미 군정기 반미언동 통제에 나타난 대민 관리 특성 = The Characteristics of Civil Management by the Control of Anti-American Speeches and Behaviors during the US Military Government Period

다국어 초록 (Multilingual Abstract)

After liberation, the U.S. military stationed in South Korea intended to create favorable public opinions by employing propaganda strategies. A series of promotion activities was clearly to create all conditions for establishing a friendly Korean government with the United States. The messages formed from mouth to mouth have demonstrated a great power. The deficiency of all domains that occurred in the liberalized space was represented as anti-American speeches and behaviors with various canards. The U.S. military not only promoted the U.S. policy toward South Korea and the rationale of their occupying rule by the U.S. military government but also controlled ‘rebellious activities’, that is, anti-American speeches and behaviors, which occurred in Korean society. It is essential to investigate the canards in examining the situation and public consciousness of society at the time since most canards typically stemmed from social problems. The ‘leaflets’ and ‘posters’ functioned as major tools in spreading canards. The crackdown on canards during the period of the U.S. military government had a certain goal, which was to deliver controlled information to Koreans, and furthermore, also included the purpose of utilizing it to advantage in favor of their policies toward South Korea. This study focused on canards, represented by anti-American activities, among the problems that occurred in the process of transplanting a new power called the U.S. military government to South Korea. Although canards are sometimes utilized by those who belong to the power class and cannot be said to be perfect as media, the study focused on the fact that they reflect the feelings of the public at the time. The U.S. military government not only controlled the mouths for speech, thoughts, and behaviors under the name of keeping social order but also established governing strategies as part of civil management.
