펠로폰네소스 전쟁 시기에 아카르나니아는 물론 아이톨리아 지역에서도 폴리스들은 독자적 노선을 걸었다. 느슨한 관계의 코이논은 일관성 있는 대외정책을 추진할 만큼 응집력이 없었다. 그러나 4세기 이후 그리스에 용병 제도가 만성화되고 군사적 충돌이 가중되면서 이들 지역의 폴리스 간에도 강압에 의한 지배 피지배 관계가 증가하고 그에 따라 코이논의 응집력도 강해지게 된다.
한편, 펠로폰네소스 전쟁시기에 보이는 폴리스 내의 이른바 과두파와 민주파 간의 정치적 갈등도 시민의 자유나 도시의 독립이 전제가 되었을 때에 가능한 것이었다. 반면 후대 군국주의가 팽배하고 코이논 내의 강한 폴리스나 코이논에 자체에 대한 외세의 압력이 강화될 즈음이 되면 폴리스 자체의 독립은 물론 그 내부의 정치적 갈등도 함께 사라진다.
응집력이나 억압의 정도뿐 아니라 공동체 운영의 원리도 시대에 따라 차이가 있다. 기원전 5세기 말 투키디데스(3.105)는 아카르니아 인과 암필로키아 인이 한 때 암필로키아의 수도 올파이에서 공동의 재판소(koino dikasterio)를 가지고 운영했다고 전하고 있는데, 이렇게 재판의 기능을 중심으로 이루어진 공동체는 후대의 군사적인 기능을 중심으로 발달하게 되는 공동체와는 성격이 사뭇 대조적이라고 할 수 있다. 전자의 경우 반드시 강압적 무력을 전제로 하는 것이 아니므로 그 재판은 중의에 따라 진행될 가능성이 많으나, 후자의 경우는 강자나 행정권자의 발언권이 더 강화될 소지가 있기 때문이다.
하지만 마케도니아의 그리스 정복이나 로마의 영향력이 강화되어가는 가운데서도 아이톨로-아카르나니아 각 지역에서는 과거 폴리스 자유 시민의 전통이 여전히 사라지지 않았다. 대내외 적으로 독자적 행보는 다소간 이어졌고 지향성의 차이에 따른 갈등이 끊이지 않고 계속되었다. 이런 갈등은 로마가 완전히 그리스를 속주로 하는 2세기 중엽에 이르기까지 노정되고 있음을 볼 수 있다. 서로 이웃하고 있으나 아카르나니아 코이논이 아이톨리아보다 상대적으로 더 분권적, 민주적이었고, 그에 비해 아이톨리아는 더 응집성이 강했던 것으로 보인다.
아이톨로-아카르나니아 지역에서 무력충돌과 군국주의가 헬레니즘 시대에 들어서 팽배하기 전 이미 그 단초는 펠로폰네소스 전쟁을 통해 표출되고 있었다. 아테네와 스파르타가 서로 갈등하고 또 그에 준하여 기타 도시 내에서도 파가 갈려서 서로 갈등한 것이 그것이다. 한편으로 스파르타는 농업 경제를 바탕으로 빈부의 차이, 각종 특권층과 비특권층의 구분이 있었던 것이고 그들 간의 사회적 격차는 날이 갈수록 심화되었다. 다른 한편, 아테네가 추구했던 해상 상업과 델로스 해상제국에서도 스파르타와는 다른 형태의 억압과 불평등이 날로 가중되어갔다. 아테네와 스파르타, 나아가 그 중 어느 한 편에 편승하려고 하는 그리스의 폴리스 시민들은 서로 자신에게 유리한 쪽을 편들었고, 자신의 승리를 위해 양 편 모두 군사력의 증대에 의지함으로써 사회 전체가 만성적 군국주의가 팽배하는 만성적 갈등을 빚는 결과를 초래하게 되었던 것이다.
The city states (Poleis) in Aitolia and Akarnania frequently took an independent standpoint during the Peloponnesian War. Decentralized koinon could not exercise a cohesive enough power to seek after a consistent and unitary foreign policy. Since the 4th century B.C., however, the development of mercenary forces and increased military collision enforced cohesiveness among the city states, which was accelerated by the need of self-protection or the need for military conquest against others.
During the Peloponnesian War which spanned the end of the 5th century, the city states of Akarnania were comparatively much more mobile than those of the Aitoliain. The latter, however, especially Naupaktos, the harbor on the north seaside of the Corinthian Gulf, mostly took the side of Athens. However, in contrast, Leukas, the island neighboring with Akarnania on the west coast of Greece, was ever hostile to Athens. Meanwhile, in Kerkyra (Corfu), north of Leukas, the conflict was more fiercely developed than at any other place, between the democrats supporting Athens and the oligarchs on the side of Sparta as well as Corinth.
Since the fourth century, however, intense discords between different political factions inside city state gradually disappeared. Instead of these, the relation among ‘koina’engaging mighty foreign or inner despotic powers rose as a matter of concern. At that moment, the liberty of citizens in weak or small scale city states gradually disappeared, and professional political authorities based on military power appeared on the scene.
The individual foreign policy of each city state as well as the political antagonism between the so called oligarchy and democracy was able to unfold under the circumstances presupposing its independency. With the lapse of time however the increase of militaristic initiatives enfeebled the independence not only of Aitolo-Akarnanian city states but others also. Inversely the initiatives of strong city states among a koinon or exterior powers outside of a koinon prevailed to violate the independence of weaker city states, which resulted in stamping out political conflict inside of the polis as well.
Not only degree of cohesion or oppression of power but also the operation mechanism of communities differed according to the epoch. According to Thucydides (3.105), a common court (koinodikasterio) was ever held in Olpai, the capital city of Amphilochia, by the community including Akarnania and Amphilochia. The organization composed for judicial affairs formed a striking contrast to that managed for political hegemony or military affairs which developed in the later period. This is why the former could be run on the basis of public opinion which did not necessarily premise any high-handed authority, while the latter tended to enforce the initiatives of the stronger or uppermost administrators, resulting in the development of despotism as well as militarism.
The traditional freedom of Greek citizens, however, did not readily disappear, even if they were threatened by the increasing power of Macedonia and Rome. The tension between the independence of Greek city states or the liberty of citizens on the one hand, and the oppressive military power embodied by despotic dictators of each city itself or foreign conquerors on the other, lasted persistently even to the 2nd century B.C. when Rome annexed the Greek mainland as an administrative province.
Even if neighboring with each other, and not to speak of the precedence in the period of formation of polis or koinon, Akarnania seems to have been more democratic and decentralized in comparison with Aitolia. Probably the divergence was due to the social mobility of Akarnania in which agricultural land could never be possessed, as there were developed city states colonized by the Corinthians who were occupied in overseas commerce, and its geopolitical location found itself along the coast between Greece and Southern Italy as well as Sicily. The social mobility of Akarnania is proved by the examples of Leukas and Oiniadai which used to act independently of other Akarnanians.
