세종대 종친의 관리와 활용 = On the Management and Use of the Royal Kinsfolk during the Reign of King Sejong

국문 초록 (Abstract)

조선 세종대는 국가 통치체제가 확립되고 유교문화가 꽃피운 시기로 이해된다. 세종은 국가 체제의 안정적 토대 위에서 조세제도 개혁과 북방 영토 개척 등 여러 분야에서 눈부신 업적을 쌓았다. 세종의 이러한 업적은 수양대군을 비롯한 종친의 적극적인 지원과 협력이 있었기에 가능하였다.
세종은 재위 후반기 세자의 대리청정을 추진하면서 원활한 국정 운영을 위해 종친을 적극 활용하였다. 세종의 종친들은 국가의 주요 정책을 주관하고 진두진휘하면서 부왕을 보좌하고 왕권 안정에 기여하였다. 세종은 종친들의 지원에 힘입어 국정 운영의 추진 동력을 확보할 수 있었다.
세종대 종친의 이러한 활동 배경에는 세종의 적극적인 종친 관리가 있었다. 세종은 제도적으로는 종친부를 설치하여 종친과 관련된 사무를 관장하였고, 종친의 돈목을 강화하기 위해 종부시를 정비하였다. 그리고 종친의 학업을 고양하고 교양을 증진시키기 위해 종학을 설치하였다. 또한, 종친의 범주를 당해 왕의 4대손 이내로 확정하여 왕실 가계를 정비하는 한편, 종친의 범주에서 벗어난 비태조계 후손에 대해서도 왕실 친족으로서의 예우를 다하였다.
결과적으로 세종은 왕실 가계 및 종친 관련 제도의 정비를 통해 왕실의 기반을 견고히 하였고, 이것은 종친을 효과적으로 활용할 수 있는 발판이 되었다. 세종의 적극적인 종친 관리와 활용은 재위 후반기 대리청정의 파동 속에서 국정 안정을 유지하면서 왕권 강화를 견인하였다.

다국어 초록 (Multilingual Abstract)

It is generally agreed that Joseon under the reign of King Sejong (r. 1418-1450) enjoyed a period of political stability and a golden age of Confucian culture. King Sejong made the most of the well-established state system for his plans to reform the tax system and explore the northern territory. The outstanding achievements of King Sejong’s reign were greatly attributable to, among other things, the devoted support and cooperation of the royal kinsfolk (Jongchin), as represented by Sejong’s son, Prince Suyang.
In the later years of his reign, King Sejong allowed the crown prince to serve as his regent, and actively sought the support of his royal kindred to rule the country more systematically. The members of the royal family devoted their abilities to assisting King Sejong, playing a leading role in organizing and implementing policies on key state affairs, thereby contributing to the stabilization of the royal authority. The assistance of the royal kinsfolk gave King Sejong the additional energy he needed to run the state.
The members of the royal family played active roles within an effective management system developed by King Sejong. He established the Bureau for the Affairs of Royal Kindred (Jongchinbu) in his government, assigning to it such duties as dealing with various issues related with the royal kinsfolk, and reformed the Office of Royal Genealogical Records (Jongbusi) in order to promote amicable relations between the members of the royal family and their relatives. He also established the Royal Academy (Jonghak) to handle the education and cultural refinement of the royal kinsfolk, and further extended the sphere of the royal family to include fourth-generation descendants of the king. He also treated the descendants of the King Taejo’s siblings as relatives of the royal family although traditionally they had been regarded as being outside the boundary of the royal family.
Finally, King Sejong was able to consolidate the authority of the royal family of Joseon by founding or reforming government agencies related with the affairs of the royal households and kinsfolk. The political environment changed as the king’s reform efforts helped him to effectively use the royal kinsfolk in running the nation. The king’s active involvement in the management and use of his relatives helped him to ensure political stability and strengthen the royal authority despite the political turmoil represented by the regency during the late period of his reign.
