried out organically at the disaster site. Through literature research, this study aims to derive the inherent problems in performing tasks between these non-emergency organizations, the authority and improvement measures of the fire department head necessary for performing tasks.
