한국과 미국의 국제교육실습 사례 비교 연구 = A Comparative Case Study on International Student Teaching Programs in Korea and the United States

다국어 초록 (Multilingual Abstract)

The purpose of this study was to draw implications for operating international student teaching programs which encourage student teachers to develop intercultural competence and international capacities by analyzing and comparing cases of the major universities’ international student teaching programs in Korea and the USA. This study compared and analyzed international cases including Gongju National University of Education, Ohio University, and Indiana University so far as to develop and operate overseas student teaching programs as a type of a consortium. The result of this study showed familiarities and differences by comparing each domain such as program goals, program development, external pressures and tensions, internal concerns, types of placements, determining host institutions, marketing the program, addressing students concerns, application process and candidate selection, information to be returned to the program directors, candidate placement logistics, and orientation and reentry. Based on the results, this study provides some insightful implication for overseas student teaching. First, the goal and vision for overseas student teaching should be reset in terms of educational goals and philosophy of its leading university. Second, when the leading university is developing overseas student teaching program, it should reflect on its own educational goal and philosophy. Third, overseas student teaching programs should establish a legal basis for acquiring teaching licensure and waiver for local student teaching program for the overseas student teaching program. Fourth, overseas student teaching programs should enhance its effectiveness to build trust among the participating education institutions. Fifth, types of placements should be diversified. Sixth, the principle of determining host institutions should also be diversified. Seventh, external credit rating should be increased by reestablishing teacher education programs. Eighth, the principles of candidate selection process should be diversified. Ninth, the focus of candidate placement logistics should be focused on the individual teacher’s professional development. Last but not least, overseas student teaching programs should establish plans for improving its program through an elaborate program evaluation. To galvanize overseas student teaching programs in Korea, it is necessary for university faculty who are involved in overseas student teaching programs be supported by educational policies. First, the Ministry of Education should provide support by establishing a national consortium in order to insure maximum autonomy of educational universities. Second, efforts should be made to minimize conflicts and tensions between teacher education institution by establishing a legal basis for teacher licensure and waivers for local student teaching. Third, to attract a large number of student teaching candidates sufficient financial support should be provided. Fourth, the Ministry of Education should also actively support in developing and operating overseas student teaching programs to enriching teaching education programs.
