국문 초록 (Abstract)

한때 지역주민이나 지방자치단체에게 선망의 대상이었던 뉴타운사업이 오늘날에는 실패의 상징이 되고 있다. 그동안 뉴타운사업의 문제점에 대해서는 많은 연구가 발표되었지만, 어떤 점에서 뉴타운사업이 실패라고 할 수 있는지에 대해서는 거의 언급되지 않았다. 이 연구는 서울시 뉴타운정책을 어떤 관점에서 정책실패로 규정할 수 있는지를 분석하고자 한다. 본 연구에서는 뉴타운사업을 정책분석의 7단계로 구분하고, 각 단계별로 어떤 측면에서 정책실패라고 규정할 수 있는지를 평가했다. 7개 정책분석단계는 문제 인식, 목표 설정, 정책수단 선택, 정책목표 달성, 정책집행 과정, 정책 추진 효과, 정책 평가와 환류 등으로 구성되어 있다. 본 연구의 분석 결과, 뉴타운사업은 당초 강남북 간의 격차와 기존의 정비방식의 한계에 대한 인식에서 시작되었으나, 사업추진 과정에서 적절한 정책수단을 사용하지 못했고 정책목표 달성에도 실패했다. 정책집행 과정에서도 법적인 근거 없이 과도하게 많은 사업지구가 지정되었고 부동산 가격 상승과 같은 부작용을 유발했다. 뉴타운사업은 사업의 수익성을 보전해주는 방식의 출구전략을 추진한다면 또다시 정책실패의 악순환에 빠질 수 있다. 앞으로 뉴타운사업이 악순환 구조를 탈피하기 위해서는 뉴타운사업의 공공성을 강화할 수 있도록 노력해야 한다.

다국어 초록 (Multilingual Abstract)

Once coveted by residents and municipalities, ``New Town Project`` is now recognized as the symbol of policy failure. Nevertheless, few studies have examined the exact point of its failure. This study, therefore, aims to analyze the reasons for which we can regard the New Town project as such. This study examines the policy through seven steps of analysis and evaluates how the policy has failed in each of these regards. The seven steps include problem recognition, goal setting, selection of policy means, realization of the policy, implementation process, effectiveness, evaluation, and feedback. The results of the study show the following. While the project began from an awareness of the disparity between regions North and South of the Han River and of the limitations in existing redevelopment methods, the project did not utilize adequate means in the process of actualization and has thus failed in achieving its policy goals. Furthermore, the project has designated too many districts without legitimate reasons, leading to the rise in real estate prices. The current exit strategy of maintaining the profitability of these projects by excessive subsidization only exacerbates the vicious cycle of policy failure. New Town Projects should seek, instead, to focus on vitalizing local communities.
