존엄한 시민들의 공화국 : 민주적 연대성의 이념과 공공성 = The republic of citizens with dignity - The idea of democratic solidarity and the publicness

국문 초록 (Abstract)

오늘날 한국의 시민운동은 커다란 위기에 직면해 있다. 반독재 민주화운동의 과정에서 정치개혁이나 민주화 등을 과제로 내세우며 성장한 시민운동이지만, 민주화 이후 신자유주의적 세계화의 파고 속에서 이른바 ‘사회적 양극화’의 문제가 우리 사회의 가장 시급한 사회정치적 과제로 등장하면서, 시민운동은 그 좌표설정에서부터 혼란을 겪고 있는 것이다. 이런 상황에서 우리나라 시민운동의 가장 중요한 이론적 대변자 중의 한 사람인 조희연 마저 ‘이제 시민의 시대는 끝났다’며 우리 사회운동 전체의 방향전환을 요구하고 나섰다. 그에 따르면 이제 필요한 것은 민중들의 계급적 각성과 위협을 통해 기본적으로 계급적인 성격을 갖는 국가에게 그 공적-비사유(非私有)적 공공성을 강제하는 사회운동이다.
이 글은, 공공성이라는 의제의 중요성에는 공감하면서도, 우리 사회 전체의 공공성을 강화하기 위해서는 계급주의 정치의 부활이 아니라 사회적 연대와 보편적 시민권을 강조하는 사회운동이 필요하다는 인식에서 출발하여 그런 인식을 정당화시켜줄 민주공화국과 공공성의 이념이 지닌 규범적 차원을 해명해 보려고 한다. 공화주의와 하버마스의 절차주의적 토의민주주의가 제시하는 민주주의 모델의 함의에 대한 분석이 이 글의 일차적 검토대상이다. 그러나 이 글은 또한 동시에 그 민주공화국과 공공성의 이념이 기초하는 사회적 연대의 이념이 단순한 연대주의(공화주의)에 머물러서도 안 되지만 추상적 당위(하버마스)를 벗어나지 못해서도 안 된다는 인식에서 모든 시민의 존엄성을 보호하고 증진시킬 공동의 정치적 틀을 만들어낼 수 있는 ‘민주적 연대성’의 이념을 새롭게 모색해 보고자 한다. 그런 이념에서 보면 민주주의는 단순히 ‘정치적 이상’이기만 한 것이 아니라 무엇보다도 하나의 ‘사회적 이상’인데, 이런 바탕 위에서 공공성의 의미와 가치는 좀 더 잘 드러날 수 있다.

다국어 초록 (Multilingual Abstract)

Today the civil right movement in Korea is facing a great crisis. Although it has grown in the process of democratization and political reforms against the former dictatorial governments, it has been losing its orientation in this post-democratization era as the so-called 'social polarization problem' has emerged as the most urgent socio-political task under the strong influence of the neo-liberal globalization. Even Hee-yeon Cho, one of the most important theorist of Korean civil right movement, declared that, 'the time of citizens has gone now', calling for a change of direction in our overall social movements. According to him, what we need now is a social movement which enforces non-class nature publicness on the state which has basically class character, through people's growing class-consciousness and political threatening led by it.
Although I agree with Cho on the urgency and importance of the agenda of the publicness, this paper argues that in order to reinforce the publicness of the whole society, what we need is not the politics based on class-struggle model, but the social movement stressing the social solidarity founded on the universal citizenship. This paper aims to closely examine the normative dimensions of the idea of the democratic republic and publicness which could justify the aforementioned argument. To analyze implications of democracy models of republicanism and Habermas' theory of deliberative democracy is the first object of investigation in this paper.
However, this paper also attempts to explore the idea of the 'democratic solidarity' that can make the common political framework which can protect and strengthen the dignity of every citizen, recognizing that the idea of social solidarity for the democratic republic and publicness must depend neither on the simple solidarism (the republicanism) nor abstract demand (Habermas). This can shed more light on the meanings and values of the publicness through the emphasis of democracy not only as a 'political ideal' but, above all, as a 'social ideal'.
