1920~30년대 세궁민 생활상태조사와 구조 없는 구제 - 전북지역을 중심으로 = Survey on the Living Conditions of the Impoverished in the 1920s and 1930s and Relief without Rescue : Focusing on Jeollabuk-do

다국어 초록 (Multilingual Abstract)

This study examines the living conditions of the impoverished in the Jeollabuk-do during the 1920s and 1930s. It aims to highlight the circumstances faced by these individuals within the poverty management system of the Jeollabuk-do provincial government and seeks to provide insights into societal discrimination resulting from poverty. Consequently, the Jeollabuk-do provincial government devised relief measures for the impoverished. In the 1920s, direct relief measures, such as the distribution of cash and grain, were implemented. However, as these were mere stop-gap solutions, the government turned its attention to fostering a work ethic among the poor as a preventive measure against poverty by the mid-1920s. This conceptual shift materialized in the 1930s through the implementation of the Public Work Project for the Relief of the Impoverished(Gungmingujesaeop). However, the poverty management strategies of the Jeollabuk-do provincial government were merely palliative. Firstly, issues related to civil engineering works emerged, primarily because these tasks were not directly executed by the provincial government but were subcontracted, Secondly, there were issues related to forced labor; notably, this was imposed only on the impoverished, exempting local elites and bureaucrats. With the intensification of the Public Work Project in 1931, cases of forcibly mobilizing individuals into labor for the purpose of impoverished relief increased significantly. Thirdly, urban housing problems for the impoverished arose. Those who left rural areas had no choice but to secure housing collectively in nearby cities. However, city authorities perceived the impoverished as entities tarnishing urban aesthetics, focusing solely on their eviction. Ultimately, while the façade of the provincial government's relief measures was ‘rescue’ and ‘inclusion,’ the reality was marked by ‘exclusion’ and ‘indifference.’
