綜合農協：中國三農改革的突破口 -종합농협: 중국 3농 개혁의 돌파구- = Multi-Business Agricultural Cooperative - Breakthrough in the Reform of Three Nongs (Farmer, Agriculture, and Farm Village) -

다국어 초록 (Multilingual Abstract)

After dismantling the People`s Commune in the early 1980s, China adopted the Family Production Responsibility System and began to explore the organization of farmers` cooperatives in the context of its transition to the market economy. Under the situation that communes were disbanded and Supply and marketing cooperatives and Credit Cooperatives couldn`t provide proper services, farmers tried to organize themselves on their own. With the establishment of Farmers` Professional Cooperative Law, the development of farmers` cooperatives entered a new phase. The successful experiences of Japan and Korean agricultural cooperatives and Taiwanese agricultural associations in muti-business agricultural cooperative organizations can have a lot of implications for farmers cooperatives in China. After the World War II, Korea and Taiwan generated small-scale independent farmers through a land reform and handled the dilemma of keeping farming small but modernized, through the vast network of farmers` organizations which provide comprehensive services. In today`s highly industrialized and urbanized world, Japan, Korea and Taiwan are taking a completely different path from western countries. The services provided by farmers` cooperatives kept small farms from disappearing through the improvement of productivity of land and quality of agricultural products and increased farmers` income to the level as similar as workers` income in urban cities. This paper describes China`s current situation including its transition to a modern society and, through the analysis of possible directions for the modernization of rural areas, suggests that the introduction of muti-business agricultural cooperatives will make a breakthrough in the reform of three Nongs (Farmer, Agriculture, and Farm village).
