핵에너지의 윤리적 검토 = Ethical Examination about Nuclear Energy - Focusing on Hans Jonas' Responsibility Ethics -

국문 초록 (Abstract)

한스 요나스는 현대 과학기술에 대한 철학적 성찰과 인간을 포함한 전 지구적 생태계의 미래에 많은 관심을 가지고 이를 철저하게 숙고를 한 철학자이다. 그러한 성찰의 결과 그는 시대적 요청으로서 ‘책임윤리’를 강조한다. 요나스에 의하면 인류는 생명의 본래적 가치를 보전하고 생명을 지속시켜야 할 의무를 떠맡아야 한다. 따라서 현세대에게 요청되는 기술적 활동은 자연환경이 수용할 수 있는 범위 내에서, 그리고 미래세대가 존속할 수 있는 범위 내에서 추구해 나가야 한다. 이를 위해서는 무엇보다도 사후적으로 부가되는 과거 지향적인 책임을 넘어 미래적 사태에 대한 책임을 고려해야 한다. 그리고 현세대는 현대 과학기술의 창조자로서의 책임을 떠맡아야 한다. 이는 마치 부모가 신생아에 대해 가치는 책임처럼 총체적이고 연속적이며 미래지향적인 책임이다. 이러한 책임은 미래세대에 대해 현세대가 전적으로 떠맡아야 하는 책임이다.
이러한 요나스의 책임윤리의 관점에서 핵에너지를 검토하면 다음과 같은 결론을 얻을 수 있다. 핵에너지는 인간의 능력과 자연환경의 수용범위를 넘어서 인류를 포함한 생태계의 지속적인 존립자체를 위협하는 에너지이다. 따라서 핵에너지의 위험을 사전에 차단하고 예방할수 있는유일한 방법은, 현인류가존재적인 책임을질수 있는 유일한 방법은핵 에너지의 사용중단 밖에는 없다.

다국어 초록 (Multilingual Abstract)

H. Jonas is a philosopher who have been interested in and thought over the philosophical reflection on modern scientific technology and problems related to human future. Briefly, he emphasizes the following in his responsibility ethics. First af all, humans should respect the value of life and take charge of the duty to maintain it. Therefore, humans should keep pursuing the technological activities that are needed to modern humanity, within the scope that the natural environment is acceptable and the future generation can survive. And the current generation should take into consideration ‘precautionary principle", which think proactive responsibility as well as reactive responsibility. This means that the current generation should be able to predict and prevent the results of the possible actions in advance, in order to avoid serious crisis. Lastly the current generation should take the responsibility as the creator of science and technology. It is like responsibility parents take for their newborn, That is, newborn survival entirely depends on their parents. At this time, parental responsibility is collective, continuous and future-oriented. We current generation should take over this responsibility for the future generation.
But what about nuclear energy we use today? Is nuclear energy fully qualified as ethical energy within the scope of ethic of responsibility Hans Jonas comments about the future generation?
Above all, nuclear energy which threatens the right and existence of the next generation is never sustainable energy. We have thoroughly experienced through the two catastrophes that nuclear energy is the most painful and horrible unprecedented disaster. That is to say, nuclear energy that goes beyond human"s ability and natural environment"s capacity threatens the consistent existence of ecosystem including human species. Also, only with the present knowledge and information, we can never expect what kind of damages and threats nuclear energy will give to human beings and ecosystem. In other words, nuclear energy requires the responsibility which is beyond the creator"s ability. Consequently, the only solution to block and prevent the hazard of nuclear energy beforehand is to discontinue the use of it.
