평화통일교육의 정치적 목적과 실천방안의 재정립 : 학습자의 정치적 자율성과 주체성 강화를 위한 새로운 방향 모색 = Reestablishement of Polical Objectives and Prace Methods of Peaceful Unification Education: A Research on New Directions for Empowerment of Political Autonomy and Subjectivity of Learners

국문 초록 (Abstract)

이 연구의 궁극적인 목적은평화통일교육의 정치적 목적과 실천방안을 새롭게 재정립하는 데에 있다. 민주주의 사회에서 시민은 정치의 주체이다.
따라서 한반도 평화와 통일의 주체 역시시민이 되어야 한다. 새로운 평화통일교육은 한반도 평화와 통일의 과정에서 평화와 인권을 실현하기 위한 윤리적-정치적 실천을 고민하는 시민을 양성하는교육이 되어야 한다. 이를 위해 무엇보다 먼저 학습자의 정치적 자율성과 주체성을 존중되어야 한다. 서독(독일)의 정치교육은 1976년 ‘보이텔스바흐 합의’를통해 학습자의 자율성과 주체성을 존중하고 대신에 정치적 양극화로부터 자유로워질 수 있었다. 새로운 평화통일교육역시 정치와 교육의 관계를 재설정함으로써 학습자(시민)의 자율성과 주체성을보장해야 한다. 그렇게 되면, 정치와 교육의 관계는 위계적인 관계가 아니라 수평적인 관계로 전환되게 된다. 또 교육현장은 한반도 평화와 통일에 관한 다양한 이슈들을 논의하는 ‘공론장’이 될 수있다. 이 연구는 학습자의 정치적 자율성과 주체성을 실현하기 위해 평화통일교육은 크게 세 가지 변화방향을 제시하고자 한다. 먼저 포용적 교육이 되어야한다. 평화통일교육은 한반도의 평화와통일과 관련된 다양한 이슈에 대해서 다양한 생각이 존재한다는 점을 인정하고포용할 수 있어야 한다. 둘째, 평화통일교육은 한반도의 분단이라는 특수한 맥락을 고려하면서 동시에 평화와 인권이라는 인류 보편의 가치를 지향하는 평화교육과 인권교육이 되어야 한다. 셋째, 평화통일교육은 한반도의 평화와 통일이 남북한만의 문제가 아니라 세계사회와 세계시민들과 함께 연대하고 협력하여 해결해야 할 과제라는 점을 인식하는세계시민교육이 되어야 한다.

다국어 초록 (Multilingual Abstract)

The final purpose of this research is to newly restablish the political objectives and practical methods of peaceful reunification education. In a democratic society, citizens are the subjectivity of politics, so that they must also subjectivity on the process of peace and unification in the Korean peninsula. The new peaceful unification education aims to cultivate citizens who contemplate ethical-political practices for realizing peace and human rights throughout the process of peace and unification on the Korean Peninsula.
To achieve this, it is essential to prioritize and respect learners’ political autonomy and subjectivity. Political education in West Germany(Germany) was able to free itself from political polarization by respecting learners’ autonomy and subjectivity through the “Beutelsbach Consensus” in 1976. Therefore, the new peaceful unification education should ensure learners’ autonomy and subjectivity by redefining the relationship between politics and education. If that is the case, the relation between politicss and education will transform from hierarchial to horizontal. Addtionaly, the education fields can become a ‘public sphere’ for discussing various issues relatied peace and unification on the Korean Peninsula. This study wants to propose three major directions for achieving learners’ political autonomy and subjectivity through peace unification education. Firstly, the peaceful unification education should become inclusive education. It should acknowledge the existence of diverse perspectives on various issues related to peace and unification on the Korean Peninsula and be able to embrace these differences. Second, the peaceful unification education should aim to be both peace education and human rights education, considering the unique context of the Korean Peninsula’s division while upholding the universal values of peace and human rights. Third, peace unification education should be recognized as global citizenship education, understanding that the issues of peace and unification on the Korean Peninsula are not solely the problems of North and South Korea but challenges that need to be addressed in solidarity and cooperation with the interntional community and global citizens.
