환경오염 위험의 원인 및 해결방안에 관한 이해관계자 간 상호 이해와 오해: 상호지향성모델을 중심으로 = Mutual Understanding and Misunderstanding among Stakeholders on the Causes and Solutions of Environmental Pollution Risk Affairs : Toward a Co-orientation Model

Objectives The main objective of this study is to analyze the perception of the problem of environmental pollution risk using the co-orientation model. The aim is to find ways to enhance communication between stakeholders. By examining the situation and perceptions of stakeholders regarding the environmental pollution problem, it can be determined what aids each stakeholder in reaching their goals. Furthermore, it is believed that comprehending how stakeholders perceive environmental pollution risk will contribute to improving overall communication effectiveness, especially in the context of risk communication.
Methods This study examined the differences in perceptions of environmental pollution risk among three groups: the general public, vulnerable local residents, and local government officials. It found distinct differences in perceptions among these stakeholders. A total of 2,032 members of the general public, 802 residents of vulnerable areas, and 51 local government officials were surveyed regarding their perceptions of seven concepts: perceived environmental pollution risk status, perceived severity of environmental pollution, perceived vulnerability to environmental pollution, perceived causes, perceived solutions, perceived management entities, and provision of environmental pollution risk information.
Results The analysis of the agreement revealed that there was limited agreement between the general public and residents of vulnerable communities, with the exception of perceived severity. On the other hand, there were variations in perceptions between the general public and local government officials, as well as between vulnerable residents and local government officials, depending on the issue at hand. Regarding congruence, the general public assumed that the perceptions of vulnerable residents would differ from their own, while local government officials made different judgments depending on the issue. The accuracy analysis indicated that the general public had inaccurate estimations of the perceptions of vulnerable residents, and vulnerable residents had significant disparities in interpreting the general public’s perceptions. These differences in perceptions between groups were particularly noticeable in the relationship between the general public and vulnerable local residents. Even in the reciprocal orientation, an ‘imbalance’ was observed between the actual and estimated perceptions of the general public and vulnerable communities.
Conclusions Based on the findings, we have concluded that there is a need for communication activities to enhance engagement with environmental pollution damage. Furthermore, it is necessary to develop customized communication strategies that consider the characteristics of stakeholders. Additionally, it is crucial to carefully evaluate stakeholders’ concerns when delivering persuasive messages regarding the problem of environmental pollution damage and its solutions. We expect that active public relations and public discourse regarding environmental pollution will contribute to establishing better governance by reducing stigma and misunderstanding among stakeholders.
