스마트 도시 재생에서 독일 문화-창의 경제 정책의 활용 가능성 = Culture and Creative Industry and Direction of Gwangju Smart City Regeneration

This research is based on the knowledge that although Gwangju is a UNESCO creative city and runs the National Asian Cultural Complex, it still lacks a comprehensive policy to design smart urban regeneration to make the most of these advantages. Therefore, the purpose of this paper is to examine the culture-creative economy and industry in Germany and Europe and to provide theories and information on the establishment of a city regeneration policy in Gwangju, a cultural and creative city. To this end, the study describes the content presented on websites and in reports of the agencies or departments responsible for the relevant policies in the EU and Germany. The culture-creative industry is a diverse industrial sector that has a cultural and economic impact on human life. Its related fields are arts and architecture, Web and graphic design, publishing, games and multimedia, the music and entertainment industries, fashion and arts and crafts designing, films, advertising, and public relations. First, I research the EU cases, such as those related to their cultural awareness, the new European Agenda for Culture, the Creative Europe program, the Culture-Creative Sector (CCS), and the Culture-Creative Industry (CCI) support projects. In the German example, I look at the present state of the culture-creative economic policies, the innovation effect of the cultural and creative industries and the industry-related information of some federal and city states, digitalization, and media education. Finally, I outline the considerations for smart urban regeneration and the guidelines for the culture-creative industrial policy of Gwangju as the Asian Cultural Center part of the UNESCO Creative Cities Network. In the process of Gwangju’s regeneration as smart city, efforts are urgently needed to recognize the value of culture and creativity and reflect it in its policies. In the process, we will be able to make partial use of the examples offered by the European Union and Germany. Gwangju can be seen as having external requirements, such as the Asian Culture Complex, Media Art Creative City, and AI. Successful policymaking and implementation should precede the establishment of a consulting agency for experts in various fields. If the smart urban regeneration is successful, it is expected that Gwangju, which has a weak industrial base, can be reborn as a place where people can lead economically and culturally rich lives based on culture and creativity.
