The 3.1 Independent Movement was so severe and fierce that Japan regarded it as the most violent one. It stemmed not only from a traditional anti-Japan bias since the late Joseon, but from the prevalence of the religious groups leading the movement. However, this thesis doesn’t include how the movement in Suwon(水原) developed.
That's because this was written to explain the confrontation of Japan against the 3.1 Movement in Suwon(水原). The following show how Japan moved against the 3.1 Independent Movement.
Firstly, Japan seemed to regard the movement as a temporary demonstration caused by the death of Gojong(高宗). However, as the 3.1 Movement had developed throughout the country, Japan ordered troops in and suppressed the movement. After that, Japan announced sending more troops to Joseon(朝鮮) and made some institutional devices, such as the Act of Riot Penalty and the Regulations of People in Joseon.
Secondly, Japan took advantage of the press and the governing classes in order to make people subsided.
Thirdly, Japan started to support Joseon by offering treatment for the wound and free feeding, and restoring houses. Among them, aids for Suwon(水原) area was reported on an extensive scale.
Lastly. Japan regarded their ruthless act they had done as an inevitable mistake which occurred while putting down the movement. The most well-known example was the Jeamri(堤岩里) event. This was in order to make people believe that the 3.1 Movement was illegal, at the same time, oppression of Japan was legal.
Japan had treated 3.1 Movement as a simple demonstration followed after the death of Gojong. Though, Japan seemed to realize that demand of Joseon was from desire of independence, as the movement had developed all over the country.
As a result, they had to send more troops in to bring pressure on the movement by force. This caused a great number of the dead and the injured.
And japan carried on the works for relieving the sufferers, as there had been a momentary lull in the movement.
This conduct aroused great indignation among the people in Joseon, but they couldn't help finding out that they had to accept their aids. Consequently, we could find out the features of Maeilsinbo(每日申報) as a newspaper of the Japanese Government-General of Joseon again, judging from the reports and attitude for the 3.1 Movement.
