원간섭기 勸農政策의 추진방향 : 충렬왕대와 충선왕대를 중심으로 = On the Line of Policy for the Promotion of Agriculture during the Period of Yuan Intervention in Koryo

After the war against Mongolia, Koryo government implemented the agriculture promotion policy to restore the demage of agricultural sector inflicted by the war, and to boost agricultural production activities. In the reign of king Choongryul(忠烈王), government distributed Sapaejun(賜牌田), and dispatched Agriculture-promotion-official(勸農使) to local provinces. But, the agriculture promotion policy during the reign of Choongryul showed its limitation to its effects under the social conditions of the days. For example, Sapaejun(賜牌田) was originally designed to restore farm lands which were devastated by the war, but it was misused as a momentum for influential families to acquire the ownership of massive lands. the Committee of Agricultural Affair(農務都監) was established in the third year of king Choongryul's reign for the purpose of supplying goods that Yuan demanded. the dispatch of Agriculture-promotion-official(勸農使) also inflicted a fatal blow on peasants. Those days it was impossible to enforce the agriculture promotion policy successfully without solving such social problems as the disorder of land system and illegal activities(corruption) of local officials. Therefore, the agriculture promotion policy during the period of Yuan Intervention took place side by side with overall social reform. For example, examining political reforms during the reign of king Choongsun(忠宣王), It is easily inferred that there were a wide range of efforts for the reforms. Among them were contents of the agriculture promotion policy intended to stabilize farming class and normalize agriculture management.
As cited above, the agriculture promotion policy during the period of Yuan intervention was enforced in the direction of stabilizing farming class and normalize agriculture management in reference to the solution to the social problems in those days. It stems from the fact that a wide range of reforms over society was required for Koryo government to protect peasants and maximize agriculture production by implementing agriculture promotion policy.
