여성, 장애인, 이주민 등 사회적 소수자에 대한 반감을 부추기고 편견과 증오를 선동하는 정치인의 불합리한 혐오표현이 기승이다. 언론은 이를 매일같이 중계하듯 보도하며 혐오표현 확산에 일조하면서도 개선에 미온적이다. 언론은 사회적 소수자와 정치인의 발언을 병렬해 보도하며 ‘기계적 중립’을 주장하지만, 권력자의 혐오 선동으로부터 무차별적으로 당하고 있는 약자에게 더 귀 기울이지 않는 기사는 이미 균형을 잃은 보도다. 오늘날 시민에게 정치와 언론은 핵심적인 혐오표현 생산, 유통 창구로 꼽힌다. 정치·언론 두 집단의 신뢰도는 동반 하락세다. 쇄신이 갈급한 시점이다. 본 연구는 정치인의 혐오표현 발화와 이를 다루는 언론의 보도 태도에 대해 고찰하고, 사회적 소수자를 ‘강자화’하는 기득권 등 악화하는 현상이 지닌 문제점들을 현장의 시각으로 짚었다. 정치인의 혐오표현을 취재한 경험이 있는 기자, 현역 국회의원, 중앙당에서 대변인을 지내거나 지도부의 메시지를 관리한 경험이 있는 원외 정치인, 매일 기사를 소비하는 일반 독자를 심층인터뷰했다. 응답자는 한 명도 빠짐없이 정치인의 혐오표현이 지닌 폭력성을 비판했다. 이를 관망하다시피 하는 언론에도 질타가 쏟아졌다. 한국 사회에서 다수자적 위치에 있는 중년층 엘리트 남성 정치인들이 복수의 시민들이 갖는 ‘다양화에 대한 두려움과 공포’를 이용해 갈라치기성 정치에 나서고 있는 실태다. 그들의 혐오표현은 더 고도화하고 지능적으로 변모하는 중이다. 세월호·이태원 참사, 제주 4·3 항쟁, 5·18 광주민주화운동, 전국장애인차별철폐연대의 출근길 지하철 시위 등을 사회 갈등 소재로 삼고 혐오를 촉진한 것도 정치인이다. 사안의 심각성에 반해 언론은 느슨한 보도 태도를 보였다. 언론이 ‘10개 중 8개’꼴로 혐오표현을 인용만 해 보도한다는 게 참여자들의 인식이다. 결국 무엇을 쓰느냐보다 ‘무엇을 쓰지 않느냐’가 중요하게 여겨져 언론의 자정작용 강화가 촉구됐다. 정치인, 언론인 모두 문제점을 인식하면서도 악순환의 굴레에서 벗어나지 못하는 데는 각 집단이 이로 인해 얻는 이익이 분명하기 때문이다. 팬덤 정치에 매몰된 거대 양당 체제와 조회수 중심의 언론보도 환경에 관한 문제는 맞물려 있다. 연구에 참여한 정치인과 언론인은 혐오표현 문화의 일부가 된 지난날에 성찰의 메시지를 함께 전했다. 현장에 누적된 혁신의 갈망, 울림을 이어받아 사회 전반에서 쇄신책을 고안하는 적극적인 행동이 필요한 때다.
더보기There is an epidemic of unreasonable hate speech by politicians who incite bigotry and hatred against women, people with disabilities, migrants, and other social minorities. The media contributes to the spread of hate speech by covering it on a daily basis, while doing little to address it. The coverage is already unbalanced claiming to be "mechanically neutral" by juxtaposing the comments of social minorities and politicians but fails to pay more attention to the vulnerable who are indiscriminately subjected to hateful incitement by those in power. For citizens, politicians and the media are key sources of hate speech production and distribution. This has led to a parallel decline in trust in both organizations. It's time for an overhaul. This study goes beyond the examination of politicians' hate speech and the media's attitudes toward covering it to highlight the problems of the deteriorating situation from an on-the-ground perspective. We conducted in-depth interviews with journalists with experience covering hate speech in politics, active members of parliament, former politicians who have served as spokespersons or managed leadership messaging, and general readers who consume newspapers on a daily basis. Every single one of them criticized the violence of politicians' hate speech. They also criticized the media for being a bystander. Middle-aged, elite, male politicians, a majority in positions of power in South Korean society, were playing on the "fear of diversity and fear of plurality" of citizens to engage in divisive politics. Their hate speech was becoming more sophisticated and intelligent. Politicians used the Sewol ferry disaster, the Itaewon disaster, the Jeju April 3 Uprising, the May 18 Gwangju Democratic Uprising, and Solidarity Against Disability Discrimination(SADD)'s subway protest during morning rush hour to promote hatred as subjects of social conflict. The media showed a lax reporting attitude. Participants perceived that the media only cited hate speech in "8 out of 10 cases." In the end, "what they don't write" was more important than "what they do write," and the media was prompted to strengthen self-regulation. While politicians and journalists alike recognize the problem, they are unable to break the vicious cycle because each group benefits from it. The problem is a combination of a two-party system mired in fandom politics and a media landscape driven by views. The politicians and journalists in our study shared a message of reflection on partaking in a culture of hate speech. It's time to take action, to honor the accumulated longing for change in the field, and to devise reforms across society.
