인류무형문화유산 지원제도의 현황과 개선 방안 －‘한국의 탈춤’시도무형유산 예천청단놀음을 중심으로－ = Current Status and Improvement of Intangible Cultural Heritage Support System for Humanity －‘Talchum, Mask Dance Drama in the Republic of Korea’ focuses on Yecheon Cheongdan Noreum, an intangible heritage of the city－

국문 초록 (Abstract)

국가유산청은 국가무형유산 13종목과 시도무형유산 5종목을 선정하여 ‘한국의 탈춤’이라는 연속유산을 유네스코 인류무형문화유산 등재 목록에 추가하였다. 이는 국가유산청이 ｢유네스코 협약｣에 따라 추진한 것임으로, ｢유네스코 협약｣에 따른 국가의 의무도 수행해야 할 책임을 갖는다. 따라서 한국의 탈춤’ 18종목은 ｢대한민국 헌법｣, ｢무형문화유산보호협약｣, ｢국가유산기본법｣, ｢무형유산법｣ 등에 따라 국가가 관리해야 할 대상인 것이다. 그럼에도 불구하고 현행 제도에서 인류무형문화유산에 등재된 국가무형유산과 시도무형유산 종목을 구분하여 각기 다른 주체에 의해 관리하는 방식을 유지하고 있어 본 연구자는 인류무형문화유산 지원제도의 개선 방안을 검토하였다.
그 결과 다음 네 가지 방안을 제안하였다. 첫째, 인류무형문화유산에 등재된 시도무형유산 5종목을 국가무형유산으로 일괄 신규로 지정하는 것이다. 둘째, 인류무형문화유산 종목별 특성을 반영한 ｢인류무형문화유산법｣ 제정과 새로운 지원제도를 마련하는 것이다. 셋째, 국가유산청은 광역자치단체가 ｢무형유산법｣에 따라 일관된 제도를 운용하도록 정책과 제도의 체계화를 위한 대책을 강구하고, 자치단체에 무형유산 분야 전문직을 배치하는 법과 제도를 마련해야 한다. 넷째, 광역자치단체는 시도무형유산위원회가 충분한 조사와 연구를 통해 합리적 의견이 도출되도록 제도 개선에 노력해야 한다. 결론적으로 국가유산청은 ｢국가유산기본법｣을 토대로 일관된 정책과 제도가 시행되도록 법과 제도의 ‘통일성’과 ‘체계성’ 확보를 위해 노력해야 한다.
그러나 상기 제안만으로 인류무형문화유산의 활성화를 기대하기 어렵다. 탈춤 종목의 활성화를 위해서는 행정당국의 지원뿐만 아니라, 보존회의 자생적 노력, 지역사회의 지원과 협력도 필요하기 때문이다. 따라서 행정당국은 법과 제도의 효과적 운용, 보존회는 탈춤의 온전한 전승에 전념하도록 노력하고, 지역사회는 탈춤을 통한 지역브랜드의 가치를 높이는 노력이 함께 진행되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The 2022 UNESCO Intangible Heritage Protection Convention Intergovernmental Committee listed ‘Talchum, Mask Dance Drama in the Republic of Korea’, which consists of 13 items of national intangible heritage and five items of municipal and provincial intangible heritage, on the representative list of human intangible cultural heritage. Accordingly, the 18 items of ‘Talchum, Mask Dance Drama in the Republic of Korea’ are subject to the state’s management in accordance with the ｢Constitution of the Republic of Korea｣, ｢Convention on the Protection of Intangible Cultural Heritage｣, ｢Framework Act on National Heritage, and ｢Act on Intangible Heritage. And the general body of intangible heritage is the National Heritage Administration. Nevertheless, the current system maintains a method of separating and managing national and provincial intangible heritage items registered as human intangible cultural heritage, so this researcher reviewed measures to improve the human intangible cultural heritage support system.
As a result, the following four measures were proposed. First, the five items of municipal and provincial intangible heritage registered as intangible cultural heritage of humanity are promoted to national intangible heritage at once. Second, it is to enact the ｢Human Intangible Cultural Heritage Act｣ and prepare a new support system that reflects the characteristics of each item of human intangible cultural heritage. Third, the National Heritage Administration should devise measures for systematization of policies and systems so that metropolitan governments operate a consistent system in accordance with the ｢Intangible Heritage Act｣, and prepare laws and systems so that local governments are assigned professionals in the field of intangible heritage. Fourth, metropolitan and provincial governments should strive to improve the system so that provincial intangible heritage committees can derive rational opinions through sufficient investigation and research. In conclusion, the National Heritage Administration should strive to secure the ‘unity’ and ‘systemicity’ of laws and systems so that consistent policies and systems are implemented based on the ｢Framework Act on National Heritage.
However, it is difficult to expect the activation of human intangible cultural heritage only with the above proposal. In order to revitalize the mask dance event, not only the support of administrative authorities, but also the self-sustaining efforts of the preservation society and the support and cooperation of the local community are necessary. Therefore, the administrative authorities should make efforts to effectively operate laws and systems, the preservation society should strive for the complete transmission of mask dance, and the local community should make efforts to increase the value of local brands through mask dance.
