제주도의 재가노인 복지사업의 현황과 발전방향

The purpose of this research is to apply the Social Work Practice Model of Case Management in the service at home of the elderly and propose alternatives or reformative measures of the welfare policy of the one.
Chapter one shall raise the necessity of the welfare policy of the elderly at home, specially Jeju area.
Because it is a rapid aging speed and a high level of the elderly populations ratio to the whole ones.
I shall raise the problem of the service at home of the elderly. It is necessary to introduce a new practical method, Case Management.
Chapter two shall explain the theory of domiciliary welfare. With the extended life span the population of the aged was increased in recent years and also there is a rapid increase of late aged people who need a long-term care & shelter because of their chronic disease and difficulty in physical and mental health.
In result there are urgent demands of systematic and integrated approach to the care work for the aged to meet their needs, to take care of them continuously, and to reduce burden of family support.
At present the needs of the care work for the aged were increased rapidly by aging, nuclear families, and female social participations.
However, there is insufficient in cognition on the necessity and communication system so we are not able to satisfy the care needs and demands of the aged. Therefore, both the government and the people should enhance their understanding on the care work for the aged to provide them more diverse and professional health and work service.
In addition, for this specialized service we need to expand facilities and professional human resources.
In order to raise the efficiency and responsibility of the care work for the aged, it is required to diversify the service provider .
Until now mostly the care work for the aged who have the chronic disease and difficulty in physical and mental health has been conducted by doctors, hospitals, public health centers, sanatoriums so it costs a lot as a form of medical service and also it is fragmentary in service.
From now on it should be a model of social service as a long-term care & shelter including prevention, medical care, and rehabilitation.
Furthermore, it should be a model of whole personal service. For this objective the communication system for the aged health and welfare needs to be set up by the domiciliary welfare.
Chapter three shall introduce the Social Work Practice Model of Case Management. I defined the concept of case management, explained the goal. function, process of the one, the role of the case manager, the number of the case, the practical method, and developed the Practice Model of Case Management.
I propose alternatives or reformative measures of the elderly welfare service in Jeju area in terms of the Social Work Practice Model of Case Management.
The characteristics of the aged populations is diverse needs and multiple problems. The main problems of the elderly as the social problem are an economic poverty,
a sickness, a loneliness, an alienation.
I shall analyze the present situation of the elderly welfare service at home.
It was divided into two parts: the one is an present circumstances of the elderly welfare service at home in Korea, specially Jeju area, the other is an application of the Social Work Practice Model of Case Management.
The main contents are following ① the fullness of the goal of the Case Management. ② the induction of the social work practice skill of case management ③ the effective maintenance of the social work practice skill to guarantee changing manpower of the elderly, and to ensure developing the resources of the community and self-support program, ④ the expansion of the service at home for the elderly welfare policy.
Chapter four shall conclude.
We have to expand the case management for the elderly at home. Because it was the effective method for solving diverse needs and multiple problems of the elderly. It means to ensure an instruments for changing the quality of the aged life in Jeju area. Therefore we will try to give the social worker a professional education more deeply.

국문 초록 (Abstract)

1987년 가정봉사원파견사업의 시범 실시 이후 18년 이 지나는 동안 재가노인복지사업은 우리 나라 노인복지서비스의 중요한 분야가 되었다. 이는 재가노인복지사업이 우리 나라의 인구 • 사회학적 특성은 물론 노인의 다양한 욕구를 반영하는 효율적인 서비스 체제 구축에 용이할 뿐 아니라, 세계 사회복지의 흐름과도 그 맥을 같이 하고 있기 때문이다. 세계적인 사회복지사업의 성격과 개념의 변화를 살펴보면 로마니쉰 (John M Romanyshyn) 은 다음과 같이 설명하고 있다. 보충적인 성격에서 제도적인 성격으로 ② 자선에서 시민권으로 ③ 선별적인 서비스에서 보편적인 서비스로 ④ 최저수준에서 최적수준의 서비스로 ⑤ 개인적 차원에서 사회적 차원으로 ⑥ 자발성에서 공공성으로 ⑦ 빈민구제에서 복지사회 건설로 변화하고있다. 요컨대，경제적으로 빈곤한 산업화 이전의 사회에서 복잡하고 상호의존적인 현대 산업화 이후의 사회로 변천됨에 따라서 발생되는 여러 가지 사회문제에 대하여 사회복지적인 개업이 점차 확대되고 있다. 우리 나라에서 재가노인복지사업의 중요성이 제기된 것은 1980년대에 이르러서였다. 경제성장과 더불어 산업화, 도시화, 핵가족화 현상이 급격하게 진행되면서 노인부양의 문제가 새로운 사회문제로 대두되기 시작한 것이다. 도시화의 진전이 가져온 가족구조의 변화는 노인 문제에 대한 새로운 해결방법올 요구하고 있다. 평균수명의 연장, 출산율의 감소 둥으로 인해 절대적•상대적 으로 증가 추세를 보이고 있는 노인인구에 대한 국가적 차원의 대책마련이 시급한 것이다. 특히 65세 이상 노인의 99.6%가 지역사회의. 일반 가정에서 생활하고 있는 우리 나라의 경우 산업화 이후 약화된 가족의 부양기능을 지지할 사회적 차원의 대책마련이 시급히 요청되었다. 핵가족화에 따른 노인단독세대의 증가, 맞벌이 부부의 증가, 그리고 부양가족의 질병, 출장 등 노인을 보호할 수 없는 사유 발생으로 인하여 재가노인복지서비스의 중요성이 더욱 제기되었다.
