공공기관 기능조정 정책의 제도적 변화: 한국 사례의 국제 비교 분석 = Institutional Change in Public Institution Functional Restructuring: A Comparative Analysis of the Korean Case

국문 초록 (Abstract)

본 연구는 한국 공공기관 기능조정정책의 형성과 변화 과정을 제도적 관점에서 분석하는 것을 목적으로 한다. 공공기관 기능조정은 단순한 조직 효율화나 비용 절감 정책이 아니라, 국가의 정책 수행 체계와 공공부문 역할 재편 과정에서 나타나는 제도 변화의 한 형태라는 점에 주목하였다. 이를 위해 역사적 제도주의와 점진적 제도변화론을 주요 분석틀로 활용하였다.
연구 방법으로는 역사적 분석, 실증분석, 국제비교 분석을 결합한 혼합연구설계(mixed-method approach)를 적용하였다. 역사적 분석에서는 산업화 시기부터 최근까지 한국 공공기관 기능조정정책의 전개 과정을 검토하였고, 실증분석에서는 연도별 자료와 기관 수준 자료를 활용하여 정책충격과 정부개혁 기조가 기능조정정책에 미치는 영향을 분석하였다. 또한 영국, 프랑스, 독일, 일본과의 국제비교를 통해 한국 공공기관 개혁의 제도적 특징을 검토하였다.
분석 결과, 공공기관 기능조정정책은 경제위기와 재정압박 등 외부 정책충격의 영향을 받는 것으로 나타났으며, 특히 정부개혁 정책과 같은 정치적 요인이 기능조정정책 추진에 중요한 영향을 미치는 것으로 확인되었다. 실증분석에서는 재정압박과 경제위기 변수가 기능조정정책과 유의한 정(+)의 관계를 보였고, 정부개혁 정책 변수는 가장 높은 설명력을 나타냈다. 이는 공공기관 기능조정정책이 단순한 경제적 필요에 대한 반응이 아니라 정치적 의지와 정책 우선순위에 의해 강화되는 정책 영역임을 보여준다. 또한 한국의 공공기관 기능조정은 기관 폐지나 대규모 민영화와 같은 급진적 구조개혁보다 기능 재배치, 역할 조정, 사업 재구성과 같은 점진적 제도 변화의 형태로 전개되는 경향이 강한 것으로 나타났다. 이는 공공기관이 축적해 온 법적 권한, 조직 자원, 정책 네트워크 및 이해관계 구조가 변화의 범위와 속도를 제약하기 때문으로 해석된다. 국제비교 결과에서도 한국은 기존 공공기관 체계를 유지하면서 기능을 조정하는 점진적 제도 변화 경로를 보이는 것으로 분석되었다.
본 연구는 공공기관 기능조정정책을 국가 정책 수행 구조의 재편 과정으로 분석하고, 경제적 요인뿐 아니라 정치적·제도적 요인의 상호작용 속에서 설명하였다는 점에서 의의를 가진다.

다국어 초록 (Multilingual Abstract)

This study aims to analyze the formation and transformation of functional adjustment policies for public institutions in South Korea from an institutional perspective. It argues that functional adjustment should not be understood merely as a policy of organizational efficiency or cost reduction, but rather as a form of institutional change associated with the reorganization of the state’s policy implementation system and the role of the public sector. To explain this process, the study employs historical institutionalism and the theory of gradual institutional change as its main analytical frameworks.
Methodologically, the study adopts a mixed-method approach combining historical analysis, empirical analysis, and comparative analysis. The historical analysis examines the evolution of functional adjustment policies from the industrialization period to the present. The empirical analysis uses both annual aggregate data and institution-level panel data to investigate the effects of policy shocks and government reform initiatives on functional adjustment policies. In addition, a comparative analysis of the United Kingdom, France, Germany, and Japan is conducted to identify the institutional characteristics of South Korea’s public institution reforms.
The findings show that functional adjustment policies are significantly influenced by external policy shocks such as economic crises and fiscal pressures. In particular, political factors, especially government reform initiatives, were found to have a strong impact on the implementation of functional adjustment policies. The empirical analysis demonstrates that fiscal pressure and economic crises are positively associated with the expansion of functional adjustment policies, while government reform policies exhibit the strongest explanatory power. These findings suggest that functional adjustment policies are not automatic responses to economic conditions, but are strongly shaped by political intentions and policy priorities.
The study also finds that South Korea’s functional adjustment policies tend to proceed through gradual institutional change rather than radical structural reforms such as large-scale privatization or organizational abolition. Functional reassignment, role adjustment, and business restructuring have been more common than abrupt institutional replacement. This tendency can be explained by the constraints created by accumulated legal authority, organizational resources, policy networks, and stakeholder interests within public institutions. The comparative analysis further indicates that South Korea follows a path of gradual institutional change while maintaining the existing public institution system.
This study contributes to the literature by analyzing functional adjustment policies as a process of restructuring the state’s policy implementation system and by demonstrating that such policies are shaped through the interaction of economic, political, and institutional factors.
