정책사업 지원조직 성과지표 개발 -국가기초학력지원센터를 중심으로 = Development of Performance Indicators for Project Support Organizations -Focused on National Basic Education Support Center

The purpose of this study is to explore and justify the elements necessary for developing indicators for the performance management of project support organizations for the success of educational policies. The National Basic Education Support Center was used as a representational project for the study. Implications for the development of evaluation models and performance indicators applied to organizations that manage, conduct, promote, and support projects were derived through literature analysis and review of previous studies. An appropriate evaluation model and indicators were derived based on the purpose and role of the National Basic Education Support Center and the direction of utilization of the evaluation results for the institution. Based on the derived evaluation model and indicators, the center’s performance indicators were derived through the collection of opinions from key stakeholders, and a Delphi survey was conducted twice. The center’s performance indicators were deducted from the results of the quantitative validity survey and the results of Delphi survey. The performance indicators of the National Basic Education Support Center consisted of input-process-output-outcome-performance management areas, reflecting the public nature of the support organization and the nature of a professional support organization for on-site support. The results of this study contribute to the performance management of policy project support organizations reflecting the flow of decentralization and diversification of education policies. 국문 초록 (Abstract)

본 연구의 목적은 교육정책의 성공적 추진을 위한 정책사업 지원조직의 성과관리를 위한 지표 개발에 필요한 요소를 탐색하고 이를 타당화하는 것이다. 이를 위해 정책사업 지원조직에 대한 성과지표 개발 사례로 국가기초학력정책을 지원하는 기관의 성과를 국가적 차원에서 관리하기 위한 성과지표의 개발을 설정하였다. 연구를 위해 문헌분석과 선행연구 검토를 통해 정책사업을 관리, 수행, 진흥, 지원하는 조직에 적용되는 평가모형과 성과지표 개발에의 시사점을 도출하였다. 이를 토대로 국가기초학력지원센터의 설립목적과 성격, 기관에 대한 평가결과의 활용 방향에 비추어 적합한 평가모형과 평가준거를 도출하였다. 도출된 평가모형과 평가준거를 바탕으로 중요 이해관계자의 의견수렴을 거쳐 센터 성과지표(초안)를 마련한 뒤, 델파이 조사를 2회에 걸쳐 수행하였다. 전문가에게 실시한 정량적 타당도 조사 결과와 정성적 검토의견 결과를 종합하여 센터 성과지표를 도출하였다. 국가기초학력지원센터 성과지표는 투입-과정-산출-결과-성과관리 영역으로 구성하였으며 지원조직의 공공적 성격과 현장지원을 위한 전문적 지원조직의 성격을 반영하였다. 본 연구의 결과는 교육정책의 탈중앙화, 다양화의 흐름을 반영한 정책사업 지원조직의 성과관리에 기여할 수 있을 것이다.
